Bridging the Digital Divide

Dale Spender compares the contemporary growth of digital information (due to computer technology) with the centuries-old growth of written information (due to the printing press), which inspired a tremendous social revolution. Today, digital information has the potential to inspire a similar social revolution, if we all have access as users and creators of information technology. Some have described the gap between those with power to use and create digital information and those who do not as a “digital divide.” How can we use the potential of information technology to birth a new social revolution on a global scale? How can we bridge the digital divide? The answers lie in a reevaluation of science and technology to include us all. This chapter explores the problem from a feminist perspective and proposes a variety of solutions.

Virtualization in learning provides a barrier between students and lectures. The existence of a digital partitioncreating a boundary that gives freedom of students to collect data and information. Previous studies haveshown the low engagement on students in completing online learning courses. Although there are still weaknesses,the implementation of online learning is a necessity. Students who will use this online learning aregeneration Z. They were born in the period of 1997-2012 when computer technology and the internet haddeveloped. They are more familiar with the concept of digital information technology before getting to know theconcept of school. This generation is also referred to as digital natives. This research uses literature studiesand surveys on digital generation in relation to their digital activities. The results of this study are expected tobe one source of understanding the behavior of Generation Z as the basis of developing online learningmaterials.


In this age of digital revolution, one of the most significant inequalities that prevail across all social and economic groups is the gender divide. The limitation, obstacle and challenges faced by the women across the globe prevent them to access and use the information technology. There is an underrepresentation of women in the decision-making structures in the digital information society, where they are considered as technophobic, wherein the plans and policies were gendersensitive. The constraining elements in relation to women’s usage of technology lie in the socio-economic and cultural barriers laid down by society. Gender bias-ness exists in the attitude of using information technology. The cultural norms forbid women’s interaction with the outside society which restricts them from the usage of ICT. In addition, the disparity in the education and income sectors, social class and geographic locations cast a shadow in the usage of the ICT. But a contradictory situation exists in the present postmodern society, where women are gaining education and income opportunity, where ICT as a digital tool has enabled them to overcome this long-lasting inequality, contribute in the community building and decision-making process. It has provided them with the freedom of interaction and shares their opinions and gathers information across the information society. But the United Nation World Summit on the Information Society (2003-2005, 2017) highlighted that gender digital divide still persist in the society. Like so, the question remains whether the gender digital divide is hype or reality? So, this paper will try to examine the gender divide existing in this digital information society.

Recently, Information technology develops rapidly. It is possible for us to get some informationquickly, properly and efficiently. The information technology also has many advantages fo r people. Theneed for information is increasing according to the need of its users. This proves that informationtechnology can make our job easier and it can help us to save our time particularly for the job thatrelated to information and data processin g. With the increasing use of computer technology today, italso brings up some problems. One of them is security and confidentiality problem which is animportant aspect in an information system. Data security is an important thing in maintaining theconf identiality of particular data that only can be known by those who have right. RC6 is a symmetrickey algorithm which encrypts 128 bit plaintext blocks to 128 bit ciphertext blocks. The encryptionprocess involves four operations which is the critical arit hmetic operation of this block cipher. As alegal state, Indonesia has issued a regulation in a form of laws governing information and electronictransaction or commonly referred to UU ITE. Besides, Islam is a religion that comprehensively givesthe guidan ce of life for people. Islam has provided guidance in the various fields ranging from social,politics, economics and various other fields.

Bridging the gap of the digital divide can play an important role in education, employment and economic growth of any country. The present study attempts to examine and analyze the digital divide status of the Gulf Cooperation Council (GCC) countries compared with countries of the Association of Southeast Asian Nations (ASEAN) and other Arab countries. It uses 19 indicators of four factors adapted from The Global Information Technology Report 2009–2010 to measure the digital divide. Findings of the study indicated that GCC countries have a better ICT infrastructure than the ASEAN and other Arab countries. Similarly, the results of the study revealed that GCC nations have more ICT users than the ASEAN and other Arab countries. However, the study found no significant differences among these groups of countries in regard to government support and usage of ICT. Findings of the Analysis of Variance (ANOVA) show that, across the three groups of countries, the influence of ICT infrastructure is consistently significant in narrowing the digital divide. The regression results also prove a significant relationship between government support for ICT and government usage of ICT.

The computer technology has incredibly increased. Computer software and hardware compete to meet the customer's needs. The research intends to spread the knowledge of information technology, specifically, on the artificial intelligence. The concept of artificial intelligence is adopting and imitating human form, character, and habit which to be implemented on the computer. Using natural approach, the research aims to investigate whether artificial intelligence (AI) will produce the duplication of God's creation. Another important reason of other reseaches on AI is to create a computer which is smart and able to understand human brain working system. Hence, AI has been designed into more practical with faster CPU, cheaper mass memory, and sophisticated software tool. The concept of integrating AI science or collaborative art among sub-fields of technology will stimulate and lead to further AI researches, and it will be an interesting topic for AI researchers for developing AI technology in the future.

The Bridging Digital Divide (BDD) Program initiated by the Malaysian government in 1999 has successfully introduced the Information Technology (IT) to the rural communities particularly in Malaysia. The computers and internet connections are available almost at every part ofMalaysia including those in the remote areas. However; to have a real impact of technology on people slives, the effort has to go beyond the infrastructures and technology literacy programs and awareness. Having information available suit to the needs of the local community will bring greater impact ofthe technology to them. Nevertheless, the new approaches need to be introduced to make the effort less costly. Some of the Digital Divide programs require proper coordination with other projects. Coordination with the responsible agencies in providing power utilities and road infrastructures is essential to make such expensive digital divide program more cost effective·and give greater impact to the community. Thus, this paper will provide numerous suggestions on the improvement in providing greater benefits; both the users and the project implementers. Besides, this paper will also discuss on the need of local content in local language with self-sustained nature. lt further highlights the importanceof having basic infrastructure such as electricity and road accessibility that may have influence over the success of BDD program.
