U ovom broju časopisa National Security and the Future, donosimo prvi dio Leksikona izvještajnog nazivlja (nešto više od 120 definicija) kojeg je u većem dijelu autor prof. dr.

This paper explores takeover bids in Europe in times of the COVID-19 pandemic. The search for a balance between maintaining the open market as a European achievement and the protection of national security and public order is not a new phenomenon. This search is not easy with the future FDI Regulation and will raise additional questions. The FDI Regulation became very concrete thanks to the COVID-19 pandemic: At the beginning of the crisis, the Commission presented a Communication setting out guidelines for FDI to be applied prior to the regulation.

Abstract The mosaic approach to conflict requires redefinition of some doctrinal concepts that can influence the way in which the response to the risks and threats to the state of security, the future of military actions and the acceptance that the technological development will be a factor for the success of the wars future. The issues addressed could be important elements in the architecture of a possible future strategic concept of integrated use of the basic elements of national power - diplomatic, informational, military and economic. At the same time, the results of this theoretical approach can contribute, as a reference point, to proposing viable and innovative doctrinal and operational solutions to counteract aggressions to national security, regardless of their nature or origin.

The author gives an overview of the history of National Security and the Future (NSF). The first editorial board accepted a clear vision and mission of the NSF. That is why the NSF had to react to the political circumstances in which the journal has operated for 20 years. In the first period, international circumstances and the policy of detuđmanization directly influenced the choice of topics and papers published in the journal. For the past five years, the NSF has paid particular attention to the security of national and European critical infrastructure. A total of 257 texts were published on more than 8,000 pages and authored by 134 authors from 25 countries. The NSF has published studies on historical forgery, information operations, production of "fake news" and contributions to the theory and methodology of intelligence activities.

One component of military policy in particular lies at the very crossroads of strategic planning and structural arenas of policy. This is force planning, the interactive, intertemporal art intended to ensure that deficiencies in today’s force structure are being corrected while preparing for a future that may resemble the present or differ from it in unexpected ways. While force planners must think about what the future security environment might look like, what technologies might be available, and how future forces might leverage these emerging technologies to meet the challenges of a future security environment, they must always be cognizant of domestic structural factors. This chapter argues that a force planner must always be guided by a coherent strategic logic. Structural factors can never be eliminated, but a strong strategic rationale can minimize them.

Lustick and Tetlock outline an intellectually ambitious approach to scoping the future. They are particularly interested in sectors of national security and foreign policy decision-making that require anticipatory strategic intelligence that is difficult to produce because there is insufficient data, even if relevant theories are available. They propose that in these theory-rich/data-impoverished cases, there can be great value in developing agent-based simulation models that incorporate probabilistic rules that cohere with postulates of the theory or theories that are brought to bear on the intelligence challenge. This is the gist of the “simulation manifesto.” The aim of this commentary is to focus on the assessment and representation of key uncertainties in such models and I outline several ways in which uncertainty may arise in the process of simulation model construction.
