Development and Implementation of E-Government Services in Turkey

Development and extensive use of information and communication technologies has led to important implications for public sectors throughout the world. As a result, in governmental services, citizens have been enjoying better quality services, in an efficient and effective manner. e-government, however, is more related to “government” rather than the “e” as the technical and technological one. The challenge is to use technologies to improve the capacities of government institutions, while improving the quality of life of citizens by redefining the relationship between citizens and their government. Accordingly, this chapter focuses on e-government applications highlighted to reach a more citizen centric e-government in Turkey. Especially, two concepts of e-government, content management system and measuring citizens’ satisfaction from e-services are underlined. Therefore, after giving a theoretical background first on e-government, content management and then measuring e-services satisfaction, new developments towards these concepts are accounted.

UNESCO indicates that one of the biggest problems we face in the early twenty-first century is the abolition of differences between individuals and cultures. Intercultural education is therefore paramount. With their potential for allowing members of different countries and cultures to meet and interact, ICTs (Information and Communication Technologies) offer an interesting array of tools for tackling this matter. Argentina acknowledges the right of indigenous people to access bilingual and intercultural education, and seeks to improve teachers' skills to achieve a better quality of education that allows equal opportunities. However, the reality is that schools in the Patagonian province of Neuquén are still far from achieving this target. This article presents data on the use of ICTs in Patagonian schools, based on the opinion of students from both aboriginal and urban backgrounds. It also analyzes the relationship between students' performance and the use of technological tools.

The purpose of this paper is to analyze the integration of Information and Communication Technologies (ICT) in higher education for imparting easily accessible, affordable and quality higher education leading to the uplift of Malaysia. The focus of the paper is on the benefits that ICT integration in education can provide, right from breaking time and distance barriers to facilitating collaboration and knowledge sharing among geographically distributed students. ICT increases the flexibility of delivery of education so that learners can access knowledge anytime and anywhere. It can influence the way students are taught and how they learn as now the processes are learner driven and not by teachers. This in turn would better prepare the learners for lifelong learning as well as to contribute to the industry. We will also analyze if ICT does indeed improve or hinder the quality of learning among higher education students. This paper reports on the changing trends in use of ICTs for instruction in higher education institutions (HEIs) and discusses a mini-case study of how ICTs are being used by lecturers in one university in Malaysia.

The article explores modern information and telecommunication technologies, which are the basis of information processes in education. The fundamentals of improving the quality of student training from the point of view of the development of a vocational education system are investigated. The authors explore the definition of an innovative educational environment. It is proved that professional IT education is the basis for improving its quality level and has certain advantages over other types of knowledge, providing flexibility due to modern technological features, including the use of QR coding information.

The relationship between media and politics today is deeply entrenched in the wide use of information and communication technologies to the point that scholars speak about the emergence of hybrid media systems in which older and newer media logics combine. However, it is still unclear how the configuration of hybrid media systems changes across countries today, especially with regard to the interconnection between media and politics. In the article, we aim to develop a theoretical framework to capture such national differences. In so doing, we want to develop a heuristic device to understand whether the transformations brought about by information and communication technologies in the media and political realm also contribute to reshaping national media systems and to what extent. After outlining the main scope of the article in the ‘Introduction’ section, we discuss the theoretical framework that Hallin and Mancini developed to compare media systems across countries, and we present this framework’s main strengths and weaknesses when used as a tool for understanding the relationship between media and politics in the digital era. We then argue for the need for an updated and expanded version of such a theoretical framework: first, we update its four original dimensions (structure of media market, political parallelism, state intervention and journalistic professionalism) transversely including information and communication technologies–related indicators; second, we expand the original theoretical framework with one new dimension (grassroots participation) and the related indicators. In the ‘Conclusion’ section, we summarize our theoretical proposal and present some indicators and potential comparative data sources to assess similarities and differences of national media systems across countries. Finally, we also note two limitations of the article.

The COVID-19 virus pandemic also had a significant impact on the educational system. This article presents the results of a research aimed at examining teachers' attitudes about the quality of online teaching during the COVID-19 virus pandemic. A descriptive research method and survey technique were applied. The sample included 274 teachers from the territory of the Republic of Serbia. The presented results indicate that the largest number of teachers with online teaching met for the first time during the pandemic and that until then they had no experience with distance learning. The platforms most often used by teachers in working with students are: Google Classroom, Zoom, Edmodo, Google Meet and Microsoft Teams. Also, a large number of teachers answered that they will partially apply online teaching after the pandemic, emphasizing that contact teaching is irreplaceable and of much higher quality, because students are more engaged, prepared and committed to school obligations. Looking at it objectively, teachers most often rated the quality of online teaching during the pandemic as average, more precisely with a grade of three. Online teaching during the pandemic required great dedication and teacher engagement, as well as good management of information and communication technologies and developed digital competencies of both teachers and students. The realization of online teaching was a challenge for teachers, but also the only possibility and solution to continue and actively carry out educational work during the pandemic and emergency situation.

The focus of this chapter is to asses a new model of care in dementia, particularly Alzheimer’s Disease (AD). According with sociotechnical approaches, the authors describe a proof of concept, Information and Communication Technologies (ICT) intervention, as a technical and organizational model of robust, reliable, and efficient clinical practice to meet the medical, psychological, and social needs of AD people and their family. The authors also propose the “Identification-Recognition-Evaluation-Application Model” as process methodology in a telemedicine project. In this perspective, the technology has to be analyzed as technology-in-use, a process coming out from an ecology of specific actions and actors. Finally, the authors describe their experience of a longitudinal study in which ICT networking technologies are used to implement coping strategies, in order to improve the quality of life of AD families.

Information literacy is regarded as the basis for learning in our contemporary environment of rapid and sophisticated technological change. As information and communication technologies develop rapidly, and the information environment becomes increasingly complex, educators are recognizing the needs for learners to engage with the information environment as part of their formal learning processes. The achievement of lifelong learning and making citizens become information literate is the target of many nations as far as millennium development goals and vision 2015 are concerned. This chapter presents a literature review on information literacy and lifelong learning pointing out the relationship between the two and their benefits, and finally, the chapter makes recommendations to improve both programs.
