The features of the development of data collection systems within the Information Processing Center (IPC) of the Geophysical Survey of the Russian Academy of Sciences (GS RAS) are presenting. Historical information is given, including technical details related to the systematization of the archive and the evolution of geophysical data formats. The historical, territorial features, as well as the experience of deploying such information systems within the Federal Research Center of the Unified State Social Service of the Russian Academy of Sciences and abroad are taken into account. A new concept of building an information system is proposed, which takes into account the requirements for scalability, reproducibility at various objects and the use of standard software. A lot of work was done to form a homogeneous archive of waveforms and an inventory of metadata for seismic stations, which resulted in the possibility of including the GS RAS in the international centers for processing geophysical information based on FDSN. Creation of a distributed collection and processing system using a cloud service allows abstracting from the territorial features of collecting and storing geophysical information, which increases the performance of the data access service and the degree of technical readiness of key system nodes.

The case comment concerns the Judgement of the EU Court of Justice of 15 September 2020 of Telenor Magyarország Zrt. v Nemzeti Média – és Hírközlési Hatóság Elnöke (Joined Cases C-807/18 and C-39/19). This first judgment of the EU Court of Justice under the Regulation 2015/2120 provided clarity on the interpretation and application of Article 3(2) and Article 3(3) of said Regulation, generally in line with BEREC’s position known since 2016. In the opinion of the EU Court of Justice, commercial practices of providers of Internet access service, and agreements these providers conclude with end users are not prohibited per se if they involve ‘zero tariffs’. However, traffic management measures that slow down or block Internet traffic not subject to the ‘zero tariff’ once an end user’s data volume has been exhausted are incompatible with Article 3(3) of Regulation 2015/2120. To establish such incompatibility, no assessment of the influence of those traffic management measures on the exercise ofend users’ rights is required. However, such an assessment – involving an analysis of the markets for Internet access services, and for Internet content – would be necessary if a national regulatory authority wanted to establish incompatibility of the conduct of a provider of Internet access services with Article 3(2) of Regulation 2015/2120.

Data on betting percentages, both in terms of number of bets and actual money wagered, is still difficult to find.  Sports Action Network, in their premium access service, does provide this data in terms of both number of bets and money bet.  For the2020 NFL season, it was found that the balanced book could be rejected as bettors were shown to prefer road favorites, big favorites, and the over at the highest totals.  Allowing this imbalance in the sides market appeared profitable for the book as the underdog won more often than implied by efficiency, while totals were evenly split.

BackgroundOnline contraception services increasingly provide information, clinical assessment and home-delivered oral contraceptives (OCs). Evidence is lacking on the effects of online contraceptive service use on short-term contraceptive continuation.MethodsCohort study comparing contraceptive continuation between new users of a free-to-access online OC service in South East London with those from other, face-to-face services in the same area. Online questionnaires collected data on participants’ sociodemographic characteristics, motivations for OC access, service ratings, OC knowledge and contraceptive use. Contraceptive use in the 4-month study period was measured using health service records. Unadjusted and multivariable logistic regression models compared outcomes between the online service group and those using other services.ResultsOnline service-users (n=138) were more likely to experience short-term continuation of OCs compared with participants using other services (n=98) after adjusting for sociodemographic and other characteristics (adjusted OR 2.94, 95% CI 1.52 to 5.70). Online service-users rated their service more highly (mean 25.22, SD 3.77) than the other services group (mean 22.70, SD 4.35; p<0.001), valuing convenience and speed of access. Among progestogen-only pill users, knowledge scores were higher for the online group (mean 4.83, SD 1.90) than the other services group (mean 3.87, SD 1.73; p=0.007). Among combined oral contraceptive users, knowledge scores were similar between groups.ConclusionsFree-to-access, online contraception has the potential to improve short-term continuation of OCs. Further research using a larger study population and analysis of longer-term outcomes are required to understand the impact of online services on unintended pregnancy.

