The article examines the potential and prospects for the development of the digital economy of the re-gions of the Russian Federation. The process of digitalization is one of the most important drivers of both economic and social development of the regions, which is the relevance of this topic. Modern digital technol-ogies affect and actively improve most of the spheres of life: education, trade, production, and much more. As a result of the research, the main ways of development of the digital economy of the Russian Federation were studied, the level of digitalization of its subjects was determined through the prism of open sources on the basis of the new author's methodology of the Moscow School of Management «Skolkovo». The authors made a comparative analysis of the level of digitalization of various regions of Russia, as well as recommen-dations for the development of the digital economy of the country and its subjects.

The objective of the article is to offer a proprietary technology for assessment and forecasting of social development of Russian regions. The methodological basis of the study is neural network technology (a Bayesian ensemble of dynamic neural networks of different configurations is formed) that ensure high accuracy of the forecast. The authors developed a methodology for assessing the social potential of the Russian regions. They have also designed a system of private indicators characterising the level of social development of Russian regions. The indicators have been divided into five groups: 1) population (life expectancy); 2) standard of living of the population; 3) education; 4) health care (morbidity); 5) research and innovation. The private indicators have been made comparable by normalizing their values by means of “Pattern” method. This method allows the objective assessment of the interregional “gaps” in the country across the entire system of social indicators. The social development index of the subjects of the Russian Federation has been calculated. Based on neural network technologies (Kohonen self-organizing maps) clustering of regions of Russia regarding social development has been conducted. The forecast of the social development of the Russian regions has been made. Due to the forecast, it has been established that in the leading region of the Russian Federation (Moscow) in 2017-2019 the decrease is expected in the index of social development in comparison with 2014-2016. In another leading region of the Russian Federation (St. Petersburg) the decline in comparison with 2016 is expected in the medium term. At the same time, for the Republic of Bashkortostan in 2017-2019, just a slight decrease in the level of social development is forecasted. However, it is expected that the Republic will still lag significantly behind the leading regions of Russia by social development. The example of the Republic of Bashkortostan helped to discover that the lag in social development can be explained by the “gap” in research and innovations. The authors have concluded that it is necessary to improve the effectiveness of social policy at the regional level. Thus, it is necessary not only to increase financing of the social sphere of the subjects of the Russian Federation, but also to ensure proper control of budget spending. The developed methodology can be an effective tool for forecasting and managing social development of the Russian regions by the relevant ministries and departments.

Объектом статьи выступает региональная инфраструктура цифровой экономики, а предметом - институциональные механизмы распространения инфраструктуры от карскаса расселения к малым населенным пунктам на периферийных территориях региона. Выполнен анализ объемов, структуры и приоритетов финансирования национального проекта «Цифровая экономика». Сделан прогноз финансирования НИОКР в РФ в период 2019-2024 на основе правительственных документов, прогнозов ВВП и курса рубля. Выполнен сравнительный анализ достаточности финансирования НИОКР в РФ. Определена проблема, с которой столкнутся регионы России при переходе к цифровой экономике - дефицит инфраструктуры цифровой экономики и выявлены пространственные характеристики этого дефицита. Сформулированы понятия объективного (структурного) и субъективного (стратегического) барьеров на пути инвестиций в региональную инфраструктуру. На основе статистического анализа, разработаны методы решения вскрытой проблемы реиональными силами. Сформулированы региональные задачи снижения субъективных барьеров на пути развития инфраструктуры и доказана возможность их решения. Regional infrastructure of the digital economy is the object of this paper. And the subject is the institutional mechanisms for the infrastructure distribution from the urban lattice to the small rural settlement in the districts peripheral territories. Authors made analysis of the volumes, structure and priorities of the national project "Digital Economy" financing. A forecast is made for financing R&D in the Russian Federation in the period 2019-2024 based on government documents, forecasts of GDP and the ruble exchange rate. A comparative analysis of the adequacy of R&D funding in the Russian Federation is carried out. The problem that Russian districts will face in the transformation to the digital economy is identified - a deficit in the infrastructure of the digital economy and the spatial characteristics of this deficit are revealed. The author formulated the concepts of objective (structural) and subjective (strategic) barriers to investment in regional infrastructure. Methods for solving a district level open problem based on statistical analysis are proposed. Based on the institutional approach, two tasks have been set for the district authorities and the possibility of solving them has been proved.

