Predatory Open Access Journals and Attainment of Educational Sustainable Development Goals in Africa

Putting into consideration the objective of the SDG 4, it would be important to note that the provision, access, and use of information resources such as open access (OA) journals is a sine qua non for quality education in Africa. Despite its importance to the education system, open access journals have been proliferated by predatory journals. Stakeholders in the OA movement and academia claim that predatory publishing is a big problem for scientific communication and could undermine development efforts. Hence, the increasing use of predatory open access journals could affect the attainment of SDGs in Africa; hence, there is the need to raise awareness to enhance the possibility of attaining the SDGs in Africa. This chapter will among others enumerate the possible havocs predatory open access journals can create and the setbacks on the attainment of SDGs in Africa. It will also spell out the necessary prospects of curtailing these havocs and setbacks towards providing quality-based information resources such as open access journals to the education societies in Africa.

Academic publishing has been increasing greatly with the spread of open access journals and the shift to online publishing. However, authors must be aware of predatory journals and publishers while submitting their academic works for publication. Publishing in predatory journals is just a waste of efforts, money, and time as it does not add any scientific merits to the authors. The practice of predatory publishing can also damage the reputation of institutions and funding agencies. Therefore, there is an urgent need for awareness among researchers regarding predatory publishing. Local, national and international regulatory bodies should take stern actions against predatory publications while granting research funds and evaluating the researchers’ performance for job promotion and academic degrees.

Predatory journals –a debate Introduction: The Norwegian newspaper Aftenposten revealed extensive problems with predatory publishing in an article that led to headlines in Norwegian news media in August 2018. Many were concerned about how the rise of open access journals had led to the growth of publishers with uncertain peer review processes, and worried about the consequences this may have for the public trust in science. A few weeks later, the Norwegian government joined the European Coalition S, which aims to mandate researchers who receive grants from the Research Council to publish in gold open access journals.  Method: Qualitative content analysis Results: Researchers are deeply concerned about public trust in science. The debate displayed a clearly either pro and con opinions towards open access publishing, and researchers are especially concerned about the peer review process. Some actors believe there is a strong connection between open access and predatory journals. Other actors blame the international competition and pressure to publish as a cause for the rise of predatory publishing. Some actors applaud the radical transformation of scientific publishing and of the peer review process, while others fear this development. Discussion: We discuss how this may affect research support at university libraries. Coalition S faced great opposition among the majority of Norwegian researchers, while the librarians who participated in the debate were in unison positive. The challenges of predatory publishers may intensify in the years to come with the introduction of Coalition S and a radical reorganization of scientific publishing. Conclusion: The debate shows that there is a clear need for a "white list" of peer-reviewed and quality-assured publishing channels, where the Nordic list is a good start.  Librarians have special expertise on metadata formats and knowledge about information literacy that can help researchers with quality assessment.

Abstract Background Along with emerging open access journals (OAJ) predatory journals increasingly appear. As they harm accurate and good scientific research, we aimed to examine the awareness of predatory journals and open access publishing among orthopaedic and trauma surgeons. Methods In an online survey between August and December 2019 the knowledge on predatory journals and OAJ was tested with a hyperlink made available to the participants via the German Society for Orthopaedics and Trauma Surgery (DGOU) email distributor. Results Three hundred fifty orthopaedic and trauma surgeons participated, of which 291 complete responses (231 males (79.4%), 54 females (18.6%) and 5 N/A (2.0%)) were obtained. 39.9% were aware of predatory journals. However, 21.0% knew about the “Directory of Open Access Journals” (DOAJ) as a register for non-predatory open access journals. The level of profession (e.g. clinic director, consultant) (p = 0.018) influenced the awareness of predatory journals. Interestingly, participants aware of predatory journals had more often been listed as corresponding authors (p < 0.001) and were well published as first or last author (p < 0.001). Awareness of OAJ was masked when journal selection options did not to provide any information on the editorial board, the peer review process or the publication costs. Conclusion The impending hazard of predatory journals is unknown to many orthopaedic and trauma surgeons. Early stage clinical researchers must be trained to differentiate between predatory and scientifically accurate journals.

