In earlier chapters we have presented the main information and communication technologies and applications that can be used to implement functionalities of the Market of Resources, namely Internet technology, Agent technology, Internet-based marketplaces, etc., and standards for integrability. Electronic Marketplaces aggregate a set of technologies able to respond to some of the requirements of the Market of Resources, which can be complemented with other technologies. This chapter introduces some technology that can support the development of the Market of Resources and discusses its utilisation, as well as presents a prototype developed to demonstrate the operation of some functions of the Market of Resources. This prototype is used later, in Chapter X, in the analytical simulation of the Market of Resources performance.

Ambient Intelligence (AmI) promotes the integration of Information and Communication Technologies (ICT) in daily life in order to ease the execution of everyday tasks. In this sense, education becomes a field where AmI can improve the learning process by means of context-aware technologies. However, it is necessary to develop new tools that can be adapted to a wide range of technologies and application scenarios. Here is where Agent Technology can demonstrate its potential. This chapter presents CAFCLA, a multi-agent framework that allows developing learning applications based on the pedagogical CSCL (Computer-Supported Collaborative Learning) approach and the Ambient Intelligence paradigm. CAFCLA integrates different context-aware technologies so that learning applications designed, developed, and deployed upon it are dynamic, adaptive, and easy to use by users such as students and teachers.

E-Government and e-Democracy system development is enabled by Internet technology. The implementation of Information and Communication Technologies (ICTs) accelerates the transformation of government institutions and their methods of operations. The use of ICTs at municipality institutions not only opens up possibilities for improving services to citizens and businesses, but also increases their involvement in local community governance. The general objective of this chapter is to reveal, at the municipality level, the opportunity for local community development and stronger citizen involvement in governing processes (e-Democracy). The chapter aims to present the new sources of knowledge, particularly through the involvement of individuals in local government development. The chapter aims to understand challenges in developing open information infrastructures that support municipality innovation and development. The chapter utilizes extensive literature reviews and the analysis of the content of selected e-Government portals to inform its positions.

This paper discusses recent uses of information and communication technologies (ICTs) in fostering Internet-based projects for learning English as a Foreign Language (EFL) at the Faculty of Foreign Languages in Yakutsk State University, Russia.  It covers the authors’ experiences integrating   distance education and creating educational resources within the Moodle LMS and wiki projects based on Web 2.0 social networking technologies. Also it discusses our international project, Net-based Course Development: English through Digital Storyline, in cooperation with the University of Tromsø, Norway.

The accelerated dynamic development of information and communication technologies has led to significant changes in the functioning of the tourist sector and in the behavior of the tourists themselves. Modern technologies have imposed a new pace of operation of tourist subjects that with easier and closer access to end consumers and will offer a unique and new tourism product. Today tourists have the opportunity before the trip to get informed and get acquainted with distant and exotic tourist destinations, the way of reservation, travel, etc., which are of great interest. Internet technology has contributed to drastic changes in the notions of spatial distance and thus created a totally different mode of communication that is very different and superior to all that has ever been. With the development of new modern communications and technologies the interconnections between travel, the other economic sectors and society as a whole have become far more integrated. The tourism value is perceived by linking entities inside and outside the tourism sector in various combinations to create and exploit new opportunities. Tourists have a primary role in using social networking sites and mobile media in search of travel information and product purchases. In recent decades, the number of tourist trips has increased significantly as a result of the growing supply of tourist products and services. The important role of motivation in tourism is seen in the continuous increase in the number of tourist trips which on the other hand are very important for future development and places to visit. The added value to be extracted from tourism incentives driven by tourism motives lies in innovation, positioning, cultural links, international trade and exchange, social support, education, learning support for local communities, and so on. The application of social networks and technologies as smart phones have proven to be powerful tools in these efforts, as well as the desire to participate, the capacity to face challenges. Seeking new, unique experiences means trying new ways of living, eating and sleeping, discovering unfamiliar cultures or joining other people en masse at major events. This desire to gather, share intense experiences and learn creates the conditions for tourists to develop tolerance, cultural awareness and a better understanding of international relations.

The development of Information and Communication Technologies (ICT) brings about considerable changes in the ways public administration provides information and delivers services to citizens, businesses, and other public administration systems. This chapter reviews the application of ICT in the provision of public administration services. e-Government tools have been introduced in various countries in the world and enabled the strengthening of existing public administration services and the activation of innovative ones. m-Government tools, which are related to the emergence and diffusion of Internet mobile technology and devices, allow both overcoming infrastructure deficits and providing innovative services, which are particularly sensitive to users' context conditions. Finally, l-Government tools—i.e., ubiquitous, seamless, user-centric, and automated application of Internet technology to public administration services—have the potential to further redefine the terms of access of users to public administration services and to enhance the ties among citizens, businesses, and the government.

This paper presents a new kind of educational consulting � remote consulting. In education system remote consulting is a way tonot only get quality services, but also gain skills of using means of information and communication technologies. Introducing innovations into education forces a specialist to develop new competencies, implementing the concept of "education through life";this leads to the need to find new learning technologies and ways of learning. The author proposes to study forms of synchronous (webinar, e-conference, Skype, etc.) and asynchronous (e-mail, e-conference, etc.) remote consulting. The researchrevealed that the use of remote consulting by means of internet technology significantlyextends user�s capability to acquire knowledge.

The context of this study is Internet user behaviour among young people, at a time when information and communication technologies (ICT) are rapidly transforming how individuals behave in the online environment. The intention is to provide a snapshot of Internet user behaviour, with particular reference to social networking, in order to further our understanding of the various activities pursued by young Internet users in a non-Anglophone perspective. The study uses survey method to gather data on the thoughts, experiences and behaviours of young Internet users in order to explain their online routine activities. The findings reveal the extent to which certain national differences are indeed apparent when using the Internet, suggesting that the widespread adoption of Internet technology has not generated ‘standardised' Internet user behaviour.
