Managing Information Technology Component of Knowledge Management

Information technology and social-cultural, organizational variables are considered major components to support knowledge processes in knowledge management. These components have to be carefully managed and be supported in balanced proportion for organization to create and retain greater value from their core competencies. The peculiar situation of developing countries, where there is lack of adequate information technology infrastructure, emphasizes the importance of strategic management of organizational information technology. Using a case study, we discuss the possibility of outsourcing the management of the information technology in order to have more focus on the other components in knowledge management.

One of the important roles of information technology is to permit firms to manage organizational interdependence. Over the past two decades, the concept of inter-organizational information systems (IOISs) has emerged as a strategic tool for achieving competitive advantages and IOISs have been a major research theme. Many well-known examples of information systems that provide competitive advantages discussed in the literature are those of IOISs. This chapter provides the readers with a brief overview of foundational concepts, definitions, and the information technology infrastructure of IOIS. Finally, the chapter systematically classifies the IOIS literature of 192 bibliographic items into 10 subspecialties. Therefore, along with this survey of 192 bibliographic items, readers are referred to Ngai and Wat’s recent survey (Ngai & Wat, 2002) to comprehend the big picture of IOISs.

Developing and supporting knowledge management systems that seamlessly integrate with the existing information technology infrastructure is a major challenge. This development requires the functionality to locate and disseminate knowledge. An integral part of this requirement is the knowledge directory - a layered component accessible by any knowledge requester that can direct the knowledge requester to the location of the knowledge, in whichever format it may exist. This chapter discusses a client/server architecture that employs the knowledge directory to support the development and ongoing maintenance of knowledge management systems.

Teknologi Informasi saat ini sudah menjadi kebutuhan inti suatu organisasi dan bukan hanyas sebagai alat pendukung. Pemerintah daerah tetapi juga sebagai instansi pemerintahan, menjadikan Teknologi Informasi sebagai salah satu visi dan misi yang perlu dicapai. Dalam rangka mencapai good government berdasarkan Peraturan Menkominfo No. 41 Tahun 2007, dibutuhkan suatu pengelolaan TI agar dapat memastikan investasi TI menambah value dan selaras dengan tujuan instansi. Pemerintah saat ini belum memiliki prosedur dan kebijakan yang mengatur tentang pengelolaan layanan TI. Oleh karena itu penelitian ini dilakukan untuk membahas tentang service E-Transition layanan Tekologi Informasi E-Goverrment., menggunakan framework Information Technology Infrastructure Library V.3 (ITIL V.3) dengan domain Service Transition. Penelitian ini akan memberikan informasi tentang layanan (Service) dari sistem E-Government yang dapat dikterapkan di E-Government Kabupaten Karawang. Domain Service Transition ITIL V.3 ini memiliki 7 proses, yaitu transition planning and support, change management, release and deployment management, service asset and n configuration management, service valudation and testing,evaluation, dan knowledge management. E-Goverment. Tujuan dari Service Transition ini adalah memberikan layanan (Service) dari service SIMDA (Sistim Informasi Daerah) menjadi Teknologi E-Government. E-Government merupakan suatu service/layanan yang sangat penting bagi lembaga, pemerintahan sebagai suatu nilai dan tolak ukur keberhasilan penegelolaan administratif pemerintahan agar menjadi lebih baik, dan dapat mendukung pencapaian rencana strategis pemerintah untuk mencapai saran visi, misi dan tujuan lembaga tersebut, begitu halnya dengan Pemerintahan Daerah Kabupaten Karawang. Hasil dari penelitian E-Service inii adalah sebuah kebijakan TI dan 5 prosedur terkait proses-proses di ITIL yang menjadi prioritas.
