Mastering Digital Libraries in the Digital Age

This chapter gives an overview of digital library topics: digital libraries and information architecture; digital libraries and electronic learning (e-learning); digital libraries and the Semantic Web; digital library evaluation; digital libraries and service quality; and the significance of digital libraries in the digital age. The Internet and the World Wide Web provide the impetus and technological environment for the development and operation of digital libraries in the digital age. Digital libraries comprise digital collections, services, and infrastructure to educationally support the lifelong learning, research, and conservation of the recorded knowledge. Whereas traditional libraries are limited by storage space, digital libraries have the potential to effectively store much more information and documents, because digital information requires very little physical space to contain them. Encouraging digital libraries has the potential to improve academic library performance and gain educational goals in the digital age.

Purpose – Although user needs assessment is an intrinsic element of service quality delivery in digital libraries (DLs), not much has been written on this topic in the context of African universities. This is understandable as academic digital libraries in Africa are rather nascent. Even so, the most frequently-used needs assessment methods do not directly involve the users. This study aims to assess priority setting by academic library administrators and the needs of patrons of digital collections of a public university library in Ghana. Design/methodology/approach – Analysis of official university documents and interviews with digital library patrons at the University of Cape Coast (UCC) in Ghana were carried out between September, 2011 and January, 2012. Five research questions were asked: what are the current conditions of the UCC digital library project, the user communities and their needs, what are the priorities set by the university administrators and library leaders at the UCC and the state of technological readiness in place and what are needed by the UCCDL. Also, what is the extent of collaboration by interested parties in the UCCDL? Findings – Three general digital library user communities were identified, that is, UCCDL staff- this community was composed of experts in both digital library systems and content, characterized as heavy users of the existing systems, as knowledgeable about articulated (formalized) user needs, and able to devote short (usually less than two hours) amounts of time to individual's needs. Next, are scholars and other visitors to the UCCDL – this community was characterized as having high levels of domain expertise and knowledge of library systems. They are also able to devote large but specific amounts of time (days or weeks) to their individual information needs. Visitors/Prospective users- this community was characterized as having varied levels of domain expertise and low levels of library systems knowledge. They are able to devote only short periods of time to their information needs or explorations. These user communities are influenced by diverse preferences, experiences, and knowledge structures. Practical implications – Academic libraries are increasingly advocating local user studies as a way to provide the digital library services that are relevant to the culture and user population of the academic institution. Replicating digital library user studies at the local level can provide information for improving existing services or developing new ones. Originality/value – In African public universities, there is little earlier research on digital library user needs assessments or DL priority-setting by academic library administrators.

This chapter aims to discuss the potential of digital libraries to offer unparalleled resources for supporting open distance e-learning (ODeL). This chapter addresses and discusses such features as what is meant by ODeL and how it can be supported by the library and the functionality of the digital library, and how ODeL resources are included and organised in the digital library environment. The chapter explores the advantages of digital libraries for ODeL and the types of learning that can be supported by digital libraries. There is surely an interest in the usage of electronic resources for teaching, learning, and research, but this appears to be matched by a lack of awareness of how best to assimilate these resources into ODeL. The chapter provides valuable insight into the role and influence of digital libraries and e-resources on ODeL.

One source of learning in universities is a digital library. In the era of industry 4.0, most universities have implemented digital libraries in supporting the learning process. However, the reality shows that digital library management is still ineffective. Therefore, the implementation of digital libraries needs to be evaluated for determining the digital library effectiveness used as learning resources in supporting the learning process in universities. Many evaluation tools are used to evaluate the effectiveness of digital libraries but have not provided accurate recommendation results to support decision-making. This research presents an innovation in the form of an evaluation tool that can be used to evaluate the digital library effectiveness in universities. That evaluation tool is called the Alkin-WP-based digital library evaluation software. This software is a desktop platform that contains aspects of measuring the digital library effectiveness by referring to the components of the Alkin evaluation model and the WP (Weighted Product) method. This research aimed to show the effectiveness level of the utilization of Alkin-WP-based digital library evaluation software. This research method was R & D (Research & Development) which refers to the ten development stages of the Borg and Gall model. In this research, development was focused only on a few stages, included: usage trials, final product revision, dissemination, and implementation. The subjects involved in assessing the implementation/utilization of the Alkin-WP-based digital library evaluation software were 35 people, in the usage trials were six people, in product revision were three people, and at the stage of dissemination were 15 people. The tools used to collect data were questionnaires and interview guidelines. The data analysis technique used was descriptive quantitative. The effectiveness level of utilizing the Alkin-WP-based digital library evaluation software was 88.34%. It showed that the evaluation software had effective. The impact of this research results on the scientific field of educational evaluation is being able to show the existence of a new evaluation tool based on educational evaluation and artificial intelligence. With the rapid growth of digital information, there is increasing recognition that digital libraries (DL) will play important roles in education, research, and work. DLs have correspondingly evolved from being static repositories of information, in which access is limited to searching and browsing, to those that offer a greater array of services for accessing, interacting and manipulating content (Agosti, Ferro, Frommholz, & Thiel, 2004; Goh, Fu, & Foo, 2002).

