"What is left of socialism ?" This question, too, must be answered in a "project left." Certainly, socialism is no longer an accomplished or well-known model of society to tend tothrough daily political action. It can only be conceived as an uninterrupted search for the liberation of the person and his capacity for self-realization. It should be possible introducing elements of socialism into concrete society such as: equal opportunities, community welfare, control over the organization of work, the diffusion of knowledge as an instrument of freedom. This would overcome, from time to time, the contradictions and failures of capitalism and the market economy, making the person, and not only the classes, the keystone of civil coexistence. In this chapter the Social and Solidarity Economy is presented both as an alternative theory and a counterhegemonic program of political action that challenges the tenets of the market economy of neoliberal doctrine. The proposal is framed within a substantive economy approach based on the works of Marx and Polanyi. The categories of a substantive economic analysis regarding ethical and specifically economic principles and institutions are outlined. Recent advances in the line of a Social and Solidarity Economy are sketched for some of the Latin American national-popular political processes (Bolivia, Ecuador, Venezuela and Argentina, with some references to Brazil), including an especial reference to the new constitutions and public policies and the tensions between different objectives revealed within them.

The quality of life of people and the degree of focus of market economy on the interests of people depend to a great extent on the structure of public institutes, which include formal and informal norms, rules and the organizations that support them. To develop these norms and rules, it is necessary to rely not only on rational considering and calculation of the interacting parties, but also on habits, customs, and traditions. The universal nature of functions of public institutes always acts in the specific ethical cover that reflects the culture of people, their idea of the social justice focused on three fundamental values: equal opportunities, overcoming excess inequalities, and providing honest rules of the game. The institutionalization process includes stages connected with understanding and acceptance by the majority of the principles of socially oriented economy, development of the particular rules, and mechanisms supporting them. Some institutes perform functions of control over the flaws of the market mechanism, others are aimed at alignment of excess social and economic inequalities and ensuring the compensating advantages to everyone.
