Higher order thinking skills (HOTS) is an important agenda in the education system in Malaysia today in line with the Malaysian Education Development Plan (2013-2025). Practices that integrate HOTS implementation has been across the entire subject with by sourced from levels of Bloom's Taxonomy, Anderson and Krathwohl. However, for Islamic Studies which is based on the Qur'an and Sunnah, implementation HOTS elements need to be translated through Islamic education philosophy of education that puts perfection in mind the major thrust in promoting this culture of thinking skills. The emergence of figures such as Ibn Khaldun's talk about the overall education of the mind based on the concept of God has established in the perspective of understanding diversity in this HOTS. Therefore, this study used the analysis process for analyzing the literature by examining the contents of which have in common synonym or fell within the purpose of the performance-based element of teaching higher-order thinking (HOTS). The findings resulted in four major elements in need is an integrated HOTS namely through aql tamyizi, aql tajribi, aqal nazori dan hakikat insaniyah translated through the implementation process based on the concept, integration and impact. Overall, the implementation of the PdP Islamic education should emphasize integrating HOTS guidelines have been established by Ibn Khaldun to ensure value appreciation and practice by the student meets the requirements established by the reference-based Islamic Educational Philosophy. Kemahiran berfikir aras tinggi (KBAT) merupakan suatu agenda penting di dalam sistem pendidikan di Malaysia masa kini selaras dengan pelaksanaan Pelan Pembangunan Pendidikan Malaysia (PPPM) 2013-2025. Amalan pelaksanaan yang mengintergrasikan KBAT ini telah merentasi keseluruhan mata pelajaran bersumberkan kepada aras Taksonomi Bloom ubahan Anderson dan Krathwohl. Namun begitu, bagi mata pelajaran Pendidikan Islam yang berteraskan kepada Al-Quran dan As-Sunnah, pelaksanaan elemen KBAT perlu diterjemahkan melalui Falsafah Pendidikan Islam yang meletakkan kesempurnaan pendidikan akal sebagai teras utama di dalam memacu pembudayaan kemahiran berfikir ini. Kemunculan tokoh-tokoh seperti Ibn Khaldun yang membicarakan secara menyeluruh pendidikan akal berteraskan konsep ketuhanan telah mengwujudkan kepelbagaian di dalam perspektif kefahaman KBAT ini. Untuk itu, kajian ini menggunakan proses penganalisisan secara analisis kepustakaan dengan meneliti isi kandungan yang mempunyai kesamaan sinonim atau terangkum di dalam maksud pelaksanaan pengajaran guru berteraskan elemen pemikiran aras tinggi (KBAT). Dapatan kajian menghasilkan empat elemen utama di dalam keperluan untuk menginterasikan KBAT iaitu menerusi aql tamyizi, aql tajribi, aqal nazori dan hakikat insaniyah yang diterjemahkan melalui proses pelaksanaan berasaskan konsep, intergrasi dan kesan. Secara keseluruhannya, pelaksanaan PdP pendidikan Islam yang mengintergrasikan KBAT seharusnya menitikberatkan panduan yang telah dibentuk oleh Ibn Khaldun bagi memastikan nilaian penghayatan dan pengamalan oleh pelajar menepati kehendak yang ditetapkan berasaskan acuan Falsafah Pendidikan Islam.

The research method used in this study is a literature review. Data analysis uses a descriptive method, which describes the results of the research and then draws conclusions.

Higher order thinking skills (HOTS) is a necessity for teachers and students today. But, HOTS applications often referred to the western worldview. However, studies had shown some elements found in the Qur'an that can lead to the HOTS approach and one of them is tadzakkur. Tadzakkur is a very proximate element to an Islamic Education teacher (IET) and becomes a practice in IET’s teaching. Therefore, the main objective of this study is to introduce a tadzakkur approach which should be addressed by the teachers especially IETs. Using a qualitative method through document analysis, some papers, articles and books were analysed. The findings showed that tadzakkur approach is a very relevant and appropriate approach and must be implemented seriously by IETs to produce the rabbani and ta'dib generation.

