Abstract: Distance Education System Based E-learning in Mathematics Education I) This study aims to find out how to apply e-learning-based online tutorials in the distance education system in Mathematics Education 1 course at Universitas Terbuka. The application referred in this study is the planning, implementation, evaluation, and the constraints encountered during the activity. The research method used in this study is the qualitative method with a case study approach. The results of this study indicate that (1)The planning is provided directly from the UT centre, the tutor only have to carry out the plan; (2)The tutoring begins by making a greeting video at each initiation, then monitoring and responding students' questions or responses on the discussions or issues presented, providing enrichment, then examining student assignments at the 3rd, 5th and 7th meeting; (3)Evaluation is seen from the attendance by 20%, the activeness of students in discussions by 30% and tutorial assignments by 50%. The value of online tutorials will contribute if the value of the Final Semester Examination is more than 30%; (4)The constraints experienced are as follows: The access is limited, the tutors and students are still less active, Mathematical symbols writing, the RAT SAT is not in accordance with the assignments or material in online tutorial activities.

Today, extremely fast developments take place in science and technology. These changes and developments reflect upon all systems and give rise to changes in some concepts and processes. Lifelong learning is one of the concepts affected by these changes. Educational institutions are considered to be responsible for spreading knowledge through e-learning, virtual university, Web-based education, distance education, which offer professional development. Therefore, distance education institutions have an important place in the education system of the future. However, innovations and developments have to be followed closely and operationally used for adaptation to the education system of the future within the distance education system as well. A scientific and realistic way of adapting to these developments is possible only if program development efforts are constant. Looking from this framework, teaching design, internationalization, entrepreneurship have given rise to differentiation in the program development of distance education. This is explored in this chapter.

Universitas Terbuka (UT) as an open and distance e-learning institution in Indonesia, has widely intensify the interconnectivity on international stages. UT adopts international academic standard and pave its vision “to provide access to a world quality higher education for all through open and distance higher education”. Although, most of UT students do not yet have access to adequate internet connection, UT has been a reference for other open education institutions and was acknowledged by the global community to have been succeeded in managing distance education system. By outlining the concept of education diplomacy creates an explanation that the growth of globalized educational collaboration increases the importance of conveying people-to-people engagement through e-learning education system. In previous years, UT has aimed the mission toward an ASEAN distance education collaboration and offer an Open Online Certificate Program through MOOC (Massive Open Online Courses). The aim is to share knowledge among Indonesian and its counterparts in ASEAN.

E-learning in mathematics education can be an approach that could provide much better learning environments in the pandemic. The COVID-19 cases have started to increase social anxiety and anxiety in many countries around the world. The current COVID-19 pandemic, which affects all countries, causes problems in economic and social fields, especially in education. The rapid growth of information communication technologies has led to the development and spread of the distance education system. Due to COVID-19, teachers and academics had to learn methods of teaching students using online resources, social media technology, and e-learning activities more effectively. The main purpose of this study is to collect students' views on distance education in mathematics lectures. This study will assist the planning and execution of the distance education carried out in universities during the COVID-19 outbreak. The population of this current study includes college students in a private university. The sample consists of 596 university students.

Purpose of research.Today, one of the main tasks of distance education is a personification of learning, taking into account the mental and physical states of students. Therefore, the purpose of research, conducted by the Institute of Distance and Additional Professional Education of Ulyanovsk State Technical University is to develop a model of a regional distance education system for persons with disabilities based on an inclusive paradigm. One of the model’s components is the organization of training methods, the identification of which was the original purpose of the study, the intermediate result of which is described in the proposed paper.Materials and methods. In order to achieve the purpose of the research, we use a systematic approach, since the inclusive regional distance education system for persons with disabilities is a part of the social system with its structure, characteristics, principles, and laws of development, and a subject-subject approach based on the idea of the individual’s subject activity in his/her life processes. The paper provides a brief retrospective analysis of the distance education development in Russia and abroad. The foreign authors’ works in the field of distance education (D.R. Garrison, B. Holmberg, M. Jeffries, D. Keegan, O. Peters) belong to an earlier period and serve as a starting point for Russian scientists A. Andreev, E. Polat, V.Soldatkin, V. Tikhomirov, S. Shchennikov.A number of well-established classifications of training methods are given and the thesis is suggested that technological innovations lead to a significant expansion of pedagogical methods and techniques, pedagogical innovations that affect the nature of distance education activities for people with disabilities.Results.The result of the first stage of our research work is the propose and description of the author’s methods of organizing the education for children with disabilities: the method of adaptive and expert borrowing, the method of variable and dual training, the method of evolutionary and expert development, and the method of inclusive group virtual learning. These methods expand pedagogicalknowledge. The authors validate feasibility of the possibility of borrowing the benefits of e-learning to study humanities, natural and technical sciences, and propose the tools that allow adapting training to the students’ characteristics, regardless of their physical disabilities. Since the introduction to various fields of activity is difficult for children with disabilities, a dual education system based on the interaction of vocational education institutions and enterprises may provide an opportunity to try themselves in different professions. A virtual company is proposed to be an “employer”.Conclusion.The project deliverable will be a model of an inclusive regional distance education system for children with disabilities, developing and supplementing the theoretical, methodological and technological foundations of e-learning. In the future, a set of conditions for the functioning and development of an inclusive regional distance education system for children with disabilities will be identified, causing the learning process in the system under study. This system is characterized by the use of distance learning technologies with adaptive and expert support of the educational process, borrowing the benefits of e-learning from various areas of knowledge, and defining organizational, technical and pedagogical support for the implementation of the learning process for persons with disabilities.