The presented study examines the results of the assessment of the strategic sustainability of the complex of large, medium, and small enterprises in Russian regions. The specific features and parameters of the complex of enterprises in the depressed regions of the Russian Federation are identified. The hypothesis about the dependence of the economic indicators of regional development on the strategic sustainability of enterprises operating in the region is confirmed. Directions for applying the results of this study to boost the economies of the depressed Russian regions by improving the management of the complex of enterprises are proposed. Aim. The study aims to analyze the methodological approaches to assessment proposed by the authors as well as the strategic sustainability of large, medium, and small enterprises in the depressed regions of Russia.Tasks. The authors develop a methodology for analyzing the strategic sustainability of the complex of large, medium, and small enterprises in Russian regions as a crucial factor of regional economic growth; identify specific features in the development of this complex in the depressed regions of Russia by calculating an integrated index for performance assessment – index of strategic sustainability of the complex of enterprises in the region; determine the sustainability parameters of the complex of enterprises in the constituent entities of the Russian Federation based on the developed system of indicators. According to the results of the study, the authors characterize directions for improving the management of the complex of large, medium, and small enterprises.Methods. The theoretical and methodological basis of the study comprises theories and concepts of the role of enterprises and entrepreneurship in regional economic development, allowing the authors to propose definitions for the concepts of ‘strategic sustainability of the complex of enterprises in the region’ and ‘regional profit center’. This study also uses general scientific methods: analysis and synthesis, comparative and statistical analysis, systematization, calculation of an integrated index, cluster analysis, and correlation analysis. The calculations are based on the data of the Russian Federal State Statistics Service, Russian Federal Tax Service, and SPARK database by Interfax.Results. The study shows that the complex of enterprises in depressive regions is not strategically stable. In comparison with regions where the socio-economic development rate is higher, the depressed regions of the Russian Federation have a significantly lower proportion of large business enterprises, lower labor productivity and innovative activity of enterprises, less favorable demography of enterprises, much lower share and growth rate of corporate income taxes in the total tax revenues of the region, and other indicators pertaining to the analysis of activity of enterprises. This confirms the hypothesis of the dependence of regional economic development on the business structure of the region and makes it possible to propose ways of improving the management of strategic sustainability of enterprises in depressed regions for federal and regional authorities.Conclusions. The complex of large, medium, and small enterprises in depressed regions is characterized by low and extremely low sustainability parameters, which affects the economic and social development of the regions. Many key indicators of the development of depressed regions over the past 30 years have values below 50 % of the average level in Russia. Improvement of the management of development of depressed regions should focus on enhancing government support tools that facilitate the development of the complex of enterprises in the regions. The management of sustainability of the complex of enterprises in a region should be integrated into the strategic management system at the federal and regional level.

The creation of a modern digital economy is the most important stage in the economic development of Russia and its territories. Digitalization of socio-economic processes significantly expands the opportunities of businesses, individual citizens and the state as a whole. However, the economic digital transformation is associated with the emergence of various risks and threats in the field of economic security, including those related to the inequality of Russian regions in terms of the possibilities of using information and communication technologies in practice. The article examines the essence of the concepts: digital economy, digital inequality. We identified the causes and problems of digital inequality in the territories of the Russian Federation and ways to solve these problems. The authors analyzed statistical data that characterize the international rating of the Russian Federation according to the four components of the global connectivity index, as well as a rating of individual regions of Russia on the level of access to digital technologies and communications. At the same time, we also studied such indicators as the amount of spending on innovations by the subjects of the Russian Federation, the share of the subscription fee for Internet access from the average (for the region) salary, and others. Based on the analysis, the authors of the article suggested ways to reduce the digital inequality of regions in modern Russia.

