IT Governance in Higher Education Institutions

Information Technology (IT) is a very important aspect for higher education institutions (HEI) in both teaching, research and administration. The managers of those intuitions are more and more aware that IT is a strategic tool for their institutions. On the other hand, IT Governance is getting attention from the practitioner and research side, given the need to govern IT extending the organisation's strategy and objectives into IT. IT Governance helps to set clear expectations, to gain participation, open communications, establish accountability and provide executive management oversight. Thus, it is important to consider IT Governance and the alignment with business strategy for HEI. In this article, authors present a Systematic Literature Review (SLR) on IT Governance in HEIs using a collection of scientific and non-conventional data (grey literature). The motivation that drives this literature review is the further development of an IT Governance framework for Tunisian universities. This article aims to define the situation of the IT Governance in other countries. This article aims to provide a map of the state of the art of IT governance in HEI in various countries. Results show a mixed situation of IT Governance in HEIs. Some countries have the support of top level management to introduce IT Governance in HEIs by adopting regulatory frameworks and common laws. But other countries relay in their strong culture of IT Governance. The different case studies presented in this review show that there is no consensus on the IT Governance framework or standard to use in HEI. An important number of institutions are implementing COBIT or ISO best practices. In the other hand, some counties have developed their own frameworks. Results show there is no a single way to implement an IT Governance framework designed for HEI. However, it is also true that there are two mandatory aspects that are necessary to implement in IT Governance deployments: firstly, establishing a committee structure for IT assets and secondly, enable effective communication between the IT, the business and the stakeholders.

The use of a variety of instruments for quality assurance, management, and enhancement in higher education is well recognized. This article investigated the instruClose Panelments used by Higher Education Institutions (HEIs) in Oman to measure, control, and manage the quality of their services in alignment with the standards set by Oman Academic Accreditation Authority (OAAA). Quality Assurance Managers (QAMs) from five HEIs were interviewed to identify the instruments used by them to fulfil the requirements of each standard and the way they make use of the data gathered by using these instruments. Findings from the study reveal that questionnaires and meetings are the most common instruments used by these institutions to measure, control and assure the efficacy of their current quality activities. In addition, HEIs use summary statistics to analyse data and then present them in meetings or through reports. On the other hand, it was found that substantial efforts are made to collect data but the efficient usage of data is missing. The QAMs reported a lack of awareness among the staff on the importance of collecting data since the staff members believe that these data are collected for documentation purposes only. This study emphasizes the importance of using the data gathered from different instruments in decision making and enhancing the quality of HEIs.

Introduction: The development of safe, competent and capable paramedics is one of the key concerns of education providers or Higher Education Institutions (HEIs). To achieve this, paramedic programmes need to focus on teaching leadership to students. The aim of this literature review was to identify the current leadership development opportunities for paramedic students during their undergraduate training across the United Kingdom, in order to identify current gaps and make suggestions on how HEIs could increase leadership opportunities for student paramedics.Methods: During August 2018, the Scopus, Medline, CINAHL and Academic Search Premier databases were searched (the last three accessed via EBSCOhost). Grey literature was also manually reviewed. Both authors screened the title and abstract and agreed on final papers eligible for full-text review. CASP and COREQ checklists were used to assist in critically appraising the quality of the research and to help decide on the papers chosen for inclusion.Results: The search yielded 511 results (455 after duplicates were removed). The grey literature search also yielded one additional document that incorporated a framework based on primary research integrated within the paper itself. After title and abstract review, seven papers were included for full text critical review. Two papers were then excluded, resulting in a total of five papers being included in the review.Conclusion: Current evidence, although limited, demonstrates the benefit of educational programmes in developing educational and non-educational leadership opportunities for paramedic students. Moreover, there is value to individuals being provided or seeking extra-curricular activities, and students should be encouraged to engage in societies, the College of Paramedics, events and conferences, and to work or volunteer in healthcare or emergency service-related sectors to further enhance their leadership potential and skills.

With IT affecting all aspects of university’s/school’s academic and professional affairs, an efficient IT governance (ITG) is required to assure that all kinds of expensive and complex information technology is appropriately governed. Despite the importance of IT; there has been limited research looking at how ITG is implemented in higher education institution or how to harness its benefits. This research focuses on how ITG is adopted and implemented in higher education institutions in UAE by considering the case of two different universities. The research proposes a theoretical framework derived from COBIT and Six Sigma to help in governing IT in higher education institutions. The framework will help in directing different processes toward evaluating any decision concerning the alignment and compatibility of IT with the overall strategies and goals of higher education institutions. This is achieved to increase services quality over time, aligning and supporting business strategies, and controlling and minimizing IT risks in order to increase stakeholder’s value and reducing cost.

Abstract. The quality standards established by the higher education control agencies in Ecuador require the demonstration of the processes of Higher Education Institutions through the evidence of the activities, each period in accordance with the requirements of the regulatory entities. The present research presents the results of the implementation of a system of control of evidences in the Career of Engineering in Systems and Computing of the National University of Chimborazo as a tool for the generation and validation of the evidences. An analysis of the generic model of evaluation, diagnostic situation, development and implementation of the solution and analysis of the changes generated by the implementation was performed. The results evidenced that the time of search, validation and collection of evidence decreased, also the increase of the quality of the information according to established guidelines, on the other hand, the difficulties found in the execution of the project were unveiled.

The aims of this paper is to explain the use of high heels as an agency for a woman's body. Agency context refers to pain in the body but pain is perceived as something positive. In this paper, the method used is a literature review by reviewing writings related to the use of high heels. The findings in this paper that women experience body image disturbance or anxiety because they feel themselves are not beautiful or not attractive. The use of high heels, makes women more attractive and more confident, on the other hand the use of high heels actually makes women feel pain and discomfort. However, for the achievement of beauty standards, women voluntarily allow their bodies to experience pain. However, the agency's willingness to beauty standards here is meaningless without filtering and directly accepted. Instead women keep negotiating with themselves so as to make a decision why use high heels.

Zakat is one of principal worship requiring every individual (<em>mukallaf</em>) with considerable property to spend some of the wealth for zakat under several conditions applied within. On the other hand, tax is an obligation assigned to taxpayers and should be deposited into the state based on policies applied, with no direct return as reward, for financing the national general expense. In their development, both zakat and tax had quite attention from Islamic economic thought. Nevertheless, we, at first, wanted to identify the principles of zakat and tax at the time of Rasulullah SAW. Therefore, this study referred to normative research. The primary data was collected through library/document research and the secondary one was collected through literature review by inventorying and collecting textbooks and other documents related to the studied issue.