In this work we analyzed the mapping of Sustainable Development Goals in the curricular units of the undergraduate courses of the School of Social Sciences at the University of Évora. Of a total of 449 curricular units, only 374 had students enrolled in 2020/2021. The data presented refer to the 187 course units that had Sustainable Development Goals in addition to SDG4 (Quality Education) assigned to all the course units. Considering the set of curricular units, the results showed that the most mentioned objectives were those related to Gender Equality (SDG 5), Reduced Inequalities (SDG 10), Decent Work and Economic Growth (SDG 8) and Peace, Justice and Strong Institutions (SDG 16). Regarding the differences between the departments, which are also distinct scientific areas, we have observed that the Departments of Economics and Management had more objectives related to labor and economic growth, while the other departments mentioned more objectives related to inequalities, gender or other.

Purpose The purpose of this paper is to discuss the implication of copyright on access to electronic and print information resources by people with visual impairments in university libraries. The paper examines the extent to which electronic and print information resources in university libraries are accessible to people with visual impairments; the extent to which existing national/international copyright laws facilitate or hamper access to electronic and print information resources by people with visual impairments; examine challenges facing people with visual impairments in accessing electronic and print information resources; and how these challenges can be ameliorated. Design/methodology/approach The paper is based on review of empirical and theoretical literature and is underpinned by Oliver’s (1990) social model of disability. Findings The findings reveal that many university libraries the world over lack the capacity to offer an effective information service to people with visual impairments. Furthermore, the stringent copyright laws and licensing regimes for purchasing or transcribing content from one format to another make provision of information services to people with visual impairments difficult. In-university libraries are faced with various challenges in accessing electronic and print information that include among others copyright and licensing restrictions, and system design issues. Assistive technologies (ATs), enabling policies, skilled staff and facilitative copyright regimes can help ameliorate some of these barriers. Practical implications ATs, enabling policies, skilled staff and facilitative copyright regimes are key to unlocking the barriers that hinder people with visual impairments from effectively accessing print and electronic resources in university libraries. Protection of the basic rights of persons with disabilities including visual impairments, the elimination of social discrimination and bridging the accessibility gap are integral to social inclusion. This paper provides the basic information to university libraries for addressing challenges associated with access to electronic and print resources by people with visual impairments. Social implications Access to information to all including people with visual impairments in society is a basic human and moral right that every human being must enjoy. The Sustainable Development Goals’ 2030 agenda for sustainable development envisages a world of universal respect for human rights and human dignity […] equality and non-discrimination, an equitable, tolerant, open and socially inclusive world in which the needs of the most vulnerable are met (United Nations, 2015), and inclusive rights such as education, access to services (including information) and employment for people with disabilities. Originality/value This paper builds on existing literature and contributes to the growing body of knowledge on access by people with disabilities predicating on World Summit on Information Society principle and agenda 2030 on sustainable development goals.

The Sustainable Development Goals (SDGs) set aspirational objectives for governments, international organizations and other stakeholders seeking to support sustainable development to achieve by 2030 or before, as well as indicators to facilitate measurement of attainment levels. Chapter 19 is the first of three chapters exploring provisions from over 110 innovative bilateral and regional economic treaties that could facilitate achievement of certain SDGs and their associated targets, to enable countries to maximize opportunities for their economic accords to assist in effectively contributing towards achievement of the SDG targets, particularly in a time of post-pandemic economic recovery. This chapter addresses trade and investment agreements provisions relevant to a first set of SDGs which target ‘basic needs’ challenges: eradicating poverty (SDG 1); ending hunger (SDG 2); promoting health and wellbeing (SDG 3); ensuring quality education (SDG 4) and achieving gender equality (SDG 5). The chapter canvasses the requirements of each goal and provides examples of treaty provisions that address each SDG.

