Legal Issues Surrounding Connected Government Services

Recent technological advances have led to a knowledge-driven economy, where we expect and need information accessible from anywhere. Connected Government (c-government) enables governments to communicate through technology with their citizens and other governments. The use of ICT and emerging technologies has made this relationship much more effective. Although, most research is focused towards infrastructures and flexible services provision, form, there is a need for a layer of legal regulations to be followed. Legal issues can further aid in the provision of transparency, data confidentiality and encryption techniques. This is where Cloud Computing infrastructures can play an important role. This chapter looks into the Cloud infrastructure and discusses how Clouds are being used for connected government services, while further extending the discussion by looking at the legal issues surrounding the use of Clouds, particularly focusing on the UK G-Cloud as a case study.

The purpose of this chapter is to identify and analyze the challenges of creating new software in the public cloud due to legal regulations. Specifically, this chapter explores how the Sarbanes-Oxley Act (SOX) will indirectly affect the development and implementation process of cloud computing applications in terms of software engineering and actual legality of said software solutions. The goal of this chapter is twofold - to bring attention to the need for specific analysis of legal issues in public clouds (as opposed to general analysis), and to illustrate the need for cloud developers to address legal constraint while creating their platforms, in order to increase their viability in the corporate environment.

AbstractThe increasing availability and decreasing cost of high-throughput sequencing has transformed academic medical microbiology, delivering an explosion in available genomes while also driving advances in bioinformatics. However, many microbiologists are unable to exploit the resulting large genomics datasets because they do not have access to relevant computational resources and to an appropriate bioinformatics infrastructure. Here, we present the Cloud Infrastructure for Microbial Bioinformatics (CLIMB) facility, a shared computing infrastructure that has been designed from the ground up to provide an environment where microbiologists can share and reuse methods and data.DATA SUMMARYThe paper describes a new, freely available public resource and therefore no data has been generated. The resource can be accessed at http://www.climb.ac.uk. Source code for software developed for the project can be found at http://github.com/MRC-CLIMB/I/We confirm all supporting data, code and protocols have been provided within the article or through supplementary data files.IMPACT STATEMENTTechnological advances mean that genome sequencing is now relatively simple, quick, and affordable. However, handling large genome datasets remains a significant challenge for many microbiologists, with substantial requirements for computational resources and expertise in data storage and analysis. This has led to fragmentary approaches to software development and data sharing that reduce the reproducibility of research and limits opportunities for bioinformatics training. Here, we describe a nationwide electronic infrastructure that has been designed to support the UK microbiology community, providing simple mechanisms for accessing large, shared, computational resources designed to meet the bioinformatic needs of microbiologists.

The emergence of big data has caused various challenges to data management lifecycle including storage, processing, sharing, and applications. During the same time frame, the fast development in cloud computing provides increased efficiency in computing support that address these challenges. However, there are issues in big data and cloud computing management which include security concerns, data fragmented, and distrust in using clouds that could become the roadblock to e-government services success. Although ensuring data management has been the responsibility of providers in the public sector, this issue seems to be unavoidable. In such circumstances, initiatives from the public sector agencies are crucial to ensure data is effectively managed. This research in progress aims to investigate how the public sector agencies in Terengganu manage data to improve the e-government performance. The research uses the interpretive research paradigm and adopts the qualitative research methodology using a case study design. A single case of a public sector which utilizes big data and cloud computing within the e-government platform is selected as the case for this research. The findings of this research are expected to be used in developing a framework of big data and cloud computing management which will assist in providing reliable and accurate information to citizens within the e-government environment.

Today the volume of healthcare data generated increased rapidly because of the number of patients in each hospital increasing.  These data are most important for decision making and delivering the best care for patients. Healthcare providers are now faced with collecting, managing, storing and securing huge amounts of sensitive protected health information. As a result, an increasing number of healthcare organizations are turning to cloud based services. Cloud computing offers a viable, secure alternative to premise based healthcare solutions. The infrastructure of Cloud is characterized by a high volume storage and a high throughput. The privacy and security are the two most important concerns in cloud-based healthcare services. Healthcare organization should have electronic medical records in order to use the cloud infrastructure. This paper surveys the challenges of cloud in healthcare and benefits of cloud techniques in health care industries.

A lot of research has been done in the field of cloud computing in computing domain.  For its effective performance, variety of algorithms has been proposed. The role of virtualization is significant and its performance is dependent on VM Migration and allocation. More of the energy is absorbed in cloud; therefore, the utilization of numerous algorithms is required for saving energy and efficiency enhancement in the proposed work. In the proposed work, green algorithm has been considered with meta heuristic algorithms, ABC (Artificial Bee colony .Every server has to perform different or same functions. A cloud computing infrastructure can be modelled as Primary Machineas a set of physical Servers/host PM1, PM2, PM3… PMn. The resources of cloud infrastructure can be used by the virtualization technology, which allows one to create several VMs on a physical server or host and therefore, lessens the hardware amount and enhances the resource utilization. The computing resource/node in cloud is used through the virtual machine. To address this problem, data centre resources have to be managed in resource -effective manner for driving Green Cloud computing that has been proposed in this work using Virtual machine concept with ABC and Neural Network optimization algorithm. The simulations have been carried out in CLOUDSIM environment and the parameters like SLA violations, Energy consumption and VM migrations along with their comparison with existing techniques will be performed.

 Cloud computing is the buzz word in today’s Information Technology. It can be used in various fields like banking, health care and education. Some of its major advantages that is pay-per-use and scaling, can be profitably implemented in development of Enterprise Resource Planning or ERP. There are various challenges in implementing an ERP on the cloud. In this paper, we discuss some of them like ERP software architecture by considering a case study of a manufacturing company.
