The article analyzes the formation and transformation of Oswald Mosley’s political views from conservatism via social-democracy to fascism which was expected to enhance patriotism and national pride. Mosley’s political ideas promoted and facilitated the formation of political parties and organizations of the British Union of Fascists, British National Front, and the British National Party. All the above-mentioned organizations propagated the idea of the national resurrection of Great Britain through radical reforms in the government and economy. The research shows that Mosley, as well as other ideologists of fascism, was a proponent of active governmental intervention in all the spheres of public life and the extension of powers exercised by government executives.

We refer to the concept of the country’s image, which arose in the practice of politicians, government executives, and marketing specialists and has been actively developed in recent dec-ades in the works of representatives of various branches of scientific knowledge: linguists, political scientists, sociologists, philosophers, etc. Media discourse becomes a communication space within which messages are created, on the one hand, reflecting the stereotypical attitudes of the internal and external audience regarding Russia and the Russian people, on the other, correcting negative and reinforcing positive ethnic stereotypes. In this work, the media image of Russia is modeled on the basis of texts of commercial, social and political advertising, speeches of political figures, in particular, in the framework of the election campaign. As a basic methodology, we use the frame modeling method, reconstructs the “Russia” frame in Russian and foreign advertising discourse. Russian commercial advertising forms a positive image of a great, beautiful country with a strong and spiritually rich people, and the concept of “Russian” is used in texts exclusively with positive connotations. Russian social advertising creates the image of a country with a rich history and a great past, however it represents modern Russia as a country in which spiritual values play an increasingly smaller role. The external image of Russia can be generally assessed as negative. The sphere in which the least attractive image is realized is politics. The political theme is updated in all considered types of media discourse and forms the image of a backward, undemocratic state with high corruption and Soviet heritage.

Open government initiatives around the world have encouraged governments to be more transparent and accessible while its partners have found new venues to further participate and collaborate. However, realities on the ground have begun to show the complexities of openness, raising questions on how these initiatives could be sustained. In the Philippines, most of the open government-open government data (OG-OGD) programs are considered top-down. This means that almost all of the activities are initiated by the national government and are often funded by multilateral agencies such as the World Bank. However, due to the changes in political priorities, the future of these programs remains uncertain. Current experiences further highlight the importance of institutionalization as one of the ingredients to sustain these initiatives; thus, the authors believe that building capacities play an important part in such an endeavor. As such, this chapter presents an initial set of OG-OGD performance competencies for local government executives and their civil society partners.

Political selection is central to the survival of all regimes. This article evaluates the relative importance of performance and political connection for the advancement of local politicians under authoritarianism. We hypothesize that in a large-scale multilevel polity, economic performance plays a greater role in promotion at lower administrative levels of government than at higher ones, even after controlling for political connections. This dualist strategy allows the ruling elites to achieve economic performance while minimizing the advancement of potentially disloyal challengers. Thus, balancing between loyalty and competence among subordinates enhances regime survival. Our empirical evidence draws on a comprehensive panel dataset of provincial, prefectural, and county-level Communist party secretaries and government executives appointed between 1999 and 2007. We find consistent evidence for our argument under various model specifications. We also explore the heterogeneous effects of performance on promotion given the Chinese Communist Party’s (CCP) age ineligibility rule for cadre promotion and jurisdiction characteristics.
