In a critical review of seven prominent flagship reports from five international organisations – the International Labour Organization (ILO), Organisation for Economic Co-operation and Development (OECD), United Nations Industrial Development Organization (UNIDO), United Nations Development Programme (UNDP) and World Bank – this article explores how the policy narratives set out during 2019 and early 2020 have characterised the major future of work challenges associated with new technologies and inequality. It identifies some similarities in viewpoints, including about the unevenness of job changes caused by new technologies and about the declining labour income share, a key measure of inequality. However, there are major points of differentiation. The ILO, OECD and UNDP express serious concerns about the interaction between new technologies and growing inequalities, on the one hand, and a rise in precarious work, concentration of corporate power and erosion of labour bargaining power on the other. Also, UNIDO emphasises the inequalities in technological capacities between developed and developing countries, which make it difficult for markets to distribute the gains from growth evenly. While the World Bank makes some concessions, it remains less open to real-world heterodox evidence about how labour markets function in society. The World Bank aside, there is a growing consensus that labour institutions around the world need to be reinvigorated in order to respond to the challenges facing the future of work.

At the fourth Cambridge conference on development problems, the role of industry was discussed by ministers, senior officials, economic advisers, and business executives, from 22 African, Asian, and Caribbean countries, the United Nations, and the World Bank. Have some, if not all, of Africa's new nations now reached the stage when it would pay them to put their biggest bets on quick industrialisation? Or must they go on putting most of their money and brains into bringing about an agricultural revolution first, before striving for industrial take-off? These questions started the conference off on one of its big themes.

The objectives of this chapter are threefold: first, to first provide a conceptual framework for understanding e-government as a set of four, interrelated dimensions of public sector change; secondly, to consider the relevance and applicability of this framework for both developed and developing nations; and thirdly, to explore the interface between domestic and transnational governance reforms in an increasingly digital era. The world in the twenty-first century needs a globally federated governance architecture, the design of which must include social, economic, political and technological considerations. This strengthened focus on transnational governance systems must also be joined by the recognition of the dysfunctional nature of the present system of bilateral international assistance programs among countries. With improved governance conditions of transparency and trust transnationally – facilitated in part by a much more politically creative and aggressive use of new technologies, the resources allocated by each country across their various recipients would serve both developing nations and the world as a whole if they were pooled and coordinated through new transnational mechanisms.

The digital divide manifests itself on the one hand in the lag in Arab world nations vis-à-vis other more developed countries and on the other hand in the existing inequalities between men and women. Although the United Nations and the World Bank publish a variety of reports on the differences between developed and developing nations, very little data is available to fully grasp the meaning of the gap between genders. In terms of information and communication technologies (ICTs), there are two distinct gaps that need to be recognized: the gap between Arab men and Arab women and the gap between Arab women and women from other nations around the world (Figure 1). Much differs in the lives of men and women. For decades, researchers have published comparative reports, attempting to explain what distinguishes men and women in socio-professional environments. According to Meyers-Levy (1989) men tend to be more comfortable with ICTs and partake more often in gaming and programming. When they use computers, women are more inclined to use them as communication tools. Given women’s presumed lack of experience with technology, their upbringing which is different from men’s, and that the studies they most often pursue are not technology-oriented, it is not surprising that women are generally less inclined to adopt new technologies. Those who nonetheless have tried their hand at browsing the Web were either witness to or victims of offensive language used during interactive discussion sessions; in some cases, they were harassed via e-mail. In order to avoid this unpleasantness, some women assumed male aliases (Herring, 2003). However, since 2000, when men and women reached parity in Web use (Rickert & Sacharow, 2000), it would appear that using the Internet is presently no more intimidating for females than for males. An abundance of other differences between men and women exist. The United Nations Development Program (UNDP) acknowledged that there does not exist a society in which women benefit from the same opportunities as men. Everywhere in the world, women are poorer, less educated, and less valued than men. These and other inequalities reduce women’s ability to take advantage of the potential benefits of ICTs and to consequently contribute to their nation’s economic and social development which is in fact facilitated by these same technologies.

While much attention is currently being devoted to solving technological challenges of the Internet, for example increasing the bandwidth on existing narrowband network platforms to overcome bottlenecks, little attention appears to be given to the nontechnical aspects. This has been a mistake in the past as human resistance to, or incompetence during, the introduction of new Information Technology (IT) often caused Information Systems (IS) to fail. By focusing on a broad range of technical and nontechnical elements early in the adoption of Internet technology, we have the opportunity to avoid the mistakes made in the past. The Internet has given rise to electronic commerce (e-commerce) through the use of the World Wide Web (Web). E-commerce, by its nature, offers enormous possibilities but in an uncontrolled environment. Therefore, for e-commerce to be accepted, trust must be established as soon as interaction with a Web site begins. In the virtual environment of the Web trust has become even more important because the parties are not in physical proximity. There are no handshakes or body language to be observed when closing a deal. Furthermore, jurisdiction is unclear. Developments on a global scale are required that provide assurance that e-commerce can be conducted in a ‘trusting’ manner.

AbstractIn the last 20 years we have moved from a somewhat idealistic vision of the internet to one that is far more nuanced and complex. Disruption and change now surround us in a more uncertain and unpredictable world (Foer, 2017; Greenfield, 2017; Lanier, 2018; O'Neil, 2016). This article examines some of the key changes in the wider world and how they may relate to the use of new technologies in second language learning. This topic is approached from three perspectives that have thus far been relatively unexplored. First, the article looks at digital literacy, a cognate field that has long been motivated by issues and concerns relating to educational technology and the classroom–world connection. Second, it considers the role and use of authentic materials and texts. Third, it contrasts notions of input and output as these terms apply to humans and machines, and as they are used in research on second language learning.The goal throughout is to highlight the benefits of increased connectivity between the wider world and the world of the language classroom. Through increased awareness and informed debate, it is hoped this will place us in a stronger position to understand and plan for the changes ahead.

In the immediate aftermath of the 1992 peace accords, El Salvador was cited frequently by the United Nations and even the World Bank as a country that, with the international community's help, effectively managed its transition from civil war to peace and reconciliation. Thirteen years later, only the US government views the Salvadoran model so favorably.
