ABSTRACTThis article is part of a doctoral research, which examines  one  aspect  of  the  use  of  information  technology  and communications in the first  decade of  the  21st  century,  in  a  given  area  of  knowledge:  humanities  and  social  sciences. The objective of the investigations is to demonstrate from this area of knowledge that the reality on the use of these technologies has almost always been on the opposite side, creating new divisions or deepening existing ones. Far from eliminating repeti-tive, boring, tedious work, this area of knowledge improves access to information, training and quality of social justice anddemocracy. The methods used were Observations, Analysis an Synthesis, and Documentary Analysis, especially when apply-ing the technique of content analysis of literature and statistical data. In this work are revealed different uses of the social-humanistic  knowledge  in  digitizing  this  information  using  informatics.  In  the  investigation  are  proposed  the  methods  to employ this knowledge to build a better future from the use of instruments that favor their application. Technology: for whomand for what? Neither the objectives nor the instruments can be neutral with respect to these questions.RESUMENEl presente artículo es parte de una investigación doctoral, que analiza un aspecto del uso de las tecnologías de la información y las comunicaciones en la primera década del siglo XXI, en un objeto específico del conocimiento: el sociohumanístico. El objetivo propuesto es demostrar desde esta área del saber, que lejos de eliminar el trabajo repetitivo, aburrido y tedioso, además de mejorar el acceso a la información, el entrenamiento y la calidad de la justicia social y la democracia, la realidad en el uso de estas tecnologías ha estado casi siempre del lado opuesto, dando lugar a nuevas divisiones o profundizando las ya existentes. Los métodos de Observación, Análisis y Síntesis, así como el Análisis Documental, especialmente durante la aplicación de la técnica del análisis de contenidos de bibliografía y datos estadísticos, fue la metodología empleada en la obtención de los resultados. Se develan maneras disímiles de usos del conocimiento sociohumanístico en su digitalización, desde las redes informáticas a nivel internacional. Propone a su vez, modos de usarlos para construir un futuro mejor y permita desarrollar lo que es vital para la vida humana, a partir de la formulación de objetivos e instrumentos que favorezcan su difusión y empleo. ¿Tecnologías para qué y para quién? Ni los objetivos ni los instrumentos pueden ser neutrales respecto a estas preguntas.

From the scope according to the teaching function of the Social Sciences seems clear concept (Expanding Communnity Approach)  which starts from the things nearest to the students (families) to the further (global). The fact that the case is still much do teachers in the field, a learning process that dominates without regard to the basic ability of students, (Teacher Contered) without involving students actively in it . In general problem in this research is the extent to which the effectiveness of the inquiry model of ' social' can improve learning outcomes of students in the Social Sciences in the sixth grade at SDN 12 Jurai Limes Tower District IV District, the South Coast, in the academic year 2013/2014? This type of research is classroom action research (classroom action research), which has the ultimate objective is to improve the quality of learning in schools, educational relevance, quality of the education, education management efficiency. The research location is in the sixth grade at SDN 12 Limes Tower District IV Jurai, South Coastal District , the school year 2013/2014 . research subjects are students of class VI SDN 12 Limes Tower , Genab the semester, academic year 2013/2014. The final goal of teaching social studies is the formation of the learner as an intelligent social actors (Socially Intelligent Actor) which is formed from a touch of pedagogy . Based on the research showed an increase in the quality of students in the sixth grade value SDN No. 12 Limes Tower, in the academic year 2013/2014, the graph continues to rise, excellent 61%, good 9.5% and quite 23% and increased sense of solidarity between friends, group shows real changes that have an impact on everyday life including relationships with people such as interviews and visits. Of the overall activities carried out can be concluded that the model of the inquiry socially very suitable to be applied to examine the social phenomena that arise in the community, a fact primary school age children third grade had been able to carry out the stages of the inquiry by the hypothesis as the direction in problem solving and uses the fact as a hypothesis.

