Information and communication technologies, nanotechnologies and microelectronics are progressively challenging the current state of intellectual property rights. This is related to the economic features underlying these technologies. The directions of changes in intellectual property rights are found to require further coping with the overall chain of innovation and with the uncertainty that can be embedded in the new trends of technological development.

This article discusses the role of information and communication technologies in diplomatic relations in the modern world. In particular, special attention was paid to the diplomacy of Kazakhstan and China. In addition, the article highlights new trends in digital diplomacy in international relations that are gainingmomentum today. In this article, the author tries to analyze the main tasks and methods of information support of the diplomatic service in the context of Kazakhstan and China at the present stage. The Charter for a Global Information Society in Okinawa, ratified by the permanent members of the UN Security Council on July 22, 2000, states that «information and communication technologies are one of the most important factors in shaping society in the 21st century.» The Chinese authorities use the Internet and modern information and communication technologies not only as a means of deterring rival states, but also as an excellent opportunity to create a positive image of the country in the international arena. Under the Information Agency of the State Council of the People’s Republic of China, a special administrative office for Internet propaganda has been established. He manages and coordinates government propaganda on the Internet.

In the modern world, digital revolt has changed our way of life. Information and communication technology (ICT) is a diverse set of technological tools and resources for creating, disseminating, storing, adding value, and managing information. ICT can be a powerful catalyst for expanding women's political and social rights. Through technological capacity building, the women shall prove to be a great asset for the economic engine of the country as well. The role of women is emerging in the socio-economic, political, and physical space; therefore, their empowerment will contribute to sustainability and capacity building, which will contribute to sustainability and catastrophe risk reduction in the long run. In developing countries, especially in rural areas, women with information and communication technologies can improve their ability to cope with different situations. This study investigates the role of ICT in women empowerment, challenges of ICT use for women empowerment, the impact of women on society after ICT, and issues of ICT for women.

Keywords: IT, computer program, copyright, creative industry The article discusses the main issues regarding IP-protection in the sphere of information (information and communication) technologies — one of thelargest creative industries in Ukraine. Development and capitalization of informationtechnologies are impossible without proper legal protection of intellectual propertybecause the basis of the creative industry is the creation of creative products — goodsand services created/provided by cultural (artistic) and/or creative expression andhave high added value and are objects of intellectual property rights, which determinesthe relevance of this study.It is noted that basic types of economic activity that belong to the creative industriesare defined at the resolution of the Cabinet of Ministers of Ukraine and areaimed at creating and distributing intellectual property rights to already createdcopies (or copies) of software. It is assumed that the tax legislation of Ukraine stipulatesthat certain business transactions for the “publication” of software must be carriedout based on contracts for the supply of software and not based on contracts forthe transfer of intellectual property rights.A brief description of copyright objects in the field of information technology andthe possibilities of their legal protection, namely a computer program, databases, andwebsite, is given. It is noted that the website may combine different intellectual propertyrights.The issue of intellectual property rights distribution on the object created in connectionwith the implementation of the employment agreement (contract) and on theobject created by the order is investigated. It is concluded that the law of Ukraine.“On Stimulating the Development of the Digital Economy in Ukraine” eliminated theconflict between the Civil Code of Ukraine and the Law of Ukraine “On Copyright andRelated Rights” on the distribution of property copyrights on official works. The currentapproach to the distribution of economic copyright rights is harmonized with Europeanstandards.

If we want to convert our rural population into knowledge driven, progressive, self sufficient, self reliant, sustainable society, the role of Information and Communication Technologies (ICT’s) cannot be ignored. Timely availability information is considered as most important factor in Indian agriculture. At present ICT is the technology of this millennium. Transferring the developed technology to all end users is time-consuming and tiresome task and is often not completed due to paucity of resources and lack of manpower. In India, agriculture and rural development has gained significantly from ICT due to its widespread extension and adoption. In this era of internet, ICT is committed to provide real, timely accurate authentic information to the farmers and rural peoples.
