In order to assess the traffic safety in snow and freezing weather accurately, determined the difference of vehicle lateral displacement of snow freezing and normal weather conditionsthe as the indicator, vehicle model, road model and vehicle-road coupling model were set up by using software ADAMS/Car. By changing road friction cofficient, road conditions in snow and freezing weather were simulated, step steering were carried out, vehicle lateral displacement of different speed and steering angle were obtained, the difference of vehicle lateral displacement of different speed and steering angle under snow and freezing weather and normal weather conditions were calculated, then the curve of difference of vehicle lateral displacement were generated, traffic safety level division of road under snow and freezing weather were researched based on these curves.

The objective of this paper is to analyse road traffic safety in the Republic of Croatia based on the selected indicators which were used by the legislator in bringing the Law on Road Traffic Safety which has been in force since 28 July 2004, and the achieved effects in reaching the desired safety level in the three-year period from 2005 to 2007. The aim of the research is to establish a prognostic trend of the values of the studied indicators in the time period following the enforcement of new legal regulations. Adequate safety indicator values for the respective period were analyzed using the methods of analysis and synthesis, mathematical statistics as well as trend assessment based on the found mathematical prognostic models. Based on the results of this research it was found that the basic hypothesis according to which the implementation of new legal guidelines had to result in positive change in the condition of road traffic safety, failed to be confirmed. A change in the road traffic safety improvement strategy has been proposed as well as a more significant participation and recognition of the profession and science in this field which is of great significance for the society. This work shows the modelling of change of such a controllability indicator as the stabilization time, using the design model of a vehicle with tires of different stiffness on the front and rear axles. The influence of the change in the lateral slip resistance coefficient of the front and rear wheels of the vehicle on the safe speed at which the stabilization reaction of the vehicle to the steering wheel turn will be aperiodic monotonic rather than oscillating, is established. The dependences of the magnitude of the stabilization time on the degree of change in the lateral slip resistance coefficient of the front and rear wheels, are obtained. The limiting values of the change in the parameters of the wheels providing the specified parameters of controllability which ensure acceptable road traffic safety level, are established. It is established that the maximum impact on the deterioration of the response of vehicle is exerted by the wheels design. On the other hand, their geometric dimensions have little to no road traffic safety impact. Based on the research carried out, it is necessary to conclude that in order to ensure road traffic safety, it is necessary to stop using the tires with different designs on different axles of the vehicle. Herewith, the pressure in the tires of the vehicle must not be less than the values set by the manufacturer. The results obtained are of interest to employees of institutions monitoring traffic indicators and technical condition of vehicles as well as carrying out road accident reviews.

According to road traffic accident (hereinafter referred to as RTA) statistics, the vulnerable road users are pedestrians in Latvia. The aim of this study is to investigate and analyse technical equipment used on non-signalled pedestrian crossings (zebra crossings) in Latvia and to make suggestions for measures that would increase road traffic safety on zebra crossings. RTAs involving collisions with pedestrians were filtered from the Ministry of the Interior database for a three-year period from 2016 to 2018. Thirty-two zebra crossings with a higher number of accidents with pedestrians were observed on the spot during the daylight and at night in several cities of Latvia. The main emphasis during the observation was placed on traffic signs and zebra road marking performance. Pedestrian crossings were observed from car driver’s view by taking photographs during day-time and night-time observations. Most attention was paid to road sign and road marking visibility from driver’s seat position. Retroreflection coefficient R’ was measured for each pedestrian crossing road sign. It was found that the condition and performance of traffic organisation equipment were not maintained on a regular basis and the life cycle of some traffic signs had well expired. Many road signs do not comply with minimum requirements, and road markings have weak visibility during wet weather conditions. It is recommended to improve visibility of pedestrian crossings from driver’s view in the urban areas by increasing rain vision for road markings and higher retroreflection class for traffic signs.

The paper discusses a new approach to ensuring the safety of controlled intersections. In the course of research, the authors found a change in the main characteristics of the traffic flow, which requires constant monitoring in the implementation of the intersection control using a traffic light. The heterogeneity of the composition of the traffic flow is determined and the influence of this parameter on the duration of the resolving signal is established. In addition, the authors determined the influence of weather conditions on the duration of the traffic light cycle and developed an approach to take into account changes in this factor in the calculation of the mode of operation of the traffic light object. As a result of the model experiment, the economic and environmental efficiency of the developed approach is determined. The results obtained in the course of the study are an integral part in the implementation of intelligent transport systems, which confirms the relevance and feasibility of the study. The use of this approach, in addition to integration into the its system, allows to reduce the accident rate of controlled intersections due to the rational distribution of the time of the traffic light object and reduce vehicle delays on the approaches, which together ensures the safety of regulated areas.

The relative indicators of road traffic safety in Latvia are still amongst the worst in the EU Member States, despite the fact that the road safety level improvement rate in Latvia is one of the best in the European Union. Despite the reduction of severity of road accidents, it is still higher than the best national figures of EU. The publication examines the sanctions for driving under the influence of alcohol or narcotic or other intoxicating substances and their impact on traffic safety in Latvia, court statistics is analysed. The authors also provide their proposals for improving the situation.

In order to increase driving safety level on freeway, the paper analyzed the affecting mechanism of rainy day, snowy day and foggy day on road traffic safety. Considering that the sum of running distance and braking distance is less than visible distance, theoretical calculation formula of maximum speed limit value on freeway in adverse weather was presented based on the safe distance. Suggestions values of corresponding speed limit were given according to different visible distance, road fiction coefficient and grade.

Analytic Hierarchy Process (AHP), which needs less information and shorter time on decision-making, is selected for road traffic safety evaluation in this paper. Combined with the instance in Huai Yin district of Jinan city, the structural model that includes road conditions, intersections, straight sections, bends and ramps is proposed. Delphi method was used to construct the judgment matrix and then the MATLAB was used to calculate the corresponding weights of the various index of the entire road system. Combined with self-assessment of each index, then the safety level of the road is figured out.
