AbstractInformation Technology, communication, and innovation require specific, essential competencies that employers look for in engineers. Responding to this, Tecnologico de Monterrey has been implementing the Tec21 Educational model to foster students' competencies by involving them in challenge-based learning (CBL). The iWeek is one of the first implementations of this model, where students experience immersive learning for a whole week. This study presents the iWeek Innovation Challenge to improve students' innovation and information technology and communication skills through a CBL didactic technique. During this iWeek, a group of students developed efficient solutions with Microsoft Power Apps to solve real challenges confronting a global company. The results proved that students could quickly learn and apply knowledge and develop practical, innovative solutions to real problems in Industry. It was a revelation to the stakeholders to notice how fast students can become familiar with new information technology tools to propose solutions that positively impact the company. Strong partnerships between academia and industry are crucial to developing student disciplinary and transversal competencies by challenging them to solve real-life problems in real-world environments. This work presents a roadmap for planning and designing a CBL iWeek with an educational partner from Industry. It includes the implementation details, assessment instruments, and results analysis. Finally, we also highlight the significant contributions of iWeek to explain the value of this immersive experience in the teaching–learning process.

Learning in the millennial era provides significant changes in technology and communication. The COVID pandemic period requires every educational institution, especially universities, to carry out online learning. This influences the performance of lecturers in the online learning process, especially the implementation of hybrid learning at Universitas Negeri Yogyakarta (UNY). The purpose of this study is to (1) describe the implementation of hybrid learning at UNY; (2) know the hybrid learning lecture model carried out at UNY; (3) describe the results of hybrid learning evaluation. This research is an evaluation study with a mixed-method approach that is a mixture of qualitative and quantitative. The evaluation model selected is the CIPP model from Stufflebeam. This model was chosen because the evaluation is comprehensive, including (1) context, (2) input, (3) process, and (4) product. The results show that the hybrid learning evaluation model developed through the instrument already met an excellent construct of loading factor values and had a composite reliability score above 0.7 and Cronbach alpha above 0.6. Implementation of difficulties or obstacles to hybrid learning includes heterogeneity of origin of student residence to make the emergence of internet network signal problems. In comparison, the problem of lecturers is that not all lecturers have skills for technology and media in the implementation of hybrid learning. The results of hybrid learning evaluation showed that the value of context, input, process, and product aspects fall into the category of "excellent," i.e., with a total average score of 3.05.

International communication and diplomacy are significantly influenced by development of technology and communication. The role of diplomats as frepresentatives of the country has been redefined along with public communication activities increasement through social media. This study provides an overview of China's efforts in influencing the formation of public images and opinions through social media carried out by its diplomats. Their aim is to defend China's handling of the COVID-19 pandemic and challenge anyone who questions the events about the issue. This study uses qualitative methods, providing in-depth descriptions through data collection techniques based on internet-based research. This study shows that China is trying to demonstrate hard-line diplomacy called wolf warrior diplomacy. Through social media, Chinese diplomats are seen as government agents who promote national interests of their country, which in this context is related to the COVID-19 pandemic. By acknowledging the term wolf warrior diplomacy, provocative propaganda become a diplomatic tool practiced by Chinese diplomats. China's courage in taking an unconventional approach to the concepts and practices of traditional diplomacy and international communication is seen as part of China's long-term plan.

Public Service-Based Information Technology and Communication (ICT), Electronics Neighborhood/Pillars of Citizens (e-RT/RW) (Study of e-Government in Kelurahan Talang Semut Kecamatan Bukit Kecil Kota Palembang). This study is based on the new way to manage public sector-oriented management services to the community forward, rather than the interests of the government. E-Government Program is a program of e-RT/RW Surabaya. The results showed the program e-RT/RW sourced from Palembang Mayor Factors supporting the program e-RT/RW in the Kelurahan Talang Semut, Bukit Kecil, Palembang is the full support of the government and relevant parties, the basic service standards and infrastructure are qualified. Whereas the inhibiting factor is the public interest, a lack of internal party support, and lack of maintenance of infrastructure. From the research, the researchers suggest that the necessary socialization harder, but not merely socialization but also training to people to operate online. Transparent financial accountability. Holding intense communication forum, addition of website content, and control of technical problems with a thorough evaluation.

Sales strategies require the right managerial in marketing products with the development of technology and communication, the decision making in product sales supported by complete data and can be analyzed into intelligence business solutions. The research discussed and provided solutions about how to forecast future demand targets from a set of data history by making a predictive model of product demand in the real case. The research study was obtained from automobile sales, which the company probably set the strategy from the forecast result of automobile sales by the system in the future. The research used forecasting methods such as Least Square, Single Exponential Smoothing, and Double Exponential Smoothing to achieve a small percentage of prediction error. The dataset was collected from Mitsubishi Motors Corporation which obtained 60 samples of popular product types such as Pajero, FE and L300 from 2014 to 2018 over a period of months. The experimental results reported that Double Exponential Smoothing has given a better performance than other methods. The forecasting result of Pajero reached the MAPE of 3.26%, FE reached the MAPE of 3.24%, and L300 reached the MAPE of 3.37%. This study indicates that the selection of the forecasting method depends on the actual data pattern and the adjustment of the parameters in predicting future points.

Prisons are a recurring topic and backdrop in the popular culture of the Global North. They often serve as spectacular environments that seem far removed from most people’s everyday lives. This article develops the notion of the prison media complex and discusses material entanglements between prisons and private media industries via the production of media technologies, consumption of communication, and technology development in the prison sector. The article seeks to answer the question of how we can conceptualise the prison media complex (PMC) from a materialist perspective. Taking the Swedish context as a starting point, we analyse the economic and material connections that characterise the PMC in this national context. Drawing on archival data, participant observations at prison technology tradeshows and a prison sector conference, as well as freedom of information requests, we bring nuance to the picture of media and communication technologies, as technologies of freedom are also based on unfreedom and captivity.