This chapter addresses the issue of information-seeking behaviour of users in the digital libraries' environment in sub-Saharan Africa. Information-seeking behaviour may be shaped by the environment in which users seek information. A digital library is still relatively new in sub-Saharan Africa and there is not much known about how the digital library environment may shape the information-seeking behaviour and/or information needs of users. The chapter explores the concept of digital libraries and the nature of the collections and services of digital libraries in comparison to traditional libraries. The chapter also discusses what a library is, the services provided by libraries, and the differences between a traditional library and a digital library. Covered in the chapter also is a brief history of digital libraries. Digital literacy as a factor which may shape the information-seeking behavior of users in a digital library environment is also discussed in the chapter. Information literacy has changed drastically. The digital information literacy that may play a role in socio-economic development in sub-Saharan Africa is no longer the literacy defined as the ability to read and write at a basic level and sign a document. As society is moving from information age to digital age, new definitions of digital information literacy are evolving which include how to access information in digital formats, and how to evaluate information and use it appropriately. Digital information literacy forms the basis for lifelong learning and is common to all disciplines, to all learning environments and to all levels of education. In sub-Saharan Africa, levels of digital information literacy are low due to numerous factors which are also explored in this chapter. Development of digital information literacy in sub-Saharan Africa has been slow compared to the development of information and communication technologies in the region. The chapter discusses the extent to which low levels of digital literacy in sub-Saharan Africa may also be responsible for shaping information-seeking behaviour of users in a digital library environment. The chapter concludes that the major differences between the two types of libraries are mainly to do with technology, rather than a fundamental change in the way libraries operate. This is because digital libraries are still libraries which largely share the same objectives and purposes of the traditional libraries.

This chapter introduces the basics of the digital library, including needs, benefits, and requirements, and briefly describes the digitization process. The role of library and information science professionals has now become a debatable one due to the advent of digital libraries and the Internet. The cloud computing and virtualization in digital culture is also discussed here. In this regard, the chapter covers cloud computing, including the characteristics, types, and how it works. The application of cloud computing in libraries is described with an example of the cloud in the academic library in Orissa. The advantages and disadvantages of cloud computing in libraries or in organizations are also covered here. The future prospects of the digital library using cloud computing technology is like an innovative application in libraries.

Evaluation criteria and appropriate measures are critical to the success of digital library evaluation. The key problem is a lack of specific measures, especially from a heuristic perspective, corresponding to diverse dimensions and criteria. This study explored a variety of measures for digital library evaluation focusing on their appropriateness. It also compared the similarities and differences in perceptions of the appropriateness of digital library evaluation measures of two groups. Sixty-one participants were recruited representing scholars and academic digital librarians. The participants were instructed to fill in an in-depth survey consisting of 174 measures associated with 10 evaluation dimensions and 82 criteria. The findings of this study highlight the most appropriate measures in each dimension and show significant agreement in identifying appropriate measures by digital library scholars and librarians. Differences in the rating of the measures were found between the two groups in the dimensions of “interface design,” “system and technology,” “effects on users,” “administration,” “user engagement,” and “context.” The significance of this study lies not only in the integration of the perspectives on measures from both researchers and practitioners, but also in providing an inclusive list of measures to guide practitioners to effectively evaluate digital libraries in academic settings.
