Abstract The article proposes a solution of the task of achieving the target regional population size and structure, which would be sustainable in the long term, by means of managing its movement. The significance of this task is justified by the growing concentration of population and labour in a few number of Russia’s regions in the current and projected periods, primarily due to migration processes. The apparatus of matrix equations is used to shape the conditions for reaching the target size and structure of the population. The article presents the estimates of the equilibrium population of the Russian Federation and the possibilities of reaching the target population size in prospect. The demographic forecast of Rosstat up to 2035 in three variants is considered as a target. For each of variants, the required increase of population via birth and immigration is calculated. The possibilities to assess the need in population inflow and to achieve the target population size by using the methodology proposed in the article are shown by the case of the Far Eastern Federal District. It is argued that nowadays a crucial element of social and economic policy in the regions should be creation of new jobs with higher labour productivity and therefore, reduction of the need for foreign labour migrants in the Russian labour market.

The expansion of the borders of the Far Eastern Federal District due to the inclusion of the Trans-Baikal Territory and the Republic of Buryatia in its composition actualizes the problem of inequality of regions (primarily in the social sphere), which in the new boundaries of the macroregion has significantly increased and has acquired a «supernormal» character. It has been established that the lag of the «new» Far Eastern subjects in the level of social development is accompanied by an increase in negative phenomena in the social sphere. The necessity of implementing a set of measures to form a «corridor of opportunities» that regions can use, including within the framework of interregional interaction within the Far Eastern Federal District, has been substantiated

This article focuses on the study of territorial self-government as one of the most relevant forms of the local community functioning. A special scientific interest in it is due to its exceptional ability for self-organization, which makes it possible to realize the potential of citizens in solving local issues. The authors present an analysis of two main trends in the formation of the TSG system and structure - administrative and initiative - and their organizational potential. The study of the organizational structure of territorial self-government and the forms of its implementation reveals a number of specific features of TSG. Particular attention in the article is paid to the analysis of the TSG of the Far Eastern Federal District, the problems of the functioning of this form of self-organization and the prospects for development

Objective is to analyze the incidence of Siberian tick typhus (STT) in the Russian Federation over the period of 2010–2020, Astrakhan spotted fever (ASF) and Mediterranean fever (MF) since the official registration, and to forecast the development of the epidemic process for endemic rickettsioses for 2021. The analysis of the incidence of STT, ASF and MF in Russia for the period of 2010–2020, 2013–2020 and 2014–2020, respectively, has been carried out. The forecast of endemic rickettsioses morbidity in the European and Asian parts of Russia for 2021 has been made. The average long-term incidence of STT for 2010–2020 in the Russian Federation as a whole was 1.04 (CI95 1.02÷1.05) 0/0000, with no tendency to change. The maximum relative incidence of STT is typical for the Siberian Federal District (SFD), where the average long-term incidence rate for 2010–2020 was 6.20 (CI95 6.08÷6.31) per 100 thousand of the population. The Far Eastern Federal District (FEFD) – 4.70 (CI95 4.53÷4.87) 0/0000 came in second place, the third place was taken by the Ural Federal District (UFD) – 0.08 (CI95 0.07÷0.10) 0/0000. When assessing the 11-year dynamics of the relative incidence of STT by the Federal Districts, we have detected a tendency to its stabilization in the SFD and the FEFD. In the UFD, a significant downward trend was revealed. The upward trend in the incidence of STT remained in the Altai Republic. Major decline in STT incidence was observed in the Kurgan Region, Trans-Baikal Territory, Krasnoyarsk Territory, and the Republic of Khakassia. There was a declining trend in the incidence of Astrakhan spotted fever in the Astrakhan Region and the Republic of Kalmykia. In the Republic of Crimea and the city of Sevastopol there is no trend to increase the incidence of Mediterranean fever.

This study reviews and compares the market potential of two macro-areas in the Republic of Sakha (Yakutia) in the AZRF (Arctic zone of the Russian Federation) and the FEFD (Far Eastern Federal District. Moreover, this work shows that a significant part of supply and demand in municipalities' domestic markets is concentrated in the FEFD. Until recently, the AZRF and the FEFD were not considered by the State as a single government body. Transferred powers to the Ministry of the Russian Federation for the development of the Far East and the Arctic has allowed the territory of the Arctic uluses of the Republic of Sakha (Yakutia) to be included in the social and economic development of the FEFD.


The evaluated territories have favorable environment for functional foci of trichinellosis. Despite wide spread, natural focality and a large variety of animals that are reservoir hosts of Trichinella, trichinellosis is a preventable invasion. It was possible to maintain a low incidence rate of this disease in the Southern Federal district and North Caucasian Federal District for many years due to veterinary and epidemiological control measures. However, structure of factors that facilitate infestation with trichinellosis in the Far Eastern Federal district is substantially different from the one prevailing in the south territories of the Russian Federation. The major sources of invasion is meat of wild animals and dogs that do not undergo veterinary-sanitary examination. As a result, the Far Eastern Federal district has one of the highest rates of trichinellosis cases registered in the Russian Federation.

In the article are presented the results of studies to determine the level of knowledge of the population concerning measures of self-protection in case of threat or actual radioactive contamination in three areas close to the sites of peaceful nuclear explosions, and in the five regions of the Far Eastern Federal subjects of the Russian Federation after the radiation accident in Japan at the NPP «Fukushima-1». The study was conducted by questionnaire survey among the population of these territories. In the framework of the studies has been received and processed 459 questionnaires. The analysis results show that that the level of people's knowledge about measures of self-protection in case of threat or actual radioactive contamination of residence areas is generally low among the respondents of all study areas. It was slightly higher among residents of the Far Eastern Federal District, which has experienced a real fear about the threat of radioactive contamination in the present time than in individuals living near sites of the peaceful nuclear explosions.
