The article presents the results of the analysis of the current state of information support of the labor protection management system in the aspect of transition to the introduction of risk-oriented approach. It is noted that the system of labor protection management, which was formed in accordance with the command-administrative principles of the planned economy, in today's conditions was not effective enough, so it needs to improve its information support. One of the shortcomings of the existing information support of labor protection management can be considered unresolved issues of integration of various information systems (IS) in the field of labor protection, designed to solve management problems, which does not allow to form generalized information bases, to conduct analytical data processing. Assessment of occupational risks requires systematic monitoring of enterprise performance indicators, provides for forecasting the dynamics of changes in these indicators, as well as taking into account other factors that potentially affect occupational risks. To automate the process of collecting and analyzing initial data, modeling and calculating the forecast of occupational risk, it is proposed to create a specialized monitoring information system. Given the need for significant financial costs for the implementation of this project, other approaches to improving information support are the gradual creation of separate subsystems of the monitoring system. The main directions of improvement of information support of occupational risk management are formed, in particular modernization of information systems at the state level and enterprise level is offered. The statistics accumulated during the operation of these systems can be used as initial data for occupational risk assessment and further development of sound preventive measures.

The article analyzes the results of a study on the implementation of an information system for managing occupational risks at a protected ground agro-industrial complex enterprise. By using the author’s model of an automated information and reference system for assessing and controlling occupational risks, which contains the main elements of an occupational risk management system – a hazard identification block, an occupational risk analysis and assessment block, and an occupational risk management block, the company’s management builds a strategy to increase the efficiency of the labor protection management system, expanding its operational and functional capabilities. The amount of occupational risk is calculated according to the author’s method based on the information entered in the database of the automated information and reference system, according to such parameters as: health status, length of service, age, qualification of the employee, training in labor protection requirements and violation of labor protection requirements by a specific employee, category risk for identified industrial hazards. The introduction of an automated information and reference system for assessing occupational risks at the protected ground agroindustrial complex enterprise allowed not only to see possible risks, but also to accurately calculate their level, and to develop preventive measures to manage the identified risks.

Occupational risks associated with the use of chemicals in work are characteristic of specific industries, as well as of everyday processes, such as washing and cleaning of equipment and production facilities, storage and transportation of substances, and handling of hazardous waste. At the conference dedicated to occupational risk management, Anatoly Zernov, a specialist at RiskProf, spoke about chemical hazards, as well as emergency situations in chemical production.

The paper deals with an approach to occupational risk management based on the structuring of hazardous production situations (OPS) on the example of a coal open-cut. The possibility of using weight coefficients in determining groups of hazardous factors is shown, based on which the dominant contribution of technological and subjective factors is highlighted. An example of assessment of risks and opportunities as elements of occupational safety management based on GOST R ISO 45001-2020 is demonstrated.

The results of the authors’ research in more than 600 organizations have shown the labor protection specialist competence influence on the occupational risk management system state and the overall labor protection management system. It is revealed that the leading role in the labor conditions and safety improving strategy choosing and formation, as well as in the scientifically based method of professional risk assessment belongs to a labor protection specialist with a certain competence. The paper describes 16 occupational safety specialists’ professional competence levels and the main factors that determine their formation. The possibilities and abilities of specialists’ with different professional competence levels to assess professional risks are considered and presented in tabular form. About 100 data of different approaches and methods for assessing occupational risks are given, from which only a competent occupational safety specialist can choose the best method for his organization. His decision influences not only the assessing and managing professional risks procedure costs, determined by the particular method choosing, but also the overall occupational safety management system effectiveness in the organization. The conducted research has shown a significant occupational safety competent specialists role in ensuring the professional risks management in the organization and allowed to link his capabilities in assessing professional risks with his professional competence level. This information can motivate the employer to pay attention to the labor protection specialists’ role in ensuring the industrial safety and take care of their timely skills improvement.

The purpose of the article is to determine peculiarities of using modern communications and telecommunications, virtual space, assessing the availability of relevant information that reflects all aspects, processes which are taking place in the economic, social life, and ecology of rural areas. Another purpose is the development of directions for solving existing problems. Methodology. Methods for theoretical synthesis, analysis, and comparison were used in the process of determination of features and substantiation of the basic concepts. Results of the research. It was revealed that in the information provision of Ukrainian rural areas functioning has accumulated a considerable potential. There are such crucial strengths as an existence of a developed infrastructure of state statistics, hierarchically structured organizational structures (centre, region, district) that can provide information collection and processing, as well as its distribution in the opposite direction. Also, there are highly skilled IT specialists and organizational opportunities for their training and retraining. Among other points are the following: an existence of the databases, where scientific and technical information were accumulated; an existence of the databases of modern agricultural technologies; and there is also a developed research infrastructure. But today, the level of use of automation tools continues to remain extremely low in the rural management authorities in Ukraine. The long-standing experience in using information technologies by enterprises and organizations is practically not used in the management of territories. Full informational support of rural areas is possible in case of the organization of the qualitative monitoring of their development with simultaneous taking into account further forecasts for a set of most characteristic indicators for the territory in a certain period of time. A promising task is the integration of Ukraine’s information systems into the international information space. This task involves synchronizing national standards, methodologies, and tools with international standards, as well as improving communication with international scientific and information centres. Practical implications. The creation of an integrated information and communication system of rural areas will help to solve the tasks of effective territorial management. The main components of this system will be the following: the developed infrastructure for access to information; informational systems of local self-government bodies; informational monitoring systems; e-commerce and marketing systems; consulting electronic services; distance learning and retraining systems. Within the enterprises, it is necessary to use information and computer technologies for the accumulation of data about the social, economic, and ecological activity. It is advisable to supplement the monitoring information regarding the development of rural areas by subjective assessments, results of sociological surveys. An improvement of the software system “Household Accounting for Village Councils” involves the use of clientserver technology with the combined use of telecommunication and print media. A promising area for research and management of rural areas on the basis of the spatial representation of processes is the use of geographic information systems and global positioning. Value/originality. The integrated informational and communicational system of rural territories will ensure the efficiency and quality of their information support and will become the basis of effective management.

Despite wide legislation basis of regulating relations in work safety and workers’ health, one third of workplaces demonstrate exceeded allowable normal levels of workers’ exposure to occupational hazards and present occupational risk for health disorders.In accordance to national legislation acts, evaluation should cover factors of occupational environment and working process, and occupational risk is understood in context of mandatory social insurance. This approach has been formed due to mostly compensatory trend in legal principles of work safety in Russia by now. Implementation of new preventive concept of work safety, based on idea of risk management for workers, necessitates development of legal acts that regulate requirements to evaluation of occupational risk and its reports with consideration of changes in Federal Law on 30 March 1999 №52 FZ “On sanitary epidemiologic well-being of population”.Those acts can include Sanitary Rules and Regulations “Evaluation of occupational risk for workers’ health”, that will contain main principles of risk assessment, requirements to risk assessment, including its characteristics which can serve as a basis of categorizing the risk levels with acceptability.To standardize requirements for informing a worker on the occupational risk, the expediency is specification of sanitary rules “Notifying a worker on occupational risk”. These rules should contain requirements: to a source of data on occupational risk level at workplace, to informational content and to ways of notifying the worker. Specification and implementation of the stated documents enable to fulfil legal requirements completely on work safety — that will provide preservation and increase of efficiency in using work resources.
