The legal bases of strategic planning in the United States, Canada, France, the Republic of Poland and Japan are analyzed. It is established that within the national legal systems of the studied countries there is no single unified approach to the organization of the strategic planning process. The peculiarities of strategic planning are studied and its main tasks in foreign countries are singled out. It was found that in most foreign countries there is a three-tier system of territorial socio-economic development. The importance of strategic planning in the United States of America lies in outlining the main priorities for economic development at the federal level and to organize on this basis partnerships with state authorities, businesses and directly citizens. In Canada, the strategic planning system includes an interconnected system of documents that reflect different levels of public administration: a federal strategy for sustainable development, which outlines the prospects and priorities for state development; sustainable development strategies of regions (states), developed on the basis of national strategy and national development programs; strategies for sustainable development of cities that best express the interests of the population; development strategies of certain sectors of the economy and line ministries, government agencies, agencies. It is established that the regional component in the formation and implementation of economic development strategy is considered in France, as in most European countries, as a constant phenomenon with an emphasis on restructuring regions, maximizing their domestic development potential, supporting small and medium businesses. The state policy of the Republic of Poland is carried out on the basis of normatively established development strategies: long-term, medium-term development strategies of the country and other development strategies of regions, territories, sectors or industries, which are implemented through programs. The main purpose of strategies in Japan is to establish government policy goals, guide agencies and non-governmental actors to set targets for the processes and trends being monitored, and engage in dialogue with society to adjust government assessments and goals. Attention is drawn to the need to implement positive international practice in order to ensure the quality of the strategic planning process in Ukraine.

The article describes the key areas of strategic planning for the Arctic socio-economic development of the countries in the Northern Europe and Northern America from the point of two concepts: spatial organization of economy and sustainable regional development. The results of the Arctic region development are quantitative and qualitative positive changes in the socio-economic situation. They generate spatial modification taking into account the Arctic conditions of the environment of existence. The aim of the work is to study and accumulate the best foreign practices of applying sustainable development principles for the purposes of strategic planning in the Russian Arctic.The article is based on the analysis of the Arctic strategies in Norway, Finland, Sweden, Denmark, Iceland, Canada and the United States, with an emphasis on ranking the interests of these countries in the Arctic and public policy instruments. The author focuses on the issues of northern territories’ sustainable development and the results assessment of the implementation of strategic goals in the Arctic countries. The author presents a comparative characteristic of strategic priorities within the framework of the Arctic economic development.The research made it possible to identify common cornerstone problems that require the attention of governments: climate change and environment, rational economic development of territories and integration of traditional lifestyle of indigenous people into sustainable regional development. Similar priorities and tasks for the lean development of the Arctic and positive dynamics of regional development make it possible to use its results within the Arctic interregional cooperation. Strategic priorities are compared with statistical indicators values of development and subjective assessments of population on the same characteristics of life quality in the High North. Similar estimates of comparative analysis are consequence of the Arctic policy pursuedby the governments of these countries. The author underlines the necessity of foreign experience accumulation in the process of regional strategies’ development in the Russian Federation.

AbstractResearch purpose. The importance of sustainable development, the need to achieve sustainable economic development that does not harm the environment, conserve natural resources or exacerbate tensions in society has been increasingly discussed over the last decade. The purpose of the research is to evaluate the economic growth and decent work environment in G20 countries during 2013–2018 as G20 countries are the fastest growing countries in the world, and their economy describes the major part of the global economy.Design/Methodology/Approach. Qualitative data analysis based on the comparative analysis of scientific literature, content analysis, interpretation, comparison and grouping is used, in order to analyse the theoretical aspects of sustainable development and its goals, especially goal 8: decent work and economic growth. TOPSIS method helps to rank G20 countries according to the indicators of SDG 8.Findings. The results showed that Japan reached the best work environment and the most significant economic growth during 2013–2018. The United States is in second place and the third – the Republic of Korea. In the bottom three are Argentina, Brazil and South Africa.Originality/Value/Practical implications. Since it is challenging to identify the achievements of the economic and work environment development, as an essential part of sustainable development goals, the results could lead to future insights that will create value to policymakers, economists and other stakeholders.

