Community Broadband Networks and the Opportunity for E-Government Services

Community Broadband Networks (CBN) facilitate Broadband connectivity in underserved areas in many countries. The lack of Broadband connectivity is one of the reasons for the slow diffusion of e-government services in many countries.This article explains how CBNs can be enabled by governments to facilitate the delivery of e–government services in underserved areas in the developed and developing countries.The Community Based Broadband Mobilization (CBNM) models are used as explanatory tools.

There were many broadband network trials in the mid 1990s, but most of them were proprietary undertakings with research results available only to those corporations who participated in the trials. As such, there has been little public or academic discourse about the outcomes of these trials. With consumer access to broadband networks becoming more widespread however, it is important for industry and consumers to learn from the experiences of previous network deployments. This paper presents research results from a Canadian broadband trial. Three key themes are outlined: i) innovative content was developed for this trial, but there was a tradeoff between continued innovation and the necessary stability for the roll out of content; although innovation did not require huge resources, it was not something corporate consortium members did well; ii) getting content to supplement what was developed in-house was extremely difficult, and users’ needs were not always considered when external content was provided; and iii) the killer application was e-mail and the community-based listserv it enabled. The implications of these themes are discussed briefly and future research directions are outlined.

The Internet is becoming more integral to governments and their modes of doing business and delivering services. This is creating a new imperative to address the digital divide. In Australia, as shown in this article, citizens who are the biggest users of government services are the least likely to be connected to the internet. What can be done to connect the unconnected? The article explores what has been learned from some of the Australian initiatives for connecting the unconnected to online government services. It concludes that greater attention to community-based human capital development is needed. It gives examples of factors needed for success in building socially marginalized communities’ interest, enthusiasm and capacity to interact and communicate via online technologies, thereby contributing to how successful e-government can be in delivering gains in efficiency and improved services.

Abstract Speech-language pathologists, working in a multicultural, community-based environment for young children with special needs in Vancouver, Canada, collected information on 84 clients using AAC from a chart review. The speech-language pathologists collected additional usage information and attended a group interview to discuss barriers and facilitators of AAC. Thirty-one percent of the children were using AAC. Children aged between 16 and 72 months typically relied on multiple modes of communication, including sign, communication boards and binders, and low- and high-tech communication devices. All of the children used at least one type of unaided mode. Fifty-five percent used pictures or communication boards/displays, and 29% used technology with speech output. Similarities in usage of AAC were noted in home and child-care settings with increased use of unaided in homes and a slightly increased use of aided communication in child care settings. Speech-language pathologists reported that the time needed for AAC intervention as well as limited funding for high-tech devices continue to be major barriers. Additional research is needed to describe current AAC practices with young children particularly from minority linguistic and cultural backgrounds. Stakeholder input is needed to explore perceptions of children's usage of AAC in daily life with familiar and unfamiliar communication partners.
