The Future of Curriculum Development in Distance Education

Today, extremely fast developments take place in science and technology. These changes and developments reflect upon all systems and give rise to changes in some concepts and processes. Lifelong learning is one of the concepts affected by these changes. Educational institutions are considered to be responsible for spreading knowledge through e-learning, virtual university, Web-based education, distance education, which offer professional development. Therefore, distance education institutions have an important place in the education system of the future. However, innovations and developments have to be followed closely and operationally used for adaptation to the education system of the future within the distance education system as well. A scientific and realistic way of adapting to these developments is possible only if program development efforts are constant. Looking from this framework, teaching design, internationalization, entrepreneurship have given rise to differentiation in the program development of distance education. This is explored in this chapter.

The main purpose of this chapter is to give information about the Distance Education System at Anadolu University (DESA), which has nearly two million students from diverse backgrounds. By the 1990s, the number of people of postgraduate age employed in Turkey had gradually increased to over 60 percent. The shortage of funds for educational services such as adequate classroom spaces and well-qualified instructors was already creating difficulties across the country. Higher educational institutions of all types had to decide on the principles, which were to guide them in dealing with this tremendous increase in the population. In this context, Anadolu University made provocative recommendations in 1982, defended the Distance Education system as the most appropriate milieu for the continuous education of the postgraduate students of Turkey, established the first College of Open Education in Turkey, and became one of the mega universities in the world. In short, the founding fathers of the Distance Education System of Anadolu University were able to critically analyze new priorities and needs in the area by just thinking big!

Technology development have affected educational delivery around the world. The utilization and implementation of online learning is rising at a staggering manner. Online Distance learning has become an urgent need recently. The use of distance learning has appeared in the past ten years, the learning has been extended by the technology from classrooms in the schools into online learning. Online Learning adopted in various universities, educational institutions and schools worldwide. Recently, with the emergency situations due to the epidemic of COVID -19, and according to the recommendations by World Health Organization for social distance, most of the educational institutions worldwide tend to utilize the online learning instead of traditional learning. Although the online learning has been implemented years ago, still it faces challenges. The author of this research paper aim to explore the key challenges that reported while implementing Online Distance Education System as Systems of Systems. The author then outlines research agenda that identifies 11 research themes that can be considered as a solution for the current Online Distance Education System implementations challenges.

This study aims to identify obstacles and barriers to achieving quality distance learning and the use of electronic exams, comparing them to pursue success in the distance education system during the coronavirus pandemic (COVID-19). It also aimed to determine the similarity and differences between the two main components of distance education. This is based on a sample of evaluations from professors and students at universities in the Arab world, i.e., Algerian, Egyptian, Iraqi, and Palestinian universities. We used a descriptive approach using questionnaires (open question) with conveniently selected samples from two different groups: (1) 400 professors and student’s feedback from 600 distributed (i.e., Algerian, Egyptian, Palestinian, and Iraqi) and (2) 152 professors and student’s feedback from 300 distributed (i.e., Palestinian universities in the governorates of Gaza). The results indicated that professors and students faced 27 barriers in both distance learning and electronic exams, which are divided into four groups (categories) according to the sample. Recommendations to understand and overcome these obstacles will also be presented to improve distance learning and e-exams in the future. It is important to coordinate efforts in the development of distance education, especially concerning universities using distance learning and e-exams.

Covid-19, which emerged in the Wuhan city of People’s Republic of China and affected the whole world, was first seen in Turkish Republic of Northern Cyprus and Turkey in March 2020. Due to the negative impact created by the mentioned disease, face-to-face education which was traditionally applied in Turkey and Northern Cyprus was ceded and total distance education was adopted rapidly so that education would not be hindered. Although distance education has a long history in the world, the total transformation of the system required a certain ef-fort for both students and teachers to have a command in the process. In the arti-cle, based on the opinions of faculty members and students, the education system that has completely changed in universities with the pandemic process is evaluat-ed. The distance education system, which is thought to have an important place in education after today, has been evaluated especially by pointing out the deficien-cies and making some recommendations to eliminate them. In the research, meas-urement and evaluation came to the fore as one of the most important problems in the distance education system. At this point, it is predicted that a more process-oriented measurement and evaluation process will produce healthier results.

Universitas Terbuka (UT) as an open and distance e-learning institution in Indonesia, has widely intensify the interconnectivity on international stages. UT adopts international academic standard and pave its vision “to provide access to a world quality higher education for all through open and distance higher education”. Although, most of UT students do not yet have access to adequate internet connection, UT has been a reference for other open education institutions and was acknowledged by the global community to have been succeeded in managing distance education system. By outlining the concept of education diplomacy creates an explanation that the growth of globalized educational collaboration increases the importance of conveying people-to-people engagement through e-learning education system. In previous years, UT has aimed the mission toward an ASEAN distance education collaboration and offer an Open Online Certificate Program through MOOC (Massive Open Online Courses). The aim is to share knowledge among Indonesian and its counterparts in ASEAN.

Penelitian ini bertujuan untuk mengetahui bagaimana penerapan tutorial online berbasis e-learning dalam sistem pendidikan jarak jauh pada mata kuliah Pendidikan Matematika 1 di Universitas Terbuka. Penerapan yang dimaksud di sini adalah bagaimana perencanaan, pelaksanaan, evaluasi, serta apa saja kendala yang dihadapi selama kegiatan tersebut. Metode penelitian yang digunakan dalam penelitian ini adalah menggunakan metode deskriptif kualitatif dengan pendekatan studi kasus. Hasilnya penelitian ini menunjukkan bahwa (1) Perencanaan Tutorial di sediakan langsung dari UT pusat, tutor tinggal melaksanakan; (2) Pelaksanaan tutorial dimulai dengan membuat video sapaan pada setiap inisiasi, kemudian memantau dan menanggapi dari  pertanyaan atau tanggapan mahasiswa terhadap diskusi atau permasalahan yang disajikan, selanjutnya memeriksa dan memeberikan feedback terhadap tugas-tugas mahasiswa pada pertemuan ke 3, 5 dan 7; (3) Evaluasi dilihat dari kehadiran sebesar 20%, keaktifan mahasiswa dalam diskusi 30% dan tugas tutorial sebesar 50%. Nilai tutorial online akan berkontribusi jika nilai Ujian Akhir Semester lebih dari 30%; (4) Kendala yang dialami yaitu keterbatasan akses, tutor maupun mahasiswa masih kurang aktif, penulisan simbol-simbol Matematika. Abstract: Distance Education System Based E-learning in Mathematics Education I) This study aims to find out how to apply e-learning-based online tutorials in the distance education system in Mathematics Education 1 course at Universitas Terbuka. The application referred in this study is the planning, implementation, evaluation, and the constraints encountered during the activity. The research method used in this study is the qualitative method with a case study approach.The results of this study indicate that (1)The planning is provided directly from the UT centre, the tutor only have to carry out the plan; (2)The tutoring begins by making a greeting video at each initiation, then monitoring and responding students' questions or responses on the discussions or issues presented, providing enrichment, then examining student assignments at the 3rd, 5th and 7th meeting; (3)Evaluation is seen from the attendance by 20%, the activeness of students in discussions by 30% and tutorial assignments by 50%. The value of online tutorials will contribute if the value of the Final Semester Examination is more than 30%; (4)The constraints experienced are as follows: The access is limited, the tutors and students are still less active, Mathematical symbols writing, the RAT SAT is not in accordance with the assignments or material in online tutorial activities.