Background More than 1 billion peripheral vascular access devices are inserted annually worldwide with potential complications including infection, thrombosis, and vasculature damage. Vasculature damage can necessitate the use of central catheters, which carry additional risks such as central catheter–associated bloodstream infections. To address these concerns, one institution used expert nurses and a consult request system with algorithms embedded in the electronic medical record. Objectives To develop a uniform process for catheter insertion by means of a peripheral vascular access service dedicated to selecting, placing, and maintaining all inpatient peripheral catheters outside of the intensive care units. Methods Descriptive analysis and χ2 analysis were done to describe the impact of the peripheral vascular access service. Results In 2018, 6246 consults were reviewed. Of these, 26% did not require vascular access. Similarly, in 2019, 7861 consults were reviewed, and 35.3% did not require vascular access. Use of central catheters decreased from 21% in 2017 to 17% in 2018 and 2019. Conclusions The peripheral vascular access service allowed patients to receive appropriate peripheral vascular access devices and avoid unnecessary peripheral catheter placements. This may have preserved patients’ peripheral vasculature and thus prevented premature central catheter placement and contributed to an overall decrease in central catheter days. With the peripheral vascular access service, peripheral vascular access devices were selected, placed, and maintained by experts with a standardized process that promoted a culture of quality and patient safety.

In this paper, we explore how a rotary-wing unmanned aerial vehicle (UAV) acts as an aerial millimeter wave (mmWave) base station to provide recharging service and radio access service in a postdisaster area with unknown user distribution. The addressed optimization problem is to find out the optimal path starting and ending at the same recharging point to cover a wider area under limited battery capacity, and it can be transformed to an extended multiarmed bandit (MAB) problem. We propose the two improved path planning algorithms to solve this optimization problem, which can improve the ability to explore the unknown user distribution. Simulation results show that, in terms of the total number of served user equipment (UE), the number of visited grids, the amount of data, the average throughput, and the battery capacity utilization level, one of our algorithms is superior to its corresponding comparison algorithm, while our other algorithm is superior to its corresponding comparison algorithm in terms of the number of visited grids.

Background The presence of COVID-19 has led to the disruption of health systems globally, including essential reproductive, maternal, newborn and child health (RMNCH) services. This study aimed to assess the challenges faced by women who used RMNCH services in Nigeria’s epicentre, their satisfaction with care received during the COVID-19 pandemic and the factors associated with their satisfaction. Methods This cross-sectional survey was conducted in Lagos, southwest Nigeria among 1,241 women of reproductive age who had just received RMNCH services at one of twenty-two health facilities across the primary, secondary and tertiary tiers of health care. The respondents were selected via multi-stage sampling and face to face exit interviews were conducted by trained interviewers. Client satisfaction was assessed across four sub-scales: health care delivery, health facility, interpersonal aspects of care and access to services. Bivariate and multivariate analyses were used to assess the relationship between personal characteristics and client satisfaction. Results About 43.51% of respondents had at least one challenge in accessing RMNCH services since the COVID-19 outbreak. Close to a third (31.91%) could not access service because they could not leave their houses during the lockdown and 18.13% could not access service because there was no transportation. The mean clients’ satisfaction score among the respondents was 43.25 (SD: 6.28) out of a possible score of 57. Satisfaction scores for the interpersonal aspects of care were statistically significantly lower in the PHCs and general hospitals compared to teaching hospitals. Being over 30 years of age was significantly associated with an increased clients’ satisfaction score (ß = 1.80, 95%CI: 1.10–2.50). Conclusion The COVID-19 lockdown posed challenges to accessing RMNCH services for a significant proportion of women surveyed. Although overall satisfaction with care was fairly high, there is a need to provide tailored COVID-19 sensitive inter-personal care to clients at all levels of care.

The need for reliable and flexible wireless networks has significantly increased in recent years, according to the growing reliance of an enormous number of devices on these networks to establish communications and access service. Mobile Ad-hoc Networks (MANETs) allow the wireless network to establish communications without the need for infrastructure by allowing the nodes to deliver each other’s packets to their destination. Such networks increased flexibility but require more-complex routing methods. In this study, we proposed a new routing method, based on Deep Reinforcement Learning (DRL), that distributes the computations in a Software Defined Network (SDN) controller and the nodes, so that, no redundant computations are executed in the nodes to save the limited resources available on these nodes. The proposed method has been able to significantly increase the lifetime of the network, while maintaining a high Packet Delivery Rate (PDR) and throughput. The results also show that the End-to-End delay of the proposed method is slightly larger than existing routing methods, according to the need for longer alternative routes to balance the loading among the nodes of the MANET.
