Mission Evolution and International Community Colleges

With its focus on opportunity and access, the mission of community colleges in the United States has allowed millions of otherwise non-included populations to receive two years of higher education. Thus, these graduates have contributed to the citizenry of the U.S. and to their own social and economic statuses. In this chapter, the authors focused on that mission as it applies to international community colleges, a growing phenomenon in many divergent countries. Instead of locking themselves into a role of offering a standard for international colleges in regards to their missions, the authors offered multicultural foci built on the cultural texts of those colleges. In addition, while it seemed obvious that the impact of the features of the American Community College mission had influence over the rise of international community colleges, their own definitions of services, issues, and needs must take precedence over simple emulation of practices.

The bipartisan commission's 565-page report was issued after many months of investigating, reviewing documents, interviewing hundreds of individuals, and hearing testimony. Much of the material concerning the actual planning of the attacks comes from captured al-Qa‘‘ida operatives, and particularly from the man identified in the report as the ““principal architect of the 9/11 attacks,”” Khalid Shaykh Muhammad (KSM), a Kuwaiti national raised in Pakistan who earned a degree in mechanical engineering in the United States. The report notes (p. 147) that according ““to his own account, KSM's animus toward the United States stemmed not from his experiences there as a student, but rather from his violent disagreement with U.S. foreign policy favoring Israel.”” The following brief excerpts touch upon the importance attached to U.S. policy toward Israel in generating the attacks. The references are both in the narrative body of the report and in the more prescriptive chapter ““What to Do?? A Global Strategy,”” where the commission offers suggestions on how the United States can ““Prevent the Continued Growth of Islamist Terrorism””; the paragraph excerpted from this forty-page chapter is the only reference to the impact of U.S. policy with regard to Israel. This technical note leverages on the 2015 FSAP which concluded that the United States (U.S.) had a high degree of compliance with the Basel Core Principles (BCPs). The FSAP reviewed the progress achieved in addressing the main weaknesses previously identified and the main supervisory and regulatory developments since then. The key focus are the steps taken by the U.S. authorities in recent years to recalibrate and further tailor the banking regulatory and supervisory framework and the role of stress tests in the supervision process. The FSAP team has not covered the impact of COVID-19 outbreak on banks supervision and has not discussed with authorities the related policy response. The FSAP recommendations are meant to be considered once the impact of the pandemic on the economy and the banking sector becomes clearer.

This study was aimed at exploring the role of Fulbright program in building perception about U.S. and Americans among Pakistani Fulbright scholars. While a host of theory and research had been growing on contact theory (Allport, 1954; Pettigrew & Tropp, 2008), application of contact hypothesis to cultural exchange programs based on foreign policy intended to develop peace and affective ties between nations has been limited. Specifically, this research gap was filled by this study that focused on the impact of direct contact on perception and image of the U.S. in the context of the U.S. and Pakistan Fulbright program. Pakistani Fulbright scholars (81 men, 67 women; Mean age = 23 years; Range = 21-29 years), with low-contact and high-contact were compared with respect to their perceptions of a prototypical American and the United States as an international entity. Compared to participants with low-contact (n = 52), participants with high-contact (n = 96) had developed a higher positive perception of a prototypical American. Furthermore, compared to participants with low-contact, those with high-contact perceived the U.S. significantly more as an ally and less as an imperialist-enemy nation. Participation was controlled through selection for the Fulbright program and no previous visits to the U.S. Discussion has focused on possibilities for foreign policy and peace related implications of the Fulbright program.

The events that took place in Bosnia and Herzegovina (B&H) after the collapse of the Soviet Union and the unification of Germany, as well as the attitudes of the international factor towards the Bosnian crisis, should be considered in the process of disintegration of the former Yugoslavia, and secession of its republics. Due to the impossibility of a peaceful agreement on the resolution of state status and the organization of the state by political factors in B&H, it was necessary for the international community to intervene in resolving the state's status and relations in it.The aim of the paper is to analyze the impact of an international factor on developments in B&H right before the outbreak of the conflict, as well as during the course of the 1992-1995 period. years. The impact of the international factor has been viewed through the role of Europe (the European Community, since 1993 - the European Union and West European countries) on the one hand and the United States of America on the other, as the main and determining factors of the international community in resolving the Bosnian issue. The United Nations Organization (OUN) remained in the other plan in this process, while the role of the Soviet Union was not significant, because the Soviet Union was solving its own growing problems that arose at the end of the Cold War by the breakup of the Warsaw Pact, and later after the collapse of the state.

