Never before has the world community were not so close to the goal - poliomyelitis eradication. In 2016, the world recorded only 37 cases in the three endemic countries: Pakistan, Afghanistan and Nigeria. Despite the great progress in the final stages of poliomyelitis eradication have problems: the emergence and circulation of vaccine-derived poliovirus and related diseases, vaccine-associated paralytic poliomyelitis, social and political factors affecting of vaccination.

The article substantiates and analyzes the factors that influence the process of political and legal doctrine of state sovereignty in the context of globalization. As a result of a comprehensive study, it was determined that the realization of state sovereignty depends not only on the action of general historical and international political factors, but also on the ability of Ukrainian society to overcome economic difficulties, on the active participation of each member of the territorial community. In the context of globalization, the concept of sovereignty, its content and implementation becomes specific. Despite its sovereign nature, state power is still not absolute and is subject to certain restrictions, both internally and externally, but such restrictions cannot be confused with a violation of sovereignty, which is unacceptable. It is determined that in the context of globalization, sovereignty is narrowing: the world community exerts influence, sometimes severe, on countries violating international law, international rules and agreements, and their strong global economic supranational forces also influence the transformation of state sovereignty. Sometimes there is a tendency to voluntarily delegate powers to world, regional and international organizations and associations, ie the internal affairs of the state, in which no one interferes and which are governed only by national law and customs are narrowed by voluntary renunciation of sovereign rights, and international law or the right of a certain community is extended. It was found that the very nature of state sovereignty, the genesis of formation, modification and development of its concept are due to globalization and integration processes in the world, and above all, within the European Union.

The Russian Federation has the largest territory in the world, but the quality of human capital and its distribution throughout this territory requires careful analysis. During the period of crisis, geopolitical and geo-economic instability, our state provides serious support to the national economy in order to gain its place in the world. First of all, it concerns the development of human capital, which contributes to the improvement and development of all other sectors of production and the economy, its growth, development and relations with the world community. The article presents the positions of the Russian Federation in international ratings on the assessment and development of human capital, analyzes the main indicators characterizing the development of human capital in developed countries. The main factors affecting the level of human capital in the Russian Federation are identified. The main trends in the development of human capital in connection with the analyzed data are given. The forecast of the human development index of Russia is presented.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.

The media influence politics by providing intelligence and arena for political statements. Therefore, the danger of spreading false information and deliberate disinformation can have serious consequences. It is impossible to accuse specific media outlets of unfair coverage, but one cannot fail to note the existing resonance in media reports from different countries. Interpretations of the same events are radically different, while a journalist must rely on facts. The world is faced with the problem of global misunderstanding and information discord. Modern international broadcasting plays an important role in shaping the picture of the event for the world community. It is impossible to deny that the information agenda of many foreign broadcast media depends to some extent on a number of reasons: nationality, foreign policy of his state, profitability. Otherwise, the global media would not contradict each other. We want to track how modern foreign broadcasting builds its agenda and what principles it is guided by. Economies all over the world are moving towards a focus on services. Tourism has emerged as a major contributor to economies all over the world. This is why specific focus is being placed on tourism, as Destination Management Organizations (DMOs) concentrate their efforts on tourism. India has been one of the countries where the share of tourism in national income has steadily been increasing. As the national capital, the city of Delhi has a major role to play in the tourist inflow to the country, as well as within the country. Successful tourism marketing requires that the concepts of tourist destination and underlying factors are comprehended in detail. An analysis of the available, pertinent literature on the area shows the manner in which numerous factors come together to form the image of a tourist destination. In fact, it needs to be understood that image formation may be done differently for different consumers. This further necessitates a detailed study of the factors influencing tourist destination image.