Bodies of territorial public self-government (TPSG) are one of the key participants in the strategic planning process at the municipal level. These organizations make an important contribution to achievement of sustainable development goals of the municipality. Territorial public self-government bodies are not the driving force behind the development of the municipal economy. However, they are able to solve the problems of social development of the territory by using the resources of self-organization. The existing potential allows TPSG bodies not only to participate in the development of strategic documents, but also to take part in the implementation of specific projects. Participation in the project can be carried out both in a non-financial form (labor) and in a financial form (based on the results of use of self-taxation, crowdfunding, fundraising, business income, and other sources). Therefore, it is extremely important for the authorities to involve TPSG bodies in strategic planning processes in order to improve the quality of final documents, as well as increase the efficiency of their realization. However, a number of factors hinder the successful involvement of bodies of territorial public self government in strategic planning processes. The established practice of involvement of public in managerial decision-making processes leads to a low interest of non-profit organizations in participation in such procedures. In addition, the level of development of educational infrastructure in the field of territorial public self-government does not allow the heads of territorial public selfgovernment bodies to achieve the sustainable development goals of the municipality territory, as well as to develop skills in organizational management within its borders. As a result of the introduction of a set of suggested measures in the regions, the conditions will be created for the territorial public self-government authorities to realize their potential fully, which will ultimately be reflected in the improvement of the quality of residents’ life.

Strategic urban planning plays a real and significant role in developing the urban areas worldwide because it helps in mitigating the loss of lands; especially in diversion of urban growth away from the “agricultural lands”. It provides better urban services and utilities; in terms of quality; and enhances local economy, livability, and sustainability. This paper explores the importance of strategic plans and their role in sustainable development, in addition to exploring the importance of the implementation process. A questionnaire with the local authorities for a group of 19 cities was implemented. The case studies for the planning of such cities started more than 4 years ago. It has been found that there are many implementation problems that prevent the conversion process. The aim of this paper is represented in two main points. Firstly, illustrating the concept of the strategic planning process and how Egypt deals with it. Secondly, suggesting a new implementation system which can solve the main implementation problems in Egypt. In conclusion, the paper identifies, through statistics, the perspectives of local government staff in Egypt towards the preparation and implementation of the strategic plans which includes proposed solutions for a problem treatment as well as the opportunity of community participation.

The article describes the factors and indicators of sustainable development of mountain areas. The authors analyse the experience of foreign countries in the educational and socio-cultural activities of the inhabitants of the mountains, determine the prospects for its implementation in the mountainous regions of the Ukrainian Carpathians. The researches determine the ways and prospects of development of mountain territories of the Ukrainian Carpathians compare foreign experience of some European countries and the United States on sustainable development. The purpose of the article is based on studying the experience of mountainous countries, identifying the leading factors influencing their sustainable development and revealing the prospects for their implementation in the mountainous regions of the Ukrainian Carpathians. In accordance with the purpose of the study, features of mountain areas were outlined, the factors that determine the specifics of their educational, ecological, economic and socio-cultural development are described. The authors analysed international experience of managing the development of mountain areas in order to determine the possibilities of its use in national practice

In the contemporary multiplying uncertainties of local governments, politicians and public managers are constantly faced by a recurrent problem: despite financial constraints and with scarce resources, they have to combine the delivery of efficient public services with local economic development and democratic quality. This paper draws on an ethnography concerning the design and implementation of a Strategic Planning process within a Spanish city government and is framed by the proposition that local governments are experimental places for what is usually referred to as democratic governance. Focusing on the way in which the use of Strategic Planning entails a trade-off between urban and economic development and democracy, the article explores how this formal mechanism of citizens’ and business´ participation serves to establish relational processes to reinvigorate local economic development, democracy and administrative modernization. The paper also argues that, in order to fully implement new urban development practices at the local level, it is necessary to take into account not only institutional issues, but also the communal, social and political resources that frame both formal and informal deliberations propelled by the Strategic Planning process. It is the interaction and combination of these that determine the paths and developments of local government innovations.