The United Nations Educational, Scientific, and Cultural Organization (UNESCO) aims to enhance peace, security, and sustainable development by fostering international collaboration. Based on this aim, it stands to reason that the organization ought to contribute to the UN 2030 Agenda for Sustainable Development. In this research, we examined how an important program of UNESCO, the UNESCO Chairs, contributes to the achievement of the UN Sustainable Development Goals (UN SDGs). Specifically, we studied the activities of 34 UNESCO Chairs from seven countries of the Northern Hemisphere (Germany, Iceland, Portugal, Slovenia, South Korea, Switzerland, and the United Kingdom) to assess the contribution of the chairs toward the UN SDGs. The data for this study are based on in-depth narrative interviews, and we used Hermeneutic Content Analysis, a mixed methods framework, for analysis. Our results show that, unsurprisingly, all chairs contribute to UN SDG 4 (Quality Education) and 17 (Partnerships for the Goals) based on their extensive research and teaching activities. Interestingly, their academic focal areas contribute to specific UN SDG clusters. Using Multidimensional Scaling, we analyzed the UN SDG clusters across different focal areas to reveal the implicit models of sustainability among the chairs. Our findings have implications on the limits of how UNESCO Chairs conceptualize sustainability and show how this has positive and negative consequences on their contribution toward achieving the UN SDGs.

Predatory journals are Open Access journals of highly questionable scientific quality. Such journals pretend to use peer review for quality assurance, and spam academics with requests for submissions, in order to collect author payments. In recent years predatory journals have received a lot of negative media. While much has been said about the harm that such journals cause to academic publishing in general, an overlooked aspect is how much articles in such journals are actually read and in particular cited, that is if they have any significant impact on the research in their fields. Other studies have already demonstrated that only some of the articles in predatory journals contain faulty and directly harmful results, while a lot of the articles present mediocre and poorly reported studies. We studied citation statistics over a five-year period in Google Scholar for 250 random articles published in such journals in 2014 and found an average of 2.6 citations per article, and that 56% of the articles had no citations at all. For comparison, a random sample of articles published in the approximately 25,000 peer reviewed journals included in the Scopus index had an average of 18, 1 citations in the same period with only 9% receiving no citations. We conclude that articles published in predatory journals have little scientific impact.

The United Nations plans have marked global sustainable development for more than two decades. Most of the developed and developing countries have adopted these plans to achieve the Agenda 2030, currently formed by the 17 Sustainable Development Goals (SDGs). The analysis of the interactions between the SDGs is a growing area in research and of interest for governments. However, studies on how positive correlations can improve deteriorated goals are scarce for countries to date. This study aims at filling this gap by finding and quantifying the synergies and trade-offs among the SDGs of Spain. During the years 2000–2019, almost 80% of the SDG targets had significant interactions, either positive (synergy) or negative (trade-off). SDG 4 (quality education), SDG 5 (gender Equality) and SDG 7 (affordable and clean energy) contained the largest number of positive interactions, more than 60% in all of them. SDG 3 (good health and wellbeing) was strongly linked with indicators from SDG 4 (quality education) and also SDG 6 (clean water and sanitation). Furthermore, indicators from SDG 7 (affordable and clean energy) shared a high correlation with the ones from SGD 12 (responsible consumption and production) and SDG 15 (life on land). SDG 1 (no poverty), 2 (zero hunger), 6 (clean water and sanitation), 8 (decent work and economic growth) and 11 (sustainable cities and communities) had the slowest evolution during the years 2000–2019, showing contractions in some instances. We developed a regression model to assess the influence that selected targets have had on a less evolved target (target 8.6—proportion of youth not in education, employment or training). We managed to clarify high influence from target 1.3 (unemployment compensations), target 8.4 (domestic material consumption) and target 10.5 (non-performing loans) on the dependent variable. Identifying numerical dependencies between the SDGs may help nations to develop a roadmap where targets work as cogwheel towards achieving the Agenda 2030.
