This paper uses a total-factor framework to investigate energy efficiency in 22 major energy consuming countries, which consuming more than100 million tons of oil equivalent in 2010, including 14 OECD countries and 8 non-OECD countries. Two DEA models, total-factor energy efficiency model and energy-saving energy efficiency model, are used in this article to analyze the China’s energy efficiency for impersonality and comprehensive, and to find the energy efficiency difference between china and other countries, especially BRICS and neighbor countries.

Energy saving and energy efficiency of the economy announced among the main Russian national priorities. However, the problem of energy saving and energy efficiency is relevant to many countries. The article describes the main directions of state policy in the field of energy efficiency, as well as the possibilities of saving energy at home. Special place is given to educational programs in the field of energy efficiency and energy saving.

Performance gap concerns limit investment in the building energy efficiency retrofit market. In particular, the ability of projects to deliver on promised energy savings is commonly drawn into question. Performance risk mitigation mainly occurs through energy saving performance guarantees. Contractual stipulations arrange the conditions of the guarantee, and ceteris paribus, a higher energy saving guarantee should reduce project performance risk. Therefore, methods that yield a higher energy saving guarantee could help accelerate the market. We review the ability of “smart,” automated, and connected technologies to: (a) intelligently monitor and control the performance of energy-consuming devices to reduce performance variations, (b) provide additional degrees of control over the project’s performance, and, by doing so, (c) motivate the energy services company (ESCO) to raise the energy saving guarantee. Our analysis finds that use of such automated performance control could significantly raise the energy saving guarantee, making projects more likely to succeed.

Dziadykevych Yu.V., Sokhatska O.M., Liubezna I.V. ENERGY SAVING IS A MAJOR TREND IN SHAPING THE EU ENERGY PACKAGE: LESSONS FOR UKRAINE Purpose. The aim of the article is to research the aspects of foreign experience in the management of energy saving processes and energy efficiency of production activities. Methodology of research. The methodological basis of the study is the dialectical method of scientific knowledge. General and special methods are used in the course of the research, namely: abstract and logical (to outline the main factors that influence the management of energy-saving processes and energy efficiency of enterprises), deductive (to analyse the directions that contribute to energy-saving production activities) and generalization (when research of possibilities of introduction of innovations which are directed on development, creation of new types of technologies and new organizational forms of production). Findings. There are a number of barriers to effective energy use, such as financial, managerial, administrative, legal and market barriers. It is proved that energy saving should be a priority direction of the economic policy of the enterprise, while strategic directions of energy efficient policy of Ukraine should be: increase of volumes of own oil and gas production on the basis of new technologies; modernization of transport infrastructure; diversification of energy resources; reducing the share of energy-intensive industries and shaping the outlook for saving energy in society. It is substantiated that much attention should be paid to renewable energy, since this will demonopolize key segments of the energy market and ensure its transparency and predictability, thereby promoting the rational use of energy resources. External factors have been found to have a significant impact on energy conservation, in particular: regulatory framework, stability of the energy market, state incentive measures, material interest of producers in the implementation of energy-saving technologies and saving of energy resources. It is revealed that in the industrialized countries of the world there is an increase in the energy sector in the structure of the national economy, since the constant rise in prices for oil and natural gas leads to energy dependence on exporting countries and this problem is solved by energy conservation and the use of mixed energy supply. It is substantiated that the concept of efficient use of solar energy should take into account the peculiarities of the electricity complex of Ukraine in the context of integration into the EU energy space and accession to its energy packages. Originality. For the first time, it has been established that energy saving should be a priority direction of Ukraine's economic policy, which, unlike the existing one, allows to define strategic directions of energy efficient policy in Ukraine for increasing its own oil and gas production using modern types of technologies. The modernization of transport infrastructure and the diversification of energy sources have been further developed. The directions of reducing the share of energy-intensive industries and shaping the outlook for saving energy in Ukraine have been improved. Practical value. The introduction of high-energy and environmentally friendly energy sources into the production processes of enterprises in different sectors of the economy will increase their efficiency. The article highlights and summarizes the experience of ESCOs in the field of housing and communal services of modern Ukraine and identifies further theoretical and practical prospects for its improvement and development. The main conditions for the development of ESCOs in modern Ukraine are clarified. Ways to increase the level of energy efficiency and energy saving in the field of housing and communal services of modern Ukraine are proposed. The potential of energy saving in modern Ukraine is revealed. Further, prospects for the improvement and development of energy services and ESCOs in the field of housing and communal services of modern Ukraine are identified. The current concept of ESCO is given. The concept of energy service and the essence of the concept of energy service are revealed. ESCOs have been identified - barriers (budgetary, economic, institutional, motivational, technical, financial) that need to be addressed by law. Manifestations of unscrupulous behavior of energy service providers at the stages of implementation of the ESCO mechanism have been clarified. Prerequisites and tools for influencing the unscrupulous behavior of energy service providers are identified. Areas for improving the regulatory framework for ESCOs (access to finance, incentives for investment, coordination of supply and demand, promotion of the ESCO market), recommendations for further steps for each of the identified areas. Models of ESCO mechanism are described (widespread - classical, innovative - deepened partnership, perspective - ESCO - energy management). The content of the project on thermal modernization and energy efficiency measures in the buildings of housing and communal services (project goals, main measures, sources of funding, efficiency) is revealed. The challenges of increasing the energy efficiency of the economy as a whole and of certain production sectors in particular are a priority both in our country and abroad. As part of the energy policy of the Russian Federation to reduce the specific energy intensity of enterprises in the oil transportation system, Transneft PJSC developed and implements the energy saving and energy efficiency improvement Program. The application of energy-saving technologies allowed the company to significantly reduce operating costs and emissions of harmful substances. At the same time, further reduction of energy costs is complicated for objective reasons. The objective of this article is to present additional methods to improve the energy efficiency of oil transportation by the example of the organizational structure of Transneft. Possibilities to reduce energy costs in the organization of the operating services, planning and execution of work to eliminate defects and preparatory work for the scheduled shutdown of the pipeline, the use of pumping equipment, including pumps with variable speed drive, the use of various pipelines layouts, changing the volume of oil entering the pipeline system and increase its viscosity.