A thorough understanding of the role of economics in the various sectors of the maritime industry is vital to success in increasingly global markets. In this paper, the authors discuss the importance of economics in the maritime industry and the consequences of ignoring the effect of economic factors. The authors explore the effect that economics has on the industry's organization, including its structure, behavior, and performance. They examine the relationship between maritime economics and transportation economics, and explore implications of modeling the demand for shipping and shipbuilding services as a derivative of the demand for international trade and commerce. In this regard, the authors present the U.S. maritime industry and chart significant milestones in its development. This factors into a discussion of the impact of the globalization of commercial shipping. The authors also consider the history of government involvement and the military role of the maritime industry. The central thesis of this discussion is that the markets for ships and shipping are becoming increasingly more competitive, and less susceptible to outside constraint. The authors then illustrate their thesis by presenting case studies capturing the two main segments of the maritime industry: international shipping and international shipbuilding. The authors prescribe the need for a market-driven industry receiving minimal intervention by government. Finally, the authors discuss the role of SNAME's Panel 0–36, "Maritime Economics," in relation to the concerns of maritime economics that embrace far-reaching issues with significant application to shipping and shipbuilding in the United States.

Research has shown that stress impacts on people’s religious beliefs. However, several aspects of this effect remain poorly understood, for example regarding the role of prior religiosity and stress-induced anxiety. This paper explores these aspects in the context of the recent coronavirus emergency. The latter has impacted dramatically on many people’s well-being; hence it can be considered a highly stressful event. Through online questionnaires administered to UK and USA citizens professing either Christian faith or no religion, this paper examines the impact of the coronavirus crisis upon common people’s religious beliefs. We found that, following the coronavirus emergency, strong believers reported higher confidence in their religious beliefs while non-believers reported increased scepticism towards religion. Moreover, for strong believers, higher anxiety elicited by the coronavirus threat was associated with increased strengthening of religious beliefs. Conversely, for non-believers, higher anxiety elicited by the coronavirus thereat was associated with increased scepticism towards religious beliefs. These observations are consistent with the notion that stress-induced anxiety enhances support for the ideology already embraced before a stressful event occurs. This study sheds light on the psychological and cultural implications of the coronavirus crisis, which represents one of the most serious health emergencies in recent times.

This study represents part of a long-term research program to investigate the influence of U.K. accountants on the development of professional accountancy in other parts of the world. It examines the impact of a small group of Scottish chartered accountants who emigrated to the U.S. in the late 1800s and early 1900s. Set against a general theory of emigration, the study's main results reveal the significant involvement of this group in the founding and development of U.S. accountancy. The influence is predominantly with respect to public accountancy and its main institutional organizations. Several of the individuals achieved considerable eminence in U.S. public accountancy.

This book provides an account of how and why routine interactions break down and how such situational breakdowns lead to protest violence and other types of surprising social outcomes. It takes a close-up look at the dynamic processes of how situations unfold and compares their role to that of motivations, strategies, and other contextual factors. The book discusses factors that can draw us into violent situations and describes how and why we make uncommon individual and collective decisions. Covering different types of surprise outcomes from protest marches and uprisings turning violent to robbers failing to rob a store at gunpoint, it shows how unfolding situations can override our motivations and strategies and how emotions and culture, as well as rational thinking, still play a part in these events. The first chapters study protest violence in Germany and the United States from 1960 until 2010, taking a detailed look at what happens between the start of a protest and the eruption of violence or its peaceful conclusion. They compare the impact of such dynamics to the role of police strategies and culture, protesters’ claims and violent motivations, the black bloc and agents provocateurs. The analysis shows how violence is triggered, what determines its intensity, and which measures can avoid its outbreak. The book explores whether we find similar situational patterns leading to surprising outcomes in other types of small- and large-scale events: uprisings turning violent, such as Ferguson in 2014 and Baltimore in 2015, and failed armed store robberies.

This chapter reviews the degree to which empirical evidence demonstrates that families influence youth delinquency. Because they are most likely to be emphasized in life-course theories, this chapter focuses on parenting practices such as parental warmth and involvement, supervision and discipline of children, and child maltreatment. It also summarizes literature examining the role of children's exposure to parental violence, family criminality, and young (teenage) parents in affecting delinquency. Because life-course theories are ideally tested using longitudinal data, which allow examination of, in this case, the impact of parenting practices on children's subsequent behaviors, this chapter focuses on evidence generated from prospective studies conducted in the United States and other countries. It also discusses findings from experimental studies designed to reduce youth substance use and delinquency by improving the family environment.

ABSTRACTThe “safety case” approach has been developed to address the issue of evaluating the performance of a geologic repository in the face of the large uncertainty that results for evaluations that extend over hundreds of thousands of years. This paper reviews the concept of the safety case as it has been defined by the international community. We contrast the safety case approach with that presently used in the U.S. repository program. Especially, we focus on the role of uncertainty quantification. There are inconsistencies between the initial proposal to dealing with uncertainties in a safety case and current U.S. practice. The paper seeks to better define the safety case concept so that it can be usefully applied to the regulatory framework of the U.S. repository program.
