Undoubtedly, the nature of the relationships between business and risk factors in one country or another does not fit exactly into a “model” nor does it have a pure placebo effect. Yet, models’ simplicity may appeal to managers and regulators in understanding important business risks and crisis related phenomena. Backed by this idea, this research underpins a comparative study on SMEs handling risk and crisis management according to a new tailored model of a balance scorecard. This new model of a risk and crisis management aims at improving both SMEs management adaptation and performance across all of crisis’ stages, something not attempted so far in the literature. The application of such a ‘balanced-scorecard’ comes from the author’s experience as a banker financing various SMEs industries, as a bank consultant on risk management as well as primarily from the results of a survey performed on a sample of 48 Romanian and Cypriot SMEs, equal-proportionally selected from the area of trading, manufacturing, and services. The results of this case study show, coincidently or not, that there is a significant improvement of the financial performance of the SMEs that employed this model compared to those that did not. The monitoring period: 11/2009-06/2010 was employed as a representative one for the latest global financial crisis which affected the entire European Union region, as well.

Penelitian ini bertujuan untuk mengukur kinerja keuangan kampus IAIN Pontianak menggunakan pendekatan Balance Scorecard. Metode penelitian ini adalah kuantitatif dengan menggunakan statistika untuk menganalisis sampel yang digunakan sebanyak 664 orang mahasiswa dan 193 orang dosen dan pegawai. Our study addresses the link between ownership concentration and corporate performance in the manufacturing sector in the European Union in an economic environment stressed by the global financial and sovereign debt crises. This is, to our knowledge, the first attempt to tackle differences between companies with different origin-countries in EU from the perspective of ownership concentration and corporate performance in a period marked by the adverse impact of the global financial crisis. Ownership concentration is measured by the number of shareholders and the percentage of their individual and collective holdings, while performance is measured by accounting-based and market-based indicators. Our results, based on a detailed and methodical statistical analysis, show a clear division between Western and Eastern companies in terms of ownership concentration and performance, with an impact on businesses’ recovery patterns. Overall, there is a positive link between ownership concentration and corporate performance in the case of Western companies, but not for Eastern-based companies. Moreover, ownership concentration has supported business recovery in EU, but particularly for Western companies. On the other hand, our results suggest that market investors’ assessment of corporate performance is disconnected from business fundamentals and do not acknowledge the role of ownership concentration (either beneficial of detrimental) for performance assessment.

Purpose The purpose of this paper is to examine adoption of the balanced scorecard (BSC) by a large public-sector health organisation in an African country, Ethiopia as part of a programme to implement a unified sector-wide strategic planning and performance monitoring system. The study explains how this trans-organisational role of the BSC is constituted, and explores how it operates in practice at the sector-and organisation-levels. Design/methodology/approach The study employs the case-study method. Semi-structured interview data and documentary evidence are analysed by drawing on the concept of translation from actor-network theory. Findings The case-study organisation adopted the BSC as a part of broader public-sector reforms driven by political ideology. Through a centralised government decision, the BSC was framed as a sector-wide system aimed at: aligning the health sector’s strategic policy goals with strategic priorities and operational objectives of organisations in the sector; and unifying performance-monitoring of the sector’s organisations by enabling aggregation of performance information to a sector level in a timely manner to facilitate health sector policy implementation. While the political ideology facilitated BSC adoption for trans-organisational use, it provided little organisational discretion to integrate financial administration and human resource management practices to the BSC framework. Further, inadequate piloting of information system use for the anticipated BSC model, originating from the top-down approach followed in the BSC implementation, inhibited implementation of the BSC with a balanced emphasis between the planning and performance monitoring roles of the BSC. As a result, the BSC underwent a pragmatic shift in emphasis and was reconceptualised as a system of enhancing strategic alignment through integrated planning, compared to the balanced emphasis between the planning and performance monitoring roles initially anticipated. Originality/value The study provides a theory-based explanation of how politico-ideological contexts might facilitate the framing of novel roles for the BSC and how the roles translate into practice.