The rise of the social sciences in late nineteenth- and early twentieth-century America has been an especially fruitful topic for intellectual historians over the past four decades. An early, prominent explanation of the new levels of institutional power and intellectual authority achieved by the social sciences stressed the sense of interdependence created by the expansion of the market and the rise of new communications technologies. Others have emphasized intellectual struggles for authority among religious, popular, and scientific approaches to knowledge. Still others have laid the credit, or blame, for the ascension of the social sciences on liberal elites’ consolidation of their power after the collapse of monarchical authority and the successful repression of Marxist challenges. Two celebrated accounts have argued that ideological conditions, whether pervasive beliefs in American exceptionalism or visions of “scientific democracy,” shaped the development of the social sciences and their claims to intellectual authority. In the case of specific disciplines, like sociology and political science, the most supple histories have shown how broad changes in the structure of American capitalism created the conditions of possibility for new forms of knowledge about the social world, while more subtle intellectual shifts created openings for particular practices.

Information and communications technologies (ICTs) change the organization's rules of functioning in the contemporary world. The major challenge facing each organization is the necessity to acquire/develop its ability to create, implement and use innovative ICT methods and techniques in all processes it carries out. The study is aimed at not-for-profit organizations. They are in need of organizational, financial, and technological changes in order to fulfil their mission and build their potential effectively. Under existing circumstances these organizations are forced to efficiently use data in resource management. They have to understand that modern ICTs bring internal benefits and contribute to higher efficiency as well as enhanced quality of the services they provide. Data Discovery Systems (DD) are one of the modern technologies which help in achieving these goals. The aim of this chapter is to present the possibility of using DD systems in effective resource management of not-for-profit organizations based on the case study of a selected organization.

Seventy-one students in two community college Statistics for the Social Sciences classes took six exams either individually or collaboratively. Assignment to test condition was randomly determined for each exam. Scores on collaboratively-taken exams were significantly higher than those for individually-taken exams, particularly for students with low GPAs and high test anxiety. Women’s, but not men’s, performances on the mid-term and final exams was related to the quality and quantity of their collaborative interactions. Thus, examining both quantity and quality of collaboration adds to our understanding of the underlying mechanisms of collaborative testing. Frequently, Mexicans who cannot find solutions for their financial problems migrate to the United States hoping to improve their quality of life. However, they usually face abuses, mostly because they are illegal aliens, but also because they arrive to a society which is not their own. These migrants are mainly excluded from American society not only because of their race and religion, but also because they do not speak English in most cases, do not have studies higher than primary school, and are not proficient in using information and communications technologies (ICT). With this panorama in mind, the Colimenses sin Fronteras Web Portal becomes a tool to support and help them overcome the adaptation process, which might help reduce the discrimination that many of them face upon arriving to the receiving country. It also provides migrants with information about the abuses they might suffer and how to file a legal complaint.

Many governments world wide are attempting to increase accountability, transparency, and the quality of services by adopting information and communications technologies (ICTs) to modernize and change the way their administrations work. Meanwhile e-government is becoming a significant decision-making and service tool at local, regional and national government levels. The vast majority of users of these government online services see significant benefits from being able to access services online. The rapid pace of technological development has created increasingly more powerful ICTs that are capable of radically transforming public institutions and private organizations alike. These technologies have proven to be extraordinarily useful instruments in enabling governments to enhance the quality, speed of delivery and reliability of services to citizens and to business (VanderMeer & VanWinden, 2003). However, just because the technology is available does not mean it is accessible to all. The term digital divide has been used since the 1990s to describe patterns of unequal access to ICTs—primarily computers and the Internet—based on income, ethnicity, geography, age, and other factors. Over time it has evolved to more broadly define disparities in technology usage, resulting from a lack of access, skills, or interest in using technology. This article provides an overview of recent literature on e-government and the digital divide, and includes a discussion on the potential of e-government in addressing the digital divide.

In this chapter, I discuss the economic and political implications of knowledge management in higher education. First, I examine the linkages between KM and capitalism, with the help of theoretical frameworks that connect increasing managerialism in higher education with the promises of profit-making in the New (Knowledge) Economy. Next, I discuss the politics of information and the ways in which knowledge is stratified in postsecondary institutions. Third, the social dynamics of information and communications technologies (ICT) are explored in the context of higher education institutions. These perspectives provide a counter-balance to the decidedly functionalist views of much of the knowledge managementliterature. The intent of the chapter is to provide a foundation for the rest of the volume and the more specific studies of KM in higher education to follow.
