Today, one of the most urgent tasks of the world community is the development of inclusive education. It should be noted that social partnership is of great importance in the development of inclusive education. Through social partnership, it is possible to establish constructive relations between various interested groups in the field of inclusive education.

The feckless response of the world community to the mounting threat of climate change has led to a growing interest in climate geoengineering research. In early 2015, the us National Academy of Sciences released two major reports on the topic. While it is notable that both reports recommended some form of public participation to inform research, this article argues that the vagueness of these recommendations could mean that their implementation might not comport with optimal approaches for public deliberation. We outline some options for public deliberation on climate geoengineering and important design considerations.

This article is devoted to the role of religion in modern society. The author reveals the main directions of religion in society, the problems associated with understanding religious dogmas and solving these problems. Special attention is paid to the problem of activization of ultra-radical groups based on religious grounds, the perception of the world community of religion and the problem of correct understanding of religion on the example of Islam. Based on the analysis, the main causes of the emergence of problems related to religion and its perception were identified. Using sources whose authors directly deal with the problems of religion throughout their life, the author gives some recommendations for eradicating the problems that arise from a misunderstanding of religious values.

The orientation adopted by the world community towards the development of inclusive education requires the development of effective approaches to the assessment and development of inclusion that focus on national and regional specifics. The article presents the results of a pilot study of indicators of the state of the inclusive process by interviewing experts with subsequent content analysis. The possibility of applying an activity-based approach to creating an educational environment (V.V. Rubtsov, I.M. Ulanovskaya and others) as the basis for the implementation of inclusion in an educational organization is being investigated; indicators are proposed for assessing its inclusiveness on the basis of the activity approach with the addition of their value-based approach to assessing the educational environment (S.L. Bratchenko). The answers of the experts correspond to the prevailing understanding of inclusion in Russia (inclusion of persons with disabilities), and experts give priority to indicators of adaptation of individuals, rather than to the results of their mastering the program. The conclusion is drawn about the productivity of the activity approach to the development of inclusion in the educational organization and the compliance of the criteria developed for the inclusion of the educational environment based on the activity approach with the main domestic and foreign scientific developments on this issue.

Article is devoted to a role of world religions in the modern international relations and world politics. The phenomenon of world religious revival, his connection with globalization processes, formation of the multi-polar, polycivilization world is investigated. A research objective is the analysis of tendencies of a desecularization of the world community, the reasons and possible consequences of this process in global measurement. Article includes Introduction, three analytical sections and the Conclusion. In Introduction the phenomenon of world religious revival and approaches to his studying is presented. It is asked about a desecularization of the world community as a possible subject of the new direction of the international political researches – the international religious studies. The thesis about crisis of secular bases of modern political system of the world is proved in the first section. Revision of bases of a world order and standards of belonging to the world community from positions of the reviving religious fundamentalism, the cultural and political and social and economic bases of this process are considered. In the second section the role in a desecularization of the world community of political Islam (Islamism) is analyzed. It is noted that the greatest danger of politicization of Islam consists in emergence of difficult surmountable civilization break in the world community between the Western world (still confident in universality of the values) and the world of Islam. In the third section the possibilities of prevention of disintegration of the existing system of the international relations and collision of the cultural worlds are considered. The main attention is paid to processes of a global political institutionalization of such dialogue and its justification in the concept of global ethics – purposeful coordination and gradual connection of the basic moral and ethical values concluded in great religious and cultural traditions of the world. In the final section of article the conclusion is drawn that process of an institutionalization of civilization dialogue (civilization communication) it isn’t finished yet and didn’t become irreversible.

In this paper, we empirically study the effects of terrorism on the para-diplomacy of Kurdistan Region of Iraq during the last two decades. The research paper analyses the form of diplomacy, in the current age, has covered new style, in particular, when the new actors (non-state actors) are playing significant roles. In this regard, the Kurdistan region government as non-state actor has successfully used terrorism as a great instrument to attract the attention of the world community and created broad its paradiplomatic relations with actors around the world. In turn, we find suggestive evidence that the Kurdistan Region Government should further enhance the ability of its foundations to sustain its relations with world community. Our findings are consistent with the idea that the threat of terrorism is never going to be end, thereby it is not easy for the state-actors to keep their eyes away from the role of any world actors (including non-state actors).

The work focuses on the need for a holistic approach to reforming the criminal justice system in order to improve the effectiveness of international criminal justice systems in the fight against crime.

The article deals with the actual question of the role of teachers in the patriotic education and the formation of students' civic identity. The authors of the article presented the results of a study on the determination of teachers' readiness for the formation of civic identity and patriotic education of schoolchildren, which was carried out using the author’s questionnaire and as a result of which the authors came to a contradiction about the need to educate patriots at a higher, qualitatively new level in accordance with social order and lack the readiness of teachers of general educational organizations to patriotic education in new conditions. Emphasis is placed on the organization of systematic work on the training of teachers of general educational organizations for patriotic education and the formation of the civic identity of schoolchildren in the new conditions for the development of the world community.

The article analyzes aspects of cultural diplomacy in the framework of humanitarian cooperation between France and Kazakhstan, their importance in establishing diplomatic relations. Certainly, in the context of globalization, the role of cultural diplomacy is growing, the world has turned into a huge information space, where the interconnection and interdependence of the countries of the world community is evidently. Cultural diplomacy is often a means of establishing and developing relations with other states and peoples, as well as a means of selfexpression and positioning a country in the world arena and in the mass consciousness. The main emphasis in the article is given to the sphere of education and culture, their role is determined as a means of deepening bilateral relations between two countries. The strengths and weaknesses of cooperation in this area, as well as prospects for further development are considered. The growing role of cultural diplomacy between countries as a means of deepening bilateral relations is noted.