Islamic education must give birth to individuals who have positive behavior according to the goals of education itself. One figure of Islamic education thought argued that the purpose of education includes three aspects namely cognitive aspects which include the development of reason, such as intelligence, and power of thought; apective aspects include the development of the heart, such as the development of taste, heart and spirit and psychomotor aspects, namely physical development such as physical health and skills. These three aspects have a very close connection and attachment. By having good, critical and analytical reasoning, students will be able to find values ​​that internalize themselves, plunge into their hearts so as to produce attitudes and behaviors as a manifestation of the knowledge they have acquired. The ability to think critically and analytically requires a high level of reasoning known as Higher Order Thinking Skills (HOTS).

The new curriculum (2013 curriculum) encourages implementing the higher-order thinking skills (HOTS) approach in learning Islamic religious education in each academic unit in Indonesia. This paper intends to study the HOTS implementation trend in the learning process of Islamic religious education in Madrasas and schools. The method in this study is a systematic literature review. Researchers found that this trend began to emerge after implementing the 2013 curriculum by the Indonesian Government, where the curriculum used a scientific approach. Teachers, educators, and experts' efforts in implementing HOTS in Islamic Education learning can be grouped into two categories. The first is that they innovate the HOTS-based learning process, and the second is those who develop HOTS-based assessment instruments. Several innovations in the learning process were carried out by applying various learning methods, models, and strategies. The application of HOTS-based learning in Islamic Education learning can improve learning quality to be more effective, efficient, fun, and meaningful. This improvement, then, has an impact on increasing the quality of learning achievement. This study provides highlights and helps to understand the results of previous studies that discuss HOTS using systematic reviews in the implementation of Islamic Religious Education in Madrasas and Schools.

A more systematic and better Higher-Order Thinking Skills (HOTS) approach would allow teachers to offer their best effort in order to produce students with higher-order thinking skills. Successful nurturing of HOTS requires the student’s initiative to change from normal thinking to a critical way of thinking. Educational transformation aimed at cultivating HOTS is in line with contemporary situations because teachers also encounter students who are far different today compared to a decade or so before. The implementation of HOTS among teachers should be intensive and continuous via various methods to ensure the teacher’s capability to teach and learn is always improving. Failure to implement a good HOTS would weaken the objective of the Malaysia Education Development Plan 2013-2025 (PPPM 2013-2025) aimed at producing students who are highly productive and skilled in using information technology and communication. Hence, this paper intended to comprehensively identify the criteria for best-practice for HOTS in the Design and Technology course as well as evaluate the criteria by using the Delphi Method. This method comprised three interview sessions with a panel of 15 experts whose function was to determine the criteria obtained from literature sources. These criteria were then used as components to develop an instrument to measure teachers’ experience when carrying out HOTS during the teaching and learning sessions.

This research based on the conventional learning method used by PAI teachers which caused the lack of critical thinking among students and thus affects the low quality of education. The purpose of this research is to explain the need of Higher Order Thinking Skills (HOTS) learning methods to increase the students’ critical thinking capacity. This research used the qualitative method with w descriptive approach and took place at SMA Dharma Karya UT, South Tangerang. Main sources of data of this research are the teachers of Islamic education, 11th grade students, and the head of school. However, the secondary source of data which is used are from books, journals, and other thesis. This research also used documentary sources which consisted of previous thesis results, RPP documents, 11th grade students’ daily test documents, photo, and audio. The data collection techniques consisted of observation, interview, and documentation. However, in the implementation, there are three aspects to growing HOTS among students. First, analyzing, operating by inspecting the application of the method is students are able to critical thinking and problem solving about obedient behavior. Second, evaluating, performed by evaluating the method that was previously used is when students are given inappropriate statement by teacher and students expressed their arguments related to obedient behavior, competitive in kindness and work ethic. Third, creating, observed from the effects after learning the Islamic Education subject.
