Success of National Healthcare Services Information Systems

Due to the rising awareness of national health insurance services and the wide-spread use of information systems, the implementation of National Healthcare Services Systems (NHSS) becomes an important objective to the countries in the world. However, it is not an easy task to implement such a large-scale system because we often counter a great number of managerial problems. This study identifies influential factors and constructs a model from the dimensions of user characteristics, organizational context, and system characteristics for explaining National Healthcare Services Systems (NHSS) success in Taiwan based on the survey of 1215 public healthcare workers. Several key findings have been proposed. First, eight salient factors were influential to NHSS success. Second, the NHSS is not a typical type of IS, since it is designed to provide accurate health information to support the routine NHS activities. The results demonstrate that information quality is the most critical factor in influencing system use and user satisfaction. Third, this study found that service quality has a strong and positive effect on system use and user satisfaction. Fourth, to increase system use and user satisfaction, this study suggests that the NHSS provider should communicate closely with its users to gather information about their needs and preferences, and pay more attention to each individual for providing quality service. It is hoped that the findings of current study can assist governments in other countries in developing more effective NHSS and better e-Government practices.

By extending the updated D&M IS success model, this study examines the multi-dimensional aspects to identify influential factors and construct a suitable model for explaining NHSS success in Taiwan. Through the empirical results from the perspective of 1215 public healthcare workers, this study has arrived at several findings. First, eight salient factors were found which influenced NHSS success from the dimensions of user characteristics, organizational context, and system characteristics. Second, the factors of user experience, user training, information quality, service quality, and user satisfaction have a strong positive effect on system use, whereas user attitude and facilitating conditions have a significant and negative effect. Further, user attitude, user training, top management support, system quality, information quality, and service quality are also significantly correlated to user satisfaction. The results of this study can assist governments in other countries in developing more effective NHSS and better e-Government practices.

The role of Information System (IS) has changed and progressed rigorously over the last decade because of its ability to speed up the decision-making process. Effective and efficient management of an organization is usually reflected through the quality of decision made through financial systems like Accounting Information Systems (AIS). AIS is often viewed as medium to enhance the capability and efficiency of business operations. However, previous studies have suggested that the success of AIS often relies on critical success factors. This study aims to examine the critical success factors on the net benefits of AIS. The purpose of this paper is to determine the influence of system quality, service quality, system use and user satisfaction and the interaction of these factors on the AIS net benefits. Based upon the lens of DeLone and McLean’s Information System Success Model (2003), this study adopted a quantitative method through an online survey of 150 AIS users at various Malaysian organizations. Data was analysed by using the multiple regression method. The result suggests that system quality and service quality influence system use and user satisfaction which also affect net benefits of AIS. This study extends the existing IS literature especially in identifying the critical success factors on net benefits of AIS. Ultimately, the use of the critical success factors of AIS can raise the level of users’ belief in it. From the practitioners’ perspective, this study can be useful for organizations when selecting and implementing a system. The purpose of this research was able to prove empirically about the Delone and Mclean Models for the evaluation of ELISTA information systems at Jambi University. In addition, this research was also expected to provide feedback to improve the efficiency and effectiveness of the implementation of information systems and can be known the factors that cause the success or failure of the implementation of an information system so that the results of this study can be used as a strategic guideline model for information system development in the university and other institutions. The type of data used in this study was primary data obtained directly from respondents using a list of statements in the form of a questionnaire. Final year students who write the thesis are targeted in this study. To calculate the determination of the number of samples, the sampling method used the Hair method. The total sample of this study was 220 people. Methodology Data analysis was carried out using SEM techniques using SmartPLS tools. The findings in this study found that the system quality does not affect the user satisfaction, while other hypotheses such as information quality, service quality, system use affect user satisfaction, for system quality, information quality, and service quality affect the system use. Likewise the system use affects user satisfaction and system use, user satisfaction has an influence on net benefits.

Summary Context: Clinical information systems (CIS) are developed with the aim of improving both the efficiency and the quality of care. Objective: This position paper is based on the hypothesis that such vision is partly a utopian view of the emerging eSociety. Methods: Examples are drawn from 15 years of experience with the fully integrated Georges Pompidou University Hospital (HEGP) CIS and temporal data series extracted from the data warehouses of Assistance Publique - Hôpitaux de Paris (AP-HP) acute care hospitals which share the same administrative organization as HEGP. Three main virtuous circles are considered: user satisfaction vs. system use, system use vs. cost efficiency, and system use vs quality of care. Results: In structural equation models (SEM), the positive bidirectional relationship between user satisfaction and use was only observed in the early HEGP CIS deployment phase (first four years) but disappeared in late post-adoption (≥8 years). From 2009 to 2013, financial efficiency of 20 AP-HP hospitals evaluated with stochastic frontier analysis (SFA) models diminished by 0.5% per year. The lower decrease of efficiency observed between the three hospitals equipped with a more mature CIS and the 17 other hospitals was of the same order of magnitude than the difference observed between pediatric and non-pediatric hospitals. Outcome quality benefits that would bring evidence to the system use vs. quality loop are unlikely to be obtained in a near future since they require integration with population-based outcome measures including mortality, morbidity, and quality of life that may not be easily available. Conclusion: Barriers to making the transformation of the utopian part of the CIS virtuous circles happen should be overcome to actually benefit the emerging eSociety.

Hospital Information Systems assessment is important to ensure the quality of provided healthcare services. This research evaluates the success of the clinical information system used in the General Hospital “Asklepieio Voulas”. A questionnaire was developed based on the DeLone & McLean information systems success model, and used on February 2020, to record the users’ opinions regarding the information system. The reliability of the questionnaire was tested by applying Cronbach’s alpha analysis, descriptive statistics was calculated for all variables of the questionnaire, and new variables was created to investigate the relationships between the model’s factors. Correlation analysis between the factors and linear multiple regression analysis between some of the factors of the DeLone & McLean success model were conducted 218 users responded to the survey, 56.3% of them were medical doctors, 24.1% nurses, and 19.6% other staff of the hospital. Results highlight that the users of the system are satisfied with it. A77.3% of the participants believe that they perform their work more easily when using the system, while 89.3% of the participants believe that the system is useful in their work. According to the results of the model, system quality and information quality seems to be related with the system usage. Information quality plays the most important role in the use of the system while the system quality plays the most important role in user satisfaction. Based on the users’ opinions, the “Asklepieio Voulas” Hospital Information System can be assumed as successful.
