Quality Assurance of Higher Education From the Glonacal Agency Heuristic

In the era of globalization, higher education acts as a player in the game, presenting a vivid picture of how the system manifests the globalizing process of a nation. This chapter takes a critical look at quality assurance of higher education in a country, Vietnam, under the impacts of international organizations. Drawing on Marginson and Rhoades's glonacal agency heuristic, the chapter aims to argue that quality assurance has been prioritized as one of the core stepping stones for Vietnam to participate in international and regional educational space. It further explains while international organizations as global actors have set the foundation for quality assurance in Vietnam and introduced neoliberal ideas into the system including institutional autonomy, decentralization and social accountability, the national tradition of state-eccentric power, and the discrepancies among local institutions divert the quality assurance system away from such neoliberal ideas. The organizations that are the focus of the chapter include the World Bank, ASEAN, and ASEAN University Network.

Each country in the world has its own individual approaches to the quality assurance system of higher education, so the quality of educational services in each country is different. The developing countries should be guided by the standards and recommendations put forward by the world’s leading countries in the field of the assurance system of higher education in order to improve the quality of education services. The purpose of the scientific investigation is to formulate the objectives and analyze the practical aspects of functioning of the quality assurance system of higher education. In the study’s framework of the practical aspects of the higher education’s quality in European Union’s countries, the methods of general analysis have been used, including comparison and grouping; at the same time, the presentation of statistics is also demonstrated by graphical methods. The practical aspects of quality assurance of higher education in European Union’s countries have been analyzed, which is reflected in the dynamics of the number of students who have received higher education, the structure of higher education degree seeking applicants, the employment rate of graduates who have graduated from higher education institutions (Employment rates of recent graduates), the World University Rankings, the Europe Teaching Rankings, rating of the strength of the higher education system (the QS Higher Education System Strength Rankings). Proposals for ensuring the proper quality of higher education and a high level of educational services to educational institutions of the European Union have been presented.

The purpose of this paper is to bring to reflection the main influences of globalization in Brazilian higher education has occurred in the last two decades. A critical analysis of the relevant literature was made, addressing the main international organizations such as the World Bank (WB) and the Organization for Economic Cooperation and Development (OECD), as well as its main guidelines for the education. Among the aspects analyzed, it is possible to verify a convergence of the guidelines of these organizations about the importance of Higher Education for economic development and the need to link the use of public resources to quality.

This paper seeks to illustrate the implementation of Quality Assurance System of Higher Education (SPM-PT) in the Faculty of Tarbiyah and Teacher Training UIN Sunan Kalijaga Yogyakarta, with the problem of why the quality targets in the Faculty of Tarbiyah and Teacher Training  UIN Sunan Kalijaga have not been achieved and how the implementation of university quality assurance system at the Faculty of Tarbiyah and Teacher Training UIN Sunan Kalijaga. Quality assurance of  higher education in universities is the process of implementing and fulfilling the standard of management and higher education consistently and continuously, so that stakeholders (students, parents, the world of work, government, lecturers, support staff, and other interested parties) get satisfaction.   Tulisan ini berusaha menggambarkan implementasi Sistem Penjaminan Mutu Perguruan Tinggi (SPM-PT) di Fakultas Tarbiyah dan Keguruan UIN Sunan Kalijaga Yogyakarta, dengan rumusan masalah mengapa target mutu di Fakultas Tarbiyah dan Keguruan UIN Sunan Kalijaga belum tercapai dan bagaimana pelaksanaan sistem penjaminan mutu perguruan tinggi pada Fakultas Tarbiyah dan Keguruan UIN Sunan Kalijaga. Penjaminan mutu perguruan tinggi di perguruan tinggi adalah proses penerapan dan pemenuhan standar mutu pengelolaan dan pendidikan tinggi secara konsisten dan berkelanjutan, sehingga stakeholder (mahasiswa, orang tua, dunia kerja, pemerintah, dosen, tenaga penunjang, serta pihak lain yang berkepentingaan) memperoleh kepuasan.

Given that there appears to be a dichotomy within the BRICS, we focus on Russia and China, discussing recent developments in their respective Higher Educational systems, and what these changes might mean in terms of internationalization. Moreover, given that the importance of Higher Education for a balanced development is something that is now widely recognised by International Organizations, such as the World Bank and UNESCO, as well as by governments, we enquire if past and current changes in Russian and Chinese Higher Educational systems have encouraged balanced development in those countries.  ***A internacionalização do Educação Superior: algumas reflexões sobre a Rússia e China***Dado que parece haver uma dicotomia entre os países que compoe os BRICS, nos concentramos na Rússia e na China, discutindo os desenvolvimentos recentes em seus respectivos sistemas de Educação Superior e o que essas mudanças podem significar em termos de internacionalização. Education is an essential tool for human, economical, societal and technological development. When education is properly utilized and financed, learning outcomes with higher quality are achieved. Under-funding is the critical challenge facing the Nigerian higher education (NHE) system. There is considerable increase in the demand for NHE and government could no longer adequately finance it because of this increasing-demand. This paper attempts to assess the impact of international organization in NHE system. Among the key important international organizations operating in Nigerian Education (NE) are the World Bank, IMF, EU, UNICEF, UNESCO and many NGOs operating from both in and out of the country. The paper concludes by recommending that adequate consecration should be given to higher education since basic education and secondary level have so far benefitted more from the World Bank. It is also recommended that all other international organizations and other sectors should focus on impacting NHE if truly high quality education is desired for Nigerian university students.

Are international organizations autonomous actors in global politics? This paper investigates whether and how major powers influence the World Bank’s official development assistance policies. Despite the World Bank’s attempts to maintain independence from its member states, we argue that major powers are still influential. Testing this expectation with the data of official development assistance provisions between 1981 and 2017, we find that the World Bank provides a higher amount of official development assistance to the recipient countries that receive a higher amount of such assistance from the major powers such as the United States, the United Kingdom, France, Germany and Japan. In addition, the World Bank is prone to provide a higher amount of official development assistance to the recipients that have a similar preference to the major powers. This study sheds light on the relations between major powers and international organizations.

Various human rights are widely recognized in codified and customary international law. These human rights promise all human beings protection against specific severe harms that might be inflicted on them domestically or by foreigners. Yet international law also establishes and maintains institutional structures that greatly contribute to violations of these human rights: fundamental components of international law systematically obstruct the aspirations of poor populations for democratic self-government, civil rights, and minimal economic sufficiency. And central international organizations, such as the WTO, the IMF, and the World Bank, are designed so that they systematically contribute to the persistence of severe poverty.

The regulation of Portuguese Higher Education is now in a period of evolution and undergoing profound changes. The quality assurance system implemented was criticised from the beginning, raising many doubts, and was often associated with some weaknesses. The pressure put on the Portuguese government to meet quality assurance standards in the scope of European Higher Education is enormous and several reforms and policy developments show that Portugal's Higher Education system is on the move. This paper compares the regulatory models in other European countries and analyses the new Portuguese model.
