This exploratory study examines civic engagement with e-government via Web sites. It provides an analytical framework that integrates both the supply and demand sides of citizen interaction with e-government. In modeling three dimensions of online civic engagement (government information access, service transactions, and contributing to government policy-making processes), the study framework incorporates a number of variables, including political activism, civic involvement, perceived benefits and difficulties, information channels, and demographic characteristics. Based on a national sample of Internet users, the study highlights the importance of the supply side (availability of e-government) for promoting civic engagement. Furthermore, political activism is found to be positively related to accessing government policy information and contributing to policy-making processes. The study results also confirm the significant impact of perceived benefits in fostering online civic engagement. Future research can benefit from this study by utilizing a more comprehensive model, treating various dimensions of online engagement separately, and conducting an in-depth analysis of the elements of perceived benefits.

The core issue for this study concerns less the social than the political consequences of the rise of knowledge societies; in particular, the capacity of the Internet for strengthening democratic participation and civic engagement linking citizens and government. To consider these issues, Part I summarizes debates about the impact of the Internet on the public sphere. The main influence of this development, as it is theorized in a market model, will be determined by the “supply” and “demand” for electronic information and communications about government and politics. Demand, in turn, is assumed to be heavily dependent upon the social characteristics of Internet users and their prior political orientations. Given this understanding, the study predicts that the primary impact of knowledge societies in democratic societies will be upon facilitating cause-oriented and civic forms of political activism, thereby strengthening social movements and interest groups, more than upon conventional channels of political participation exemplified by voting, parties, and election campaigning. Part II summarizes the sources of survey data and the key measures of political activism used in this study, drawing upon the 19-nation European Social Survey, 2002. Part III examines the evidence for the relationship between use of the Internet and indicators of civic engagement. The conclusion in Part IV summarizes the results and considers the broader implications for governance and democracy.

PurposeThe purpose of this paper is to assess the organisational readiness of small and medium scaled hotels to serve indigenous local cuisines and to segment the hotel properties for gastronomic tourism campaigning and destination marketing aims. The study also explores how the concept of organisational readiness relates to menu decision makers’ intentions, perceived benefits and organisational characteristics.Design/methodology/approachOrganisational readiness was measured by three dimensions (culture, climate and capacity). Data were derived from a survey of primary menu decision makers from 187 hotels in Ghana. Using a combination of hierarchical and non-hierarchical (K-means) algorithms, the hotels were clustered into homogenous groups based on the original raw scores of hotel readiness indicators. The resultant cluster solution was then validated and profiled against relevant external variables.FindingsAnalyses reveal three clusters which distinguish hotels by the degree of readiness to serve indigenous local dishes. The resultant segments differ by hotel category (star rating) as well as by the job positions and perceptions of primary menu decision makers. Unexpectedly, lower class hotels displayed significantly greater levels of organisational readiness to serve indigenous cuisines than those in the higher class category.Research limitations/implicationsThe study demonstrates that organisational readiness is related to perceived benefits and intentions. Among others, the findings advance the understanding of organisational readiness in hotels in the context of menu decision-making. Given the need to embed new practices in a fast-changing hospitality environment, insights drawn could also serve as a basis for future research. Generalisability of empirical findings may be limited by the socio-economic context as well as the study’s focus on small and medium scaled hotels.Practical implicationsThis paper supports hotel businesses in understanding the concept of organisational readiness and its relation to organisational characteristics and menu decision-making. By highlighting the different clusters of hotels, the findings accentuate the need for destination marketers and gastronomic tourism campaigners to target higher classed hotels and draw attention to the potential benefits of serving indigenous cuisines while addressing latent concerns. The results further underscore the role of organisational culture and the necessity for such campaign activities to be directed towards those with ample influence within the hierarchical structures of hotels.Originality/valueThis is an initial attempt to examine the application of the organisational readiness concept to menu decision-making in hotels and to explore the implications for segmentation purposes. Further analysis revealed the critical role of organisational culture on menu decision-making patterns. Thus, the paper applies an important element of organisational development theory to the hotel industry and represents a valuable contribution to the scant literature on indigenous cuisines in hotel food service contexts.

This article proposes a theoretical framework for how critical digital literacy, conceptualized as incorporating Internet users’ utopian/dystopian imaginaries of society in the digital age, facilitates civic engagement. To do so, after reviewing media literacy research, it draws on utopian studies and political theory to frame utopian thinking as relying dialectically on utopianism and dystopianism. Conceptualizing critical digital literacy as incorporating utopianism/dystopianism prescribes that constructing and deploying an understanding of the Internet’s civic potentials and limitations is crucial to pursuing civic opportunities. The framework proposed, which has implications for media literacy research and practice, allows us to (1) disentangle users’ imaginaries of civic life from their imaginaries of the Internet, (2) resist the collapse of critical digital literacy into civic engagement that is understood as inherently progressive, and (3) problematize polarizing conclusions about users’ interpretations of the Internet as either crucial or detrimental to their online engagement.

Abstract Despite a century of efforts to constrain money in American elections, there is little consensus on whether campaign finance regulations make any appreciable difference. Here we take advantage of a change in the campaign finance regulations of half of the U.S. states mandated by the Supreme Court’s Citizens United decision. This exogenously imposed change in the regulation of independent expenditures provides an advance over the identification strategies used in most previous studies. Using a generalized synthetic control method, we find that after Citizens United, states that had previously banned independent corporate expenditures (and thus were “treated” by the decision) adopted more “corporate-friendly” policies on issues with broad effects on corporations’ welfare; we find no evidence of shifts on policies with little or no effect on corporate welfare. We conclude that even relatively narrow changes in campaign finance regulations can have a substantively meaningful influence on government policy making.

Worldwide, active aging policy calls for greater participation of senior citizens in the social, economic, and political realms. Despite emerging evidence of initiatives engaging senior citizens in social activities, little is known about the use of participatory approaches in the design and/or implementation of policies that matter to older citizens. This article identifies initiatives facilitating the civic participation of older people in policy-making in European Union member and associate states, drawing on a review of the literature, consultation of national policy experts, and exemplary case studies. Four main patterns of senior civic participation are identified: adopting consultative or co-decisional participatory approaches in policy design or policy implementation. The four are represented to varying degrees at different geographical levels (national, regional, local), with different actor configurations (appointed, elected/nominated, corporate representation), and with varying degree of institutionalization (temporary/permanent). Case studies illustrate approaches taken to enhance the quality and effectiveness of public services for senior citizens. Future research should strengthen this line of enquiry to cast further light on conditions facilitating the civic participation of senior citizens.

AbstractThis paper provides an overview of the features of caregiver input that facilitate language learning across early childhood. We discuss three dimensions of input quality: interactive, linguistic, and conceptual. All three types of input features have been shown to predict children's language learning, though perhaps through somewhat different mechanisms. We argue that input best designed to promote language learning is interactionally supportive, linguistically adapted, and conceptually challenging for the child's age/level. Furthermore, input features interact across dimensions to promote learning. Some but not all qualities of input vary based on parent socioeconomic status, language, or culture, and contexts such as book-reading or pretend play generate uniquely facilitative input features. The review confirms that we know a great deal about the role of input quality in promoting children's development, but that there is much more to learn. Future research should examine input features across the boundaries of the dimensions distinguished here.
