DEVELOPMENT OF THE RUSSIAN FEDERATION’S HUMAN CAPITAL AND ITS POSITION IN INTERNATIONAL RATINGS

The Russian Federation has the largest territory in the world, but the quality of human capital and its distribution throughout this territory requires careful analysis. During the period of crisis, geopolitical and geo-economic instability, our state provides serious support to the national economy in order to gain its place in the world. First of all, it concerns the development of human capital, which contributes to the improvement and development of all other sectors of production and the economy, its growth, development and relations with the world community. The article presents the positions of the Russian Federation in international ratings on the assessment and development of human capital, analyzes the main indicators characterizing the development of human capital in developed countries. The main factors affecting the level of human capital in the Russian Federation are identified. The main trends in the development of human capital in connection with the analyzed data are given. The forecast of the human development index of Russia is presented.

The article discusses the importance of the problem of human capital formation. Human capital is a multifaceted concept that gives the greatest return in a modern economy. It is measurable. Since 1990, the World Bank has published annual reports on its dynamics, having developed a special index called the Human Development Index. In 1990, when the index was measured for the first time, the Russian Federation was in 49th place in the ranking, but subsequently dropped to 65. Last year we were able to move up to 41st place. The authors trace the dynamics of government investment in human capital and the final result, which is reflected in places in the world ranking. In the nineties of the twentieth century, the Russian Federation was in a deep crisis, investments in human capital were negative, so the place in the HDI rating dropped. Currently, a number of government programs aimed at the development of human capital are being implemented, and they are paying off.

COVID-19 is an extremely dangerous disease that not only spreads quickly, but is also characterized by a high mortality rate. Therefore, predicting the number of deaths from the new coronavirus is an urgent task. The aim of the study is to analyze the factors affecting COVID-19 mortality rate in various countries, to predict direct and indirect victims of the pandemic in the Russian Federation, and to estimate additional mortality during the pandemic based on the demographic data. The main research method is econometric modeling. Comparison of various data was also applied. The authors' calculations were based on data from the RSSS, the World Bank, as well as specialized sites with coronavirus statistics in Russia and in the world. A predictive estimation of the deceased number of people due to the pandemic in Russia was made. It is confirmed that the deaths proportion of the completed cases of the disease depends on the level of testing. It is shown that the revealed mortality of the disease depends on the proportion of completed cases, on the population age structure, and on how early the pandemic entered the country compared to the other countries. It is determined that the number of additional deaths due to the coronavirus is approximately 31 thousand people. The analysis revealed that the relatively low proportion of COVID in Russia is the result of a special approach to the cause of death determination. The mortality rate in Russia in April 2020 was about 3% higher than in April 2019. The share of the deceased health workers in the total coronavirus mortality in the Russian Federation is higher than in the developed countries, which indicates an underestimation of the data on COVID- 19 deaths in the Russian Federation, and the unsatisfactory quality of the Russian healthcare system. The number of direct and indirect victims of the pandemic in the Russian Federation at the end of July was approximately 43 thousand people.

Cruel and inhumane acts that harm human life and health, as well as humiliate the dignity, are prohibited in most countries of the world, and Russia is no exception in this issue. The article presents an analysis of the institution of responsibility for torture in the Russian Federation. The author comes to the conclusion that the current criminal law of Russia superficially and fragmentally regulates liability for torture, in connection with which the author formulated the proposals to define such act as an independent crime. In the frame of modern globalization, the world community pays special attention to the protection of human rights, in connection with which large-scale international standards have been created a long time ago. The Universal Declaration of Human Rights and other international acts enshrine prohibitions of cruel and inhumane acts that harm human life and health, as well as degrade the dignity.Considering the historical experience of the past, these standards focus on the prohibition of any kind of torture, regardless of the purpose of their implementation.

The national economy is as competitive as its human capital is effectively capitalized in modern hypercompetitive global markets. The world digital technologies contribute to the globalization of the economy and accelerate the accumulation of human capital by digitizing jobs, providing the population and households with electronic services and data mining technologies. The article analyzes the structure of multivariate data on the factors of human capital development, e-education and the use of ICT by households in Russian regions. The average annual values of the relevant factors of monitoring the development of the information society in the Russian Federation for the period from 2010 to 2017 were selected as factors of each object of analysis. The reliability of the research results is ensured by applying standardization and rationing of the initial matrix of factors, reducing the dimension of the normalized matrix of factors using the PCA method, cluster analysis using the method of EM-maximizing expectations and the hierarchical clustering method. The author has built a rating of regional clusters of the Russian Federation, differing in the quality of human capital depending on the development of electronic infrastructure, availability of digital resources and the features of the social environment.

The indicators of production of vegetable products (acreage, gross harvest, yield) in the world and Russia as a whole, and by the main types of vegetables. The insufficient volume of commodity vegetable growing in Russia is highlighted. It is shown that the range of vegetable products from the countries of the world and the Russian Federation is limited, which keeps the deficit of nutrition in vitamins. Named regions-beacons vegetable sector in gross yield and yield of vegetable crops. The indicators of the level of plowing in Russia and the need to increase the production of vegetables by increasing yields. The indicators of import and export of vegetables taking into account import and export of vegetables are analyzed. It is shown that to equalize consumption by regions and improve the quality of life, it is necessary to increase production for the transition to the recommended consumption standards, improve the territorial-sectoral division of labor and interregional exchange in the vegetable sector of the crop sector.

The combination of economic and social problems associated with assessing the level of development of human capital is identical across all countries. In this regard, domestic researchers conduct a multivariate analysis of the state of affairs on the development of human capital in the Russian Federation.

The article examines the problems and prospects for the development of the digital economy of the Russian Federation in the context of global transformation. It is obvious that the use of digital technologies in the economic sphere is one of the key indicators of the development of a modern state. The processes of introducing digital technologies are accompanied by technological, economic and legal problems, the solution of which requires government intervention. These circumstances determine the relevance of this study. The purpose of the study is to analyze the problems and assess the prospects for the development of digitalization of the Russian economy, as well as develop recommendations for increasing the efficiency of digitalization of the Russian economy and accelerating the pace of implementation of digital technologies, which will contribute to increasing the competitiveness of the Russian Federation in the world community. The process of digitalization of the economy depends on many factors, the analysis of which will determine the prospects for further development.

Recently, more and more people are paying attention to healthy lifestyle, including nutrition, giving preference to natural products. One of these products is honey. The chemical composition of honey is represented by a large number of nutrients: easily digestible carbohydrates, amino acids, enzymes, minerals, vitamins, organic acids, causing its nutritional, dietary¬, and medicinal properties. In the article, the authors analyzed the state of honey production in the country, reflected the share of imports in the market and the share of exports in production, the main factors affecting the honey market are investigated. Based on the results of studies of honey from different regions of the Russian Federation and the requirements of international legislation on product safety, the authors have developed proposals to improve the competitiveness of hive products, both in domestic and foreign markets.
