The article is devoted to the study of strategic guidelines for diversification of production and modernization of the economy of a resort town on the example of the urban district of Yevpatoria of the Republic of Crimea. The competitive advantages, distinctive features of the draft Strategy for the socio-economic development of the urban district of Yevpatoria of the Republic of Crimea, including strategic guidelines for the modernization and diversification of the city's economy, necessary for its further development as a resort city, are formulated. The research methodological framework is based on the theoretical principles of strategic management, regional and municipal economy. This study is based on a comprehensive analysis of the draft strategy for the socio-economic development of the urban district of Yevpatoria of the Republic of Crimea by using a combination of methods: logical, dialectical, and also causal ones. The article is of interest to researchers, practitioners, including state and municipal officials dealing with the formation (development and updating), as well as the implementation and control over the implementation of strategies for the socio-economic development of territories and other stakeholders.

The research of the operational accounting problem is particularly relevant in the light of the large-scale tasks implementation for the digitalization of the economy, since its maintenance provides highlighting of production chains and economic operations. So far, this accounting does not have a solid theoretical and methodological basis, which complicates the development of specific recommendations for its formulation. The methodological framework of the study includes the theory and concept of operational accounting. There was carried out a retrospective analysis of theoretical and methodological provisions was carried out on that basis. The managerial essence of operational accounting and its specific character in Russian conditions — the planned beginning have been proved. The paper shows the necessity of refinement of the concept, adapted to the requirements of counter-planning and monitoring. The theoretical and practical significance of the research lies in the development of theoretical and methodological provisions of operational accounting. All this improves the organizational level of internal and external control over typical business processes of domestic production by establishing their relationship. This work can be of interest to government agencies when forming and implementing a national strategy for economic development.

Subject. The article discusses how the competitiveness and economic security of the Russian economy can be enhanced, while it is constantly suppressed externally. Objectives. We explain the nexus of the economic security and competitiveness of the national economy, viewing them through various shocks from outside. Methods. We herein evaluate the competitiveness of the Russian economy through indicators. The metrics help focus on competitive advantages in S&T, which engenders opportunities for the advanced and safe socio-economic development of economies today. Results. We discovered national challenges that are typical of the Russian practice inhibiting a growth in the competitiveness of the Russian economy and undermining the basis of the economic security. This, indeed, makes the country less competitive and gives way to negative shocks from outside, eroding resources for resistance. Conclusions and Relevance. As long as we identify endogenous and exogenous threats, the special economic security policy of the State seems to strengthen the competitive position of the economy. The policy should pursue the preservation of the existing competitive advantages and create new ones, while cushioning external threats through protectionism and stringer national sovereignty. The findings can be used to outline the economic policy, national strategy, governmental instruments on the socio-economic and S&T development.

The opportunities of the competitive advantages use of the social and cultural capital for pro-modernization institutional reforms in Kazakhstan are considered in the article. Based on a number of sociological surveys national-specific features of the cultural capital are marked, which can encourage the country's social and economic development: bonding social capital, propensity for taking executive positions (not ordinary), mobility and adaptability (characteristic for nomad cultures), high value of education. The analysis shows the resources of the productive use of these socio-cultural features.

The article analyzes urgent issues of the development of Russian banks. The probability of Moscow banks' regional expansion is noted. Hence the necessity for regional banks to find market niches. Competitive advantages of small and medium-sized banks as well as barriers to their activity are considered. Special attention is paid to the problems of corporate governance in banks. The results of the survey conducted by the Association of Regional Banks of Russia in summer of 2004 are analyzed.