The constant demand for construction in developing countries like Vietnam causes more and more challenges and difficulties to Project Management Units (PMUs) in carrying projects to completion on schedule, with quality assurance and fewer costs. In order to do this, PMUs need to have better and tighter management tools and forms. However, in order to minimize risks during project implementation, the binding terms in contracts are also becoming stricter with more and more new forms of contracts. One of them is the design-build (DB) contract form. This paper presents the critical risk factors for design-build projects in the construction industry. Good identification and management of these risk factors will help projects succeed and will increase the confidence of owners and contractors who seek to use the design-build form.

During 2021, different worldwide initiatives have been established for the development of digital vaccination certificates to alleviate the restrictions associated with the COVID-19 pandemic to vaccinated individuals. Although diverse technologies can be considered for the deployment of such certificates, the use of blockchain has been suggested as a promising approach due to its decentralization and transparency features. However, the proposed solutions often lack realistic experimental evaluation that could help to determine possible practical challenges for the deployment of a blockchain platform for this purpose. To fill this gap, this work introduces a scalable, blockchain-based platform for the secure sharing of COVID-19 or other disease vaccination certificates. As an indicative use case, we emulate a large-scale deployment by considering the countries of the European Union. The platform is evaluated through extensive experiments measuring computing resource usage, network response time, and bandwidth. Based on the results, the proposed scheme shows satisfactory performance across all major evaluation criteria, suggesting that it can set the pace for real implementations. Vis-à-vis the related work, the proposed platform is novel, especially through the prism of a large-scale, full-fledged implementation and its assessment.

<p>Organisations and especially Government departments develop information systems for their own specific needs, due to this Government departments invests a great deal in information systems development and implementation projects. The intention is to save on cost and develop information systems according to their needs and requirements. Unfortunately such projects are vulnerable and subject to a range of risks.  This case study identifies the risk factors involved in information systems development and implementation projects and the risk processes that are in place to mitigate against those risk factors. Furthermore the case study investigates an information systems development and implementation project where four legacy systems were to be merged into one newly developed system. The project was interrupted when an organisational merger resulted in the loss of key members of the governance board and the project team, either through redundancy or being allocated other responsibilities within the organisation. This exposed the project to unpredictable risk which caused the project to head down the path of possible failure.  The case study outlines the project plan, what actually happened and what according to the interviewed participants happened during the project. It is clear that the risk management processes wasn't followed and that wrongful decisions were made during the organisational merger. Unpredictable risks as a result of the merger and the decision to continue the project required a strong governance board, proper project management, proper risk management and the execution of the risk management processes. The lack of governance and project management had a huge impact on the project while the loss of expertise and knowledge added to the risk profile which resulted in further complications to the project. It’s during these situation that a strong governance board and proper project management is needed to make those critical decisions and steer the project towards success.</p>

This research aims to conduct risk management assessments based on ISO 31000: 2018 and Balanced Scorecard (BSC) to improve performance at YNK Tour and Travel Company in Indonesia. Data obtained through filling out questionnaires and interviews with the company's director. The identified tourism risks consist of 5 types of risk, including: financial risk, operational risk, environmental risk, competitive risk and economic risk. The result of this research is to produce a risk management design based on ISO 31000. This standard is effective for identifying, analyzing, evaluating, and handling risks assisted by the Balanced Scorecard as a guideline to reach company’s goals. If the companies combine both of the standards, it can improve not only company’s performance but also company’s objective can be achieved. Based on the risk management plan, it is expected to assist the company in coping and dealing with it by determining the best risk management options according to the company's capabilities so that it can improve company performance.

Manufacturing company is the company that produces household appliances based on plastic / plastic houseware, this company has applied information system but there is often problem in sales department that is when processing of data discount, data obtained wrong and not according to which have been determined. Therefore, the author is given the task to audit the information system on the company. The author uses the COBIT and Balance Scorecard framework, the COBIT domain used is the Plan and Organize (PO) and Acquire and Implement (AI), in the PO Domain the author uses PO4 sub-domains (Define the IT Processes, Organization and Relationships) Communications management aims and direction) and PO 9 (Assess and Manage IT risks) whereas in AI Domain used is AI4 (Enable Operation and Use), Balanced Scorecard Perspective used in this research is Internal Business Process, which focuses on business process assessment company and business goals have been in line with IT goals. The results from this research is still many deficiencies that exist in company especially at risk management of IT proven and IT risk management that have not managed maximally so that can be developed in the future.
