The article analyzes the best practices of the Belarusian National Technical University on the development of an innovation environment by the example of establishing high-tech medical production. The system-forming elements, factors and mechanism for the improvement of the innovation environment of a higher education institution operating on the «University 3.0» model base are highlighted. The missions, functions, promising technologies and formats for the implementation of educational, research and entrepreneurial activities as subsystems of the internal innovation environment of a higher education institution and directions of interaction with the external innovation environment subsystems (government regulation, financing facility and the market) are considered. The article based on a systematic approach shows the specificity of the effective innovation environment which is manifested in synergy of its elements interaction. The mechanism ensuring functional coordination between all the «University 3.0» activities and the external environment subjects in order to achieve a common mission have been proposed

And also that the formation of digital communication policy of higher education institutions is a key issue for the promotion of educational services at this stage of the country's development. The target audience of the market of educational services for the main users of the official site of the higher educational institution is outlined. The main tasks of information and social technologies in education, which provide general computerization of students and teachers, are listed. The author highlights the main components of educational sites and their general characteristics. The author also formed a complex analysis of the site using modern methods of analysis: general characteristics, design and description of the site; qualitative for quantitative analysis of the site; analysis of the site in accordance with the requirements for the sites of educational institutions at the legislative level regarding the disclosure of information; results of psychological verbal-communicative method of site research; SEO analysis (search engine promotion) of the site. The article presents the results of the application of the proposed comprehensive analysis on the example of a specific site of a higher education institution, namely the site of the State Dnipropetrovsk University of Internal Affairs, with a thorough explanation of the results. According to the results of the study, the author came to the conclusion that the development of communication policy using integrated marketing tools, namely site development, is achieved by successfully promoting higher education institutions in the market of educational services, image formation and competitiveness of educational institutions.

This study surveyed customer experience management (CEM) and student’s loyalty in higher education institution (HEI) sector using a private university in Ogun State, Nigeria as a case study. The primary intent of this study was to determine the roles of humanic and mechanic clues on student’s loyalty. The two hypotheses formulated to address the research questions and objectives raised in this study were analysed with Categorical Regression, which is also known as CATREG analysis. This study applied survey research design and the data were spawned via designed questionnaire. An overall of 215 copies of the questionnaires were regained from the student of the private university in Ogun State. Multi-stage sampling methods were engaged in this study. The research findings of this study show that mechanic clues significantly influence students’ retention, while humanic clues significantly influence students’ disposition to endorse the institution of higher education to others. As part of the recommendations of the study, it was suggested that the university management should deliberately focus on mechanic clues in terms of providing a conducive environment, especially one that is clean for its students at all times.

This paper presents a research on students’ attitudes towards the use of Wikipedia in teaching. The sample was comprised of students from the Pedagogical Faculty in Vranje, a higher education institution affiliated with the University of Niš, Serbia. Students were assigned to write articles on Wikipedia as an alternative to writing their standard term papers. That way the Wikipedia content became significantly enriched. They positively evaluated Wikipedia as a teaching tool. The results confirmed that students preferred creating articles on Wikipedia to writing standard term papers. Those results may contribute significantly to further improvement and modernization of university teaching.

This article reports on the findings of a study undertaken to establish practices and challenges to academic publishing at a higher education institution in Ethiopia. A descriptive survey design was employed and con- -venience and purposive sampling were used to select the sample. The data were gathered by means of a questionnaire with closed- and open-ended questions and were analysed using descriptive and thematic analysis. The results show that, despite the benefits of publishing, not all academics in the university are publishing in local and international journals due to a number of challenges. These include a lack of commitment and motivation, lack of experience and exposure to publishing, and inadequate information, knowledge and skills to access accredited journals. Academics also suffer from work overload, a lack of support from the university to publish, and challenges emanating from journals themselves. It is recommended thatthe university, the Ethiopian Ministry of Science and Higher Education and other relevant stakeholders should collaborate to address this situation. Key words: academics, academic publishing, higher education institution, challenges, practices, university

The article is aimed at developing the conceptual principles for the creation and functioning of innovation-active university (IAU) as a modern strategic model of higher education institution in conditions of transformation and digitalization of society. A number of problems and contradictions are allocated and systematized, causing the need to transform the traditional university into an innovation-active, entrepreneurial structure, the activity of which consists in the interaction of the university with the economy, public administration bodies and society. It is determined that the formation of a new paradigm for the development of the higher education system raises the need for innovation-active universities in the form of entrepreneurial organizations that have a resource willingness to promote accelerated development of both the economy and society through intensive transfer of new, generated at the university knowledge and technology on the basis of partnership with key stakeholders. On the basis of studying the conceptual basis of the emergence and development of the IAU, a number of hypotheses of building an innovation-active university were developed, a system of conceptual provisions and principles of its functioning was formed. The purpose and objectives of the innovation-active university are defined, the system-forming directions of its innovation activity are allocated and characterized. On the basis of the carried out researches, the framework for the creation and development of the IAU was formed, containing a list of components of the internal environment and the factors that ensure their support on the basis of development of entrepreneurship and innovation. Prospects for further research in this direction are the development of a mechanism for the functioning of an innovation-active university, which will ensure the effective transformation of higher education institution on the basis of innovation and entrepreneurship development and will contribute to maintaining a high level of its competitiveness in the educational space.

Purpose. The logic chains of primary importance in planning of the relevant expenses, which had been called to influence positively to the social development of the college are processed. The directions of budget savings in the college are determined. Methodology of research. The article uses modern general scientific and special methods of economic research, in particular: a systematic approach – when studying the connections between phenomena and processes of analysis of the financial state of the inclusive institution; statistical analysis – in determining the dynamics, structure of financial resources of the inclusive institution of higher education in the context of general and special funds; dialectical and abstract-logical – when conducting theoretical generalizations and forming conclusions. Results. The author’s own methodological aspects are developed with the help of mathematical modeling in relation to optimization of the structure of the college general fund budget expenditures in conditions of their effective implementation, taking into account the features of socio-cultural, health and rehabilitation society. Therefore, for the effective redistribution of the funds of the general fund of the college, we use a mathematical model, which defines the main factors of the activity of the higher education institution in conditions of socio-cultural and recreational rehabilitation. As outcome indicators, the frequency of "desirable and undesirable" factors that characterize the state of functional classification of cost estimates, as well as their correlation to the amount involved in expenditure estimates, that is, intensity indicators are offered. Thus, the logic chains of the general fund structure are determined, which should positively influence on the state of social development of the inclusive higher education institution. Conclusions. Taking into account the above-mentioned methodology, about 7 thousand UAH of funds of the general fund of the college budget are saved. The same marginal cost savings can be achieved through the support of funding for educational, club activities work and physical education rehabilitation, which should actively generate a program of the development of social activities of college students.
