Political selection is central to the survival of all regimes. This article evaluates the relative importance of performance and political connection for the advancement of local politicians under authoritarianism. We hypothesize that in a large-scale multilevel polity, economic performance plays a greater role in promotion at lower administrative levels of government than at higher ones, even after controlling for political connections. This dualist strategy allows the ruling elites to achieve economic performance while minimizing the advancement of potentially disloyal challengers. Thus, balancing between loyalty and competence among subordinates enhances regime survival. Our empirical evidence draws on a comprehensive panel dataset of provincial, prefectural, and county-level Communist party secretaries and government executives appointed between 1999 and 2007. We find consistent evidence for our argument under various model specifications. We also explore the heterogeneous effects of performance on promotion given the Chinese Communist Party’s (CCP) age ineligibility rule for cadre promotion and jurisdiction characteristics.

Pakistan’s textile and clothing industry is one of the significant players of global textile and clothing trade as well as being a corner stone for its national economy. Although Pakistan’s textile and clothing industry possesses abundant raw material resources (cotton) and cheap and abundant labour, it has confronted with many issues in recent years. At this point, SWOT analysis is one of the methods which can be used for the analysis of current situation. This research aims to reveal the present situation of Pakistan’s textile and clothing industry with SWOT analysis. Thus, a gap can be filled in which academic studies are inadequate. Besides, the study contributes to the strategy development of Pakistan’s textile and clothing companies and government executives. In accordance with the aim of the research, the strengths and weakness of Pakistan’s textile and clothing industry are determined primarily. Afterwards, opportunities and threats, which can be faced within national and international textile and clothing trade are analyzed. Finally, the obtained data are analyzed and evaluated and suggestions are made for the future of the industry.

Political scientists recognize that the personalities and group interactions of top government executives influence their policy decisions and timing, but they are frustrated when they try to analyze the executive level(in Washington,Cabinet secretaries,assistant secretaries and bureau directors).Unlike Congress it is closed, unlike the White House it receives little press coverage, and unlike the career bureaucracy opportunities for interviews and actual experience are rare. Participant observation by political scientists occupying positions at this level is nearly the only method. Erving Goffinan's theory of dramaturgy provides a structure for analysis and ties to theories of symbolic interaction.
