This study aims to identify obstacles and barriers to achieving quality distance learning and the use of electronic exams, comparing them to pursue success in the distance education system during the coronavirus pandemic (COVID-19). It also aimed to determine the similarity and differences between the two main components of distance education. This is based on a sample of evaluations from professors and students at universities in the Arab world, i.e., Algerian, Egyptian, Iraqi, and Palestinian universities. We used a descriptive approach using questionnaires (open question) with conveniently selected samples from two different groups: (1) 400 professors and student’s feedback from 600 distributed (i.e., Algerian, Egyptian, Palestinian, and Iraqi) and (2) 152 professors and student’s feedback from 300 distributed (i.e., Palestinian universities in the governorates of Gaza). The results indicated that professors and students faced 27 barriers in both distance learning and electronic exams, which are divided into four groups (categories) according to the sample. Recommendations to understand and overcome these obstacles will also be presented to improve distance learning and e-exams in the future. It is important to coordinate efforts in the development of distance education, especially concerning universities using distance learning and e-exams.

Today, extremely fast developments take place in science and technology. These changes and developments reflect upon all systems and give rise to changes in some concepts and processes. Lifelong learning is one of the concepts affected by these changes. Educational institutions are considered to be responsible for spreading knowledge through e-learning, virtual university, Web-based education, distance education, which offer professional development. Therefore, distance education institutions have an important place in the education system of the future. However, innovations and developments have to be followed closely and operationally used for adaptation to the education system of the future within the distance education system as well. A scientific and realistic way of adapting to these developments is possible only if program development efforts are constant. Looking from this framework, teaching design, internationalization, entrepreneurship have given rise to differentiation in the program development of distance education. This is explored in this chapter.

This study aims to reveal the obstacles to achieving quality in distance learning during the Coronavirus (COVID-19) pandemic and was based on a large sample of professors and students of universities in the Arab world (Algerian, Egyptian, Palestinian, and Iraqi). The primary aim of this research was to investigate the various ways in which students pursued their studies at home during the university suspension as a result of COVID-19. In this paper, the researchers use an exploratory descriptive approach through a questionnaire with a conveniently selected sample of 400 professors and student’s returns out of 600 were distributed. The results indicate that the professors and students faced self-imposed obstacles, as well as pedagogical, technical, and financial or organizational obstacles. The COVID-19 pandemic that began a year ago was marked by mass isolation of the population and transition to the remote interaction in many areas of human life. In this regard the ability of the domestic vocational education system to fully function through electronic, mobile and remote forms and means of carrying out educational activities is of particular importance. Thus, the problem arises of choosing a software platform for a distance education system that can meet the criteria for organizing and implementing a high-quality and uninterrupted educational process at a university under conditions of distance learning. The article presents the experience of implementing e-learning in the conditions of isolation of students and teachers of Rostov State University of Economics (RINH). The purpose of the article is to analyze the educational capabilities of the Module distance education system based on the experience of its practical application. The research methods used are methods for collecting and accumulating data, methods of assessment and experiential learning. The practical use of the Module system has revealed such shortcomings as the lack of the possibility of conducting interactive lessons in the mode of videoconferencing and the built-in system for testing students' knowledge. Nevertheless, the authors have concluded that the platform is acceptable for solving educational problems. The experience gained in distance learning made it possible to determine the main subsystems that software tools for implementing the distance learning process must meet
