Proposed Curriculum Guidelines for Masters Programs in EM With an IS Focus

Information systems (IS) in emergency management (EM) support situational awareness and agility during a disaster so that professionals do not only need to follow rigid pre-defined plans that might be unsuitable in the unfolding situation. To use IS effectively, managers need an understanding of the capabilities of these systems; this can be achieved through an appropriate set of educational courses. This article presents the results of the analysis of a survey that proposed EM and IS courses for master level programs. The survey was completed by 373 practitioners, academics and/or researchers with EM experience. All proposed courses were rated above a 4 on a 7-point scale for how essential they are to a curriculum. A qualitative analysis indicates that some low ratings were due to disagreement over the described course content. An unexpected finding was that a substantial number of respondents spontaneously expressed opposition to the use of IS for EM in general. Findings are discussed and a preliminary curriculum is proposed.

The systems approach is frequently associated with solving large-scale, complex problems and is regarded as a foundation for systems engineering and decision-making. Components of the systems approach are too frequently missing from information systems programs in business schools. The purpose of this paper is to determine the degree to which the IS 2010: Curriculum Guidelines for Undergraduate Degree Programs contains the systems approach in its learning objectives as well as specific course content. By examining the curriculum guidelines a preliminary judgment can be made concerning evidence of the systems approach having a broad implementation across information systems programs. The paper concludes with a discussion of the importance of the systems approach in the IS curriculum and establishing the systems approach as a theme in the curriculum of IS programs.

AbstractWe know that information quality affects the performance of relief agencies during emergency management processes. Yet, recent studies keep revealing that relief workers faced information quality challenges during emergencies. While this can be partly attributed to the fragmented nature of the incompatible information systems that were designed from a single-agency perspective in order to support routine processes, there is a desperate need for overarching architecture principles that allow for the support of non-routine, interagency information needs. Principles are defined as normative, reusable and directive statements that guide architects in designing the capabilities needed to achieve overarching goals. This study presents a methodology for extracting such principles for information systems that can be employed for emergency management processes. Based on literature review, case surveys, interviews with architects and qualitative analysis, 12 principles are proposed for information quality assurance. Architects working at relief agencies can adopt these principles to redesign information systems in order to assure information quality from an interagency perspective. Due to the absence of an interagency system governing body, the main challenge lies in promoting and monitoring the adoption of such principles across relief agencies.

The aim of this analysis is referred to several problems which are concerning the Land Administration Service in National Land Agency and Law Aspect of Land Administration Service with the Computerization Information System in BPN Sidoarjo. This research applies the Juridical Normative approach especially in Land Law with the Descriptive and Analytic and qualitative analysis. The result showed that Land Data Management used the information technology which is something that absolutely must be done is related to the characteristics of the land data itself which are multidimensional in nature related to economic, political, defense and security and socio-cultural issues. It can be concluded that information and electronic Transaction, some doubts about the use of electronic land data have found a clarity, especially relating to the electronic documents that are used as a means of proving and electronic data security.

The goal of this pre-study was to prescribe a solution to a perceived decrease in student engagement in an elective course on additive manufacturing. The objectives were to:identify in what activities the students are engaging; identify causes for lack of engagement in their studies, if any;identify possible changes to the additive manufacturing course.A mixed (quantitative and qualitative) triangulation interpretivist approach was used to address the first two objectives. Approximately half (1/2) the students stated that their studies was not their priority, two thirds (2/3) reported that they attended university primarily to earn a diploma rather than to learn and again two thirds (2/3) said that they had difficulty concentrating, signs that most students are not fully engaged in learning. The qualitative analysis provided insight and nuance to the quantitative analysis. It made it possible to identify sources for lack of engagement. Apart from the presence of electronic devices which distract attention, teaching methods, course content and evaluation modalities were often cited. Based on the findings, three changes are suggested to the course

The interaction design for web emergency management information systems (WEMIS) is an important aspect to keep in mind due to the criticality of the domain: decision making, updating available resources, defining a task list, and trusting in proposed information. A common interaction design strategy for WEMIS seems to be needed, but currently there are few references in literature. The aim of this study is to contribute to this lack with a set of interactive principles for WEMIS. From the emergency point of view, existing WEMIS have been analyzed to extract common features and to design interactive principles for emergency. Furthermore, the authors studied design principles extracted from a well-known (DERMIS) model relating them to emergency phases and features. The result proposed here is a set of design principles for supporting interactive properties for WEMIS. Finally, two case studies have been considered as applications of proposed design principles.

The process of designing a university curriculum in the information systems discipline needs to follow many of the same processes that professional systems analysts use. Of concern are the product, the stakeholders, the drivers, and the methods; indeed, an information systems curriculum is an information system. This chapter presents a case study of one small regional university’s efforts to create an updated information systems curriculum addressing the challenges of curriculum development using the framework of the very systems analysis and design course content that the students are expected to learn. The chapter identifies each component of the information system curriculum and details the processes supporting each development step along the way, from problem identification to system operation and support. This case study presents a cohesive approach to dealing with the many pressures associated with information systems curriculum development and might be instructive for curriculum development in other disciplines as well.

Operators need situational awareness (SA) of their organisation’s computer networks and Information Systems in order to identify threats, estimate impact of attacks, evaluate risks, understand situations, and make sound decisions swiftly and accurately on what to protect against, and how to address incidents that may impact valued assets. Enterprise computer networks are often huge and complex, spanning across several WANs and supporting a number of distributed services. Understanding situations in such dynamic and complex networks is time-consuming and challenging. Operators SA are enhanced through a number of ways, one of which is through the use of situation-aware systems and technology. Designing situation-aware systems for computer network defence (CND) is difficult without understanding basic situational awareness design requirements of network applications and systems. Thus, this chapter investigates pertinent features that are foundation, essential, and beneficial for designing situation-aware systems, software, and network applications for CND.
