Success and Failure in Building Electronic Infrastructures in the Air Cargo Industry

Reasons behind the failure and success of large-scale information systems projects continue to puzzle everyone involved in the design and implementation of IT. In particular in the airline industry very successful (passenger reservation) systems have been built which have totally changed the competitive arena of the industry. On the cargo side, however, attempts to implement large-scale community systems have largely failed across the globe. Air cargo parties are becoming increasingly aware of the importance of IT and they understand the value that IOS could provide for the total value chain performance. However, whereas in other sectors IOSs have been very successful, there are only fragmented examples of successful global systems in the air cargo community, and the penetration of IOS in the air cargo industry is by no means pervasive. This case describes the genesis and evolution of two IOSs in the air cargo community and identifies plausible explanations that lead one to be a success and one to be a failure. The two examples are drawn from Europe and from Hong Kong SAR. The case clearly demonstrates that it was the complex, institutional and technical choices made by the initiators of the system in terms of their competitive implications that were the main causes for the systems’ fate. The case thus concludes that it was the institutional factors involved in the relationships of the stakeholders that led to the opposite manifestations of the two initiatives, and that such factors should be taken into account when designing and implementing large-scale information systems.

This paper describes three case studies of large-scale decentralized computer-based information systems, two from developing countries and one from the UK. Some reasons for their relative success and failure are analysed, and impacts on the empowerment of staff and management control are discussed. These issues are related to a simple categorization of decentralized information systems dependent on their primary purpose and the approach taken to their design and implementation. Some conclusions are drawn on future desirable approaches to the development of large-scale decentralized information systems in a developing country context, and on the possible impacts of such systems for the empowerment of different social groups.

Semarang City Public Works Department is a state-owned enterprise that works in the area of public services in the city of Semarang. Most of the technological conditions in the Public Works Department are still in manual data management, which is hampering business processes from going well. Therefore this research was conducted to design an Information System at the Semarang City Public Works Department using the Enterprise Architecture Planning (EAP) method which includes a SWOT analysis and Value Chain analysis. The existing framework in the Enterprise Architecture Planning (EAP) method can help align the data architecture and application architecture to get the expected results, which is achieving the business objectives of the City of Semarang Public Works Department so that business functions can run by the desired business processes. This research resulted in several proposals for the development of Information Systems and Information Technology in organizations including the development of several applications in the next 5 years.

The study of computing infrastructures has grown significantly due to the rapid proliferation and ubiquity of large-scale IT-based installations. At the same time, recognition has also grown of the usefulness of such studies as a means for understanding computing infrastructures as material complements of practical action. Subsequently the concept of “infrastructure” (or “information infrastructures,” “cyberinfrastructures,” and “infrastructuring”) has gained increasing importance in the area of Computer-Supported Cooperative Work (CSCW) as well as in neighboring areas such as Information Systems research (IS) and Science and Technology Studies (STS). However, as such studies have unfolded, the very concept of “infrastructure” is being applied in different discourses, for different purposes, in myriad different senses. Consequently, the concept of “infrastructure” has become increasingly muddled and needs clarification. The chapter presents a critical investigation of the vicissitudes of the concept of “infrastructure” over the last 35 years.

Achieving the CO2 reduction targets for 2050 requires extensive measures being undertaken in all sectors. In contrast to energy generation, the transport sector has not yet been able to achieve a substantive reduction in CO2 emissions. Measures for the ever more pressing reduction in CO2 emissions from transportation include the increased use of electric vehicles powered by batteries or fuel cells. The use of fuel cells requires the production of hydrogen and the establishment of a corresponding hydrogen production system and associated infrastructure. Synthetic fuels made using carbon dioxide and sustainably-produced hydrogen can be used in the existing infrastructure and will reach the extant vehicle fleet in the medium term. All three options require a major expansion of the generation capacities for renewable electricity. Moreover, various options for road freight transport with light duty vehicles (LDVs) and heavy duty vehicles (HDVs) are analyzed and compared. In addition to efficiency throughout the entire value chain, well-to-wheel efficiency and also other aspects play an important role in this comparison. These include: (a) the possibility of large-scale energy storage in the sense of so-called ‘sector coupling’, which is offered only by hydrogen and synthetic energy sources; (b) the use of the existing fueling station infrastructure and the applicability of the new technology on the existing fleet; (c) fulfilling the power and range requirements of the long-distance road transport.

The complete genomes of six Macaca mulatta papillomavirus types isolated from genital sites of rhesus monkeys were characterized, and less than 72% identity with the complete L1 genes of known papillomaviruses was found. Macaca mulatta papillomavirus type 2 (MmPV2), MmPV3, and MmPV6 cluster into the genus Alphapapillomavirus, and MmPV4, MmPV5, and MmPV7 cluster into the genus Gammapapillomavirus.
