This paper aims to study the impact of Chinese patent funding support on the development of regional patent layout.Data samples were selected from Guangxi, Jiangsu and non-pilot provinces, and data samples were selected from the period 2015-2018.This paper discusses the influence relationship by game theory.The conclusion is that the support of patent funding has a positive impact on economically developed areas and a negative impact on economically less developed areas.Other measures are required to eliminate the aforementioned negative effects.

What are the concerns and motivations behind policy innovations? Theories claim that local policymakers carry out policy innovations mainly because of economic reasons or other internal concerns but seldomly notice the political structure they face. This study constructs a unique dataset of Chinese local government innovations during 2001-2016 and categorizes them with Natural Language Processing (NLP) techniques. We then examine how economic factors affect policy innovations and how political status brings better explanations. In a centralized authoritarian state like China, local politicians concern political resources and risks more than economic development. We argue that local officials can take the adventure to make institutional rearrangements when enabled but ultimately have to be prudent when closely bonded with the center.

Abstract Objective: This article investigates how a Chinese local government responded to the ongoing COVID-19 outbreak, and the lessons can be valuable for the ongoing response efforts worldwide. Methods: Case study. Primarily participant observations and interviews with stakeholders. Results: We find that non-pharmaceutical interventions, especially the physical distancing measures, are the primary tools used to contain the spread of the virus, and these actions keep changing to adapt to the situation of the local cases and the directions from the central government. Medical countermeasures, maintenance of essential public services, effective public communications tactics are important allies of the strict physical distancing measures, which can enforce the public’s compliance. Conclusions: Local governments are the frontlines of emergency response. Both regulated policies (e.g., physical distancing) and supportive services (e.g., medical and essential living support) are necessary to the success of public health emergency response.

Purpose The purpose of this paper is to calculate the local guaranteed fiscal revenue with the local fiscal revenue of 31 provinces, and predict their guaranteed fiscal revenue in 2018 with the artificial neural network (ANN). Design/methodology/approach The principal components analysis (PCA), particle swarm optimization (PSO) and extreme learning machine (ELM) model was designed to produce the inputs of KMV model. Then the KMV model was used for obtaining the default probabilities under different issuance scales. Data were collected from Wind Database. MATLAB 2018b and SPSS 22 were used in the field of modeling and results analysis. Findings This study’s findings show that PCA–PSO–ELM proposed in this research has the highest accuracy in terms of the prediction compared with ELM, back propagation neural network and auto regression. And PCA–PSO–ELM–KMV model can calculate the secure issuance scale of local government bonds effectively. Practical implications The sustainability forecast in this study can help local governments effectively control the scale of debt issuance, strengthen the budget management of local debt and establish the corresponding risk warning mechanism, which could make local governments maintain good credit ratings. Originality/value This study sheds new light on helping local governments avoid financial risks effectively, and it is conducive to establish a debt repayment reserve system for local governments and the proper arrangement for stock debt.

This paper constructs a DSGE model to study the relationship between the Chinese local government’s land policy, social welfare and economic fluctuations. I find that increasing the supply of residential land by the local government will reduce housing price and increase social welfare, but it crowds out the amount of industrial land and decreases final output and social welfare as well. This trade-off brings out an optimal supply ratio of residential land, 40%, in deterministic steady-state equilibrium. Besides, the local government is able to use dynamic pro-cyclical residential land supply policy to dampen economic fluctuations in China’s macroeconomy.