Implementation of Government Regulation Number 71 of 2010 concerning Government Accounting Standards brought changes in the presentation of government financial statements, which previously used cash-based accounting standards, to accrual-based accounting standards. Cash-based recognizes the recording of transactions and recognition occurs only when cash is out and cash in and does not record liabilities and assets at all. Accrual-based recording is believed to be able to produce financial reports that are more accurate and more reliable, comprehensive and relevant for decision making. In order to support the implementation of a good and competent accrual basis, supporting factors are needed such as human resources, organizational commitment, utilization of information and communication technology. The purpose of this study was to analyze the influence of human resources, organizational commitment, information and communication technology on the application of accrual-based accounting standards in the Lhokseumawe regency. The number of respondents in this study were 68 employees from the SKPK in Lhokseumawe regency, the research data was in the form of primary data with data analysis using multiple linear regression. The results showed that human resources, government commitment, information technology, and communication had an effect on the application of accrual-based accounting standards in Lhokseumawe regency. Abstract Introduction. Advancements in technology and communication have revolutionised the 21st century with the introduction of mobile phones and smartphones. These phones are known to be platforms harbouring microbes with recent research shedding light on the abundance and broad spectrum of organisms they harbour. Mobile phone use in the community and in professional sectors including health care settings is a potential source of microbial dissemination.Aim. To identify the diversity of microbial genetic signature present on mobile phones owned by hospital medical staff.Methods. Twenty-six mobile phones of health care staff were swabbed. DNA extraction for downstream next generation sequencing shotgun metagenomic microbial profiling was performed. Survey questionnaires were handed to the staff to collect information on mobile phone usage and users’ behaviours.Results. A total of 11259 organisms derived from 26 phones were found with 2096 genes coding for antibiotic resistance and virulent factors. These organisms corresponded to 5717 bacteria, 675 fungi, 93 protists, 320 viruses, 4456 bacteriophages. The survey of medical staff showed that 46% (12/26) of the participants used their mobile phones in the bathroom.Discussion/conclusion. Mobile phones are vectors of microbes and can contribute to microbial dissemination and nosocomial diseases worldwide. As fomites, mobile phones that are not decontaminated may pose serious risks for public health and biosecurity.

Malaysian Journalism Code of Ethics was introduced in 1989 by Malaysian Press Institute (now known as MPI) and the Newspaper Editors’ Association (ONE) has paves the way for the rising of professionalism in national journalism. According to Djohn E. Drewry, there is a need to form an ethic to elevate a career into a professional. Furthermore, with the advancement of media technology and communication, it threatens the careers of journalists and requires into the debates or re-evaluation done on this topic, more so now when journalism work are easily regulated by the public. Do journalists use the existing code of ethics and what is its importance to the professionalism of a journalist’s career? This question needs to be answered by journalists as the use of this code of ethics is still less even though the importance is recognized by many scholars. This study utilises the quantitative approach, whereby 272 journalists from five Malay language newspaper were asked to answer a questionnaire. The questionnaires were distributed randomly and analyzed descriptively. This study found that the majority of journalists knew about the Code of Ethics (EKM) and its importance in elevating the professionalism of journalism in Malaysia. Findings from the study also found that journalists possess a high level of ethics according on the practice of the eight EKM.

<p>With the fast growth of information, technology and communication, the number of small and medium enterprises (SMEs) engaged in exporting activities has increased rapidly. However, the number of research studies on Vietnamese SMEs is quite limited. In order to fill this gap, this study focuses on exploring exporting behaviours of Vietnamese SMEs. Specifically, this study will address three questions related to export motivations, export barriers and firms' performance. This study provides three main contributions. The first contribution is to add to the existing literature regarding exporting study based on Vietnamese context. The second contribution is to provide selected background data involving exporting activities in Vietnam at the current time. The third contribution is to suggest some recommendations for Vietnamese managers, government and associations to help Vietnamese SMEs to develop their exporting activities and improve their firms' performance. In this study, a literature review on export motivations, export barriers, and firms' performance is provided.  In order to answer these questions, fourteen in-depth interviews of Vietnamese exporting SMEs and eight in-depth interviews of Vietnamese non-exporting SMEs are conducted. Based on interview data, some key findings are identified. In terms of export motivations, exporting SMEs mentioned 22 reasons why they go overseas whereas non-exporters listed 5 reasons. Exporting SMEs' motivations are influenced by both internal and external stimuli. Compared to exporting firms, non-exporting counterparts pay more attention to the influence of internal factors in decision-making. Non-exporters' stimuli are more proactive in nature than exporters' stimuli. When examining Vietnamese export motivations, the researcher may need to take into account the influence of firm's operating sectors and the percentage of export activities. In terms of export barriers, to develop exporting activities, SMEs exporters identified 18 barriers whereas non-exporters suggested eight difficulties to start their exporting activities. The lack of resources to start or maintain exporting activities is the most mentioned barriers whereas the least mentioned barriers are those related to the environmental area. Exporting experience may be applied to provide a better understanding about the level impacts of different export barriers and the number of export barriers. In terms of firms' performance, both exporters and non-exporters proposed to use economic indicators to measure their firms' performance. There are 19 factors and 11 factors that can be used to explain exporters and non-exporters' performance, respectively. In order to understand Vietnamese SMEs' performance, the combination of the resource-based view and institution-based view need to be applied. This study also suggests some recommendations and implications for future research as well as Vietnamese firms' managers, government and associations to improve SMEs' performance and enhance their exporting activities.</p>
