Academic Libraries in Nigeria and the Challenges of Application of Information and Communication Technologies

Nigeria is one of the developing countries where many challenges are affecting the management of its academic libraries, especially in the area of Information and Communication Technologies (ICT) application. Academic libraries are libraries in Higher Education Institutions (HEI) that are established to provide information resources and information services in support of the research, teaching, learning, and community development objectives of the institutions. However, despite the overwhelming influence of ICT, the information superhighway, and the open access initiatives across the globe, the extent of ICT adoption, application, and utilization for the provision of information services in Nigerian academic libraries is nothing to cheer. This chapter, which adopts a descriptive approach, examines the following: conceptual explanation of ICT and the case for its application and the state of ICT and the challenges of ICT application in Nigerian academic libraries, with recommendations on the way forward.

This investigation is part of a development model to adopt the information and Communication Technologies (ICT) to the teaching-learning process at the Technical University of Cotopaxi. Specifically, to improve the higher education, as a result of the steady advances in the field of digital knowledge and educational technology, for that reason, the Institutions must improve their academic organization and education processes. Through the use of technologies, educational institutions try to integrate information and innovation. In this context and reviewing the problem case through the application of the ICT new Acceptance Model, the student's teaching-learning process will improve. The investigation showed the expected results with the creation of the latest ICT adoption model. Using collaborative tools within a collaborative learning environment (CLE) to elaborate constructs Cronbach's alpha, variance, and correlations and the statistical software were used as the Minitab validated the hypotheses.

Background: Presently, libraries, especially academic libraries, have increasingly used information and communication technologies (ICTs) to automate their core functions in order to implement efficient and effective library operations and services. This now requires library and information professionals as knowledge workers to intensify managing both explicit and tacit knowledge for the organisational growth of the libraries.Objectives: The objective of this study was to investigate the use of ICT facilities that support knowledge management (KM) in academic libraries in Nigeria and South Africa.Methods: Both quantitative through survey and structured questionnaires and qualitative by content analysis and interview research methodologies were applied in the initial study. The qualitative approach of content analysis was applied to literature review, and key informants were also interviewed. One hundred and thirty-two professional librarians and six key informants across the sampled academic libraries in the two countries were targeted for information. The study sampled only six academic libraries, three in each country, which renders generalisation difficult. This article largely focuses on quantitative aspects of the study in the reported findings.Results: Availability and accessibility of ICTs for KM among the sampled libraries were not uniform, even within one country. Infrastructural support has affected some of the university libraries to a great extent. The knowledge and skills for using ICT for KM were largely adequate, but varied within the libraries and librarians as well. The challenges facing the libraries border on inadequate infrastructure and professional staff, but irrespective of the challenges faced, libraries have devised strategies for coping and rendering services. The study has provided new information relating to the use of ICT facilities and services for KM in academic libraries that calls for rigorous continuing education for re-skilling the librarians. The changing user behaviour also calls for major attention. Government support for academic libraries with policy and funding is still crucial.Conclusion and recommendation: The study concludes that because ICTs have had robust histories as used to support information services, both staff and students’ information needs to be met in a variety of ways in academic libraries. This would help to foster and improve the understanding of how librarians manage the organisation in present-day library operations. We recommend that staff development be intensified to enable how librarians could cope with changes and new technologies for modern information services being encouraged and acquired. This article provides a unique long-term survey on the use of ICT facilities and services, strategy and structure in an academic and/or university library services.

Purpose This paper aims to propose and evaluate a pedagogically sound and innovative strategy to teach a higher education course that prepares future professionals to intelligently use information and communication technologies (ICTs) in their personal and professional lives. Design/methodology/approach The conceptual framework used for the design of the course was the socio-constructivism and activity theories. The implementation of the course was evaluated using the intrinsic case study methodology by including several instruments. Findings The pedagogical strategy proposed proved to be sound, as the evaluation showed that students were able to describe, use and propose innovative uses of a wide range of cutting-edge technologies in their both everyday lives and professional settings; they also had the skills to analyse the opportunities and challenges that these presented. Moreover, students liked this innovative way of learning and ended with a positive attitude towards ICT. Originality/value Although several courses prepare students to be digital citizens or use ICT to enhance the teaching-learning process, millennials are ill prepared to use cutting-edge technologies in an innovative, responsible and critical way in their future professions. The course that was designed is original in that it goes beyond preparing digital citizens to prepare professionals in any domain to use ICT in an informed and responsible way. Moreover, it is a documented, successful example of an undergraduate universal course in a highly important current society dimension. The authors believe that its pedagogical proposal could be transferred to courses dealing with other global issues such as the environment, economy and peace.

This paper presents research on influence of information and communication technologies on decentralization of organizational structure. An empirical research was conducted, in which decentralization was described by dominant management style was compared to the level of composite index of ICT adoption. Also, consulting experience in four major Serbian companies was used to further elaborate and explain the results in the context of modern literature and practice. Conclusions were that ICT adoption is more frequently expressed in decentralized companies, empirically described by dominant liberal style of management, although ICT adoption can also lead to centralization in some cases, depending on other factors in the organization.

This paper aims at establishing the effectiveness of physical academic libraries in a digitally-evolved world. It tends to explore the priorities of academic libraries in line with the changing global environment. Data was gathered through desk research and content analysis approach. Data generated from analysis of literature were augmented by brainstorming and interaction with professional colleagues from different academic libraries within the south-east geo-political zone of Nigeria. The paper described the physical library and nature of academic libraries with reference to the digital world, explain the attributes of the digitally-evolved world and need for transforming physical academic libraries in line with changing global space, highlight the constraints to the effectiveness of academic libraries in a digital world, discuss the keys to effective services delivery in physical academic libraries as it relates to the digital world and outline the prospects for the physical academic libraries in a digital world. The implications for librarians in the digital world were described. The paper concludes that most libraries are still at the analogue stage and that despite the overwhelming influence of Information and Communication Technologies (ICTs) on the services provided by libraries, the physical space of the academics libraries is still relevant.

The evolution of ICTs has brought about the emergence of electronic journals (also known as e-journals). This chapter focuses on electronic journals and their importance in teaching and research. It covers the evolution of e-journals in the education landscape and current trends in the use of e-journals in developing countries. Today, life is more complex and difficult due to uncertainties in society. Liquid life (Bauman, 2006) is frenetic, rapidly changing and highly influenced from information and communication technologies, and forces subjects to adapt to group behavior avoiding exclusion. Human beings are experimenting with the digital age and the pervasiveness of computers and IT/ICT equipment, which are influencing learning and knowledge construction. This raises questions in regard to a privileged role for digital competences in the knowledge society, whether or not there is a framework for digital competence assessment, and possible hints, suggestions, experiments, protocols, or curricula helping teachers in hitting this target with students. This paper answers these questions, describing the evolution of psycho-pedagogical paradigms and their comparisons. A framework for digital competence assessment is proposed and teaching activities are suggested. A proposal of a teaching-learning process called OTS (Open Teaching Process) is also presented.

Information and communication technologies (ICT) have created many new opportunities for teaching, learning and administration. This study elaborates a new embedded collaborative systems (ECS) model to structure and manage the implementation of ICT-based pedagogies in a blended learning environment. Constructivist learning, systems theory, and multimedia concepts are used in the model design and development. The model was applied to a third-year undergraduate multimedia cartography course. The findings show that regardless of student background, implementing effective ICT-based learning pedagogies can be managed using the ECS model.