The features of the development of the tourism sector in the regions of the Russian Federation, which have an impact on the socio-economic development of the country, have been investigated. Analysis of the current state of the tourism sector, classified as the main types of economic activity, is relevant and important for increasing the competitiveness of the regions of the Russian Federation and ensuring the economic security of the state. The study is aimed to model and analyze tourist cluster formations in Russia. The study of tourist activity in the regions of Russia based on the indicators of the database of the Federal State Statistics Service was carried out using a new promising approach - cluster analysis using the scientific and methodological apparatus of artificial neural networks. The distribution of Russian regions into five tourist clusters has been obtained as a result of clustering multidimensional data using neural networks - self-organizing Kohonen maps, which are focused on self-study, and modern information technologies. In neural network modeling, the six-dimensional space of tourism development indicators was mapped, taking into account the topology, into a two-dimensional space, which made it possible to visualize the results of grouping regions by tourist clusters. The features of the development of the tourism sector in the regions of the Russian Federation have been revealed by the totality of the considered indicators The obtained results state that there is a strong variation in the number of regions by tourist clusters and the ametric nature of the development of tourist activity in the regions of Russia. The results of the study are of practical significance for the strategic planning of the tourism sector development, which ensures the development of domestic and inbound tourism. Analysis of the functioning of the tourism sector in the regions of the Russian Federation allows concluding the necessity to take a set of measures to stimulate effective investment activity in a number of tourism clusters, harmonizing the strategies of the state and business, which will contribute to the renewal and competitiveness of this type of economic activity.

The study verifies the compliance of sectorial specialization of Russian regions and the priorities of regional development presented in the form of cluster initiatives. The case of cluster policy shows that sectorial specialization of Russian regions, which was identified statistically, is often ignored when applying public support measures. The paper reports on the results of comparative analysis of the method for determining regions’ specialization industries used in the paper with the list of “economic specializations of Russian regions” mentioned in the “Strategy for spatial development of the Russian Federation for the period up to 2025”. The paper suggests recommendations that ensure the multi-level coordination of policy makers’ actions and concentration of resources on the justified priorities of regional development.

The paper identifies and assesses the closeness of the connection between incremental indicators of the financial development in the regions of Russia with the incremental regional GDP and the investment in fixed capital. It is shown that the positioning of the region as an independent participant of public debt market matters: the regional GDP and investment in fixed capital grow more rapidly in the regions which are regularly borrowing on the sub-federal bonds market. The paper also demonstrates that the poorly developed financial system in some regions have caused the imperfection of the growth mechanisms since the economy is not able to use the financial system’s functions.

The relevance of the work is determined by the fact that the right to life belongs to the basic constitutional human rights, therefore, its observance and protection is the duty of the state. Despite its undeniable importance, today the right to life anywhere in the world is not really ensured in sufficient quantities. The constitutional consolidation of the right to life raises a number of issues related to the concept, nature, legislative and practical implementation of this right. It should be noted that various aspects of the human right to life were considered in the scientific works of G.B. Romanovsky, O.G. Selikhova, T.M. Fomichenko, A.B. Borisova, V.A. Ershov and other Russian authors. The aim of the study is to study and comparative analysis of the legal content of the constitutional norm that defines the right to life, to comprehend and identify possible problems of the implementation of this right. To achieve this goal, this article discusses relevant issues of ensuring the right to life, proclaimed by Article 20 of the Constitution of the Russian Federation and Article 27 of the Constitution of Azerbaijan Republic. The results of a comparative analysis of these constitutional norms and the relevant norms of industry law allow us to determine, that there is no contradiction between Article 20 of the Constitution of the Russian Federation and the norms of the criminal legislation of the Russian Federation, which imply the death penalty as an exceptional measure of punishment, because a moratorium has been imposed on the death penalty in the Russian Federation since April 16, 1997. However, after the abolition of the death penalty in the criminal legislation of the Republic of Azerbaijan in 1998, there was a discrepancy between parts II and III of Article 27 of the Constitution of the Republic of Azerbaijan and the criminal legislation of Azerbaijan Republic that requires the introduction of the necessary changes in the content of the analyzed constitutional norm. The value of the work is determined by the fact that the introduction of appropriate changes will contribute to the further improvement of the Constitution of the Republic of Azerbaijan and the effective implementation of the right to life of everyone.
