In order to choose the optimal construction scheme in the coal mine construction project, this paper establishes evaluation indexes and applies entropy weight method to determine the objective weight of evaluation index based on the expert scoring so that the evaluation results are more consistent with the actual situation. This method solves the drawbacks that the evaluation indexes depend on the subjective assumptions too much and provide an effective method for choosing the optimal bid scheme of the coal mine construction.

In order to improve the rationality and fairness of Teachers’ “Double-qualified” Ability, the article establishes an evaluation model based on 14 evaluation indexes of teachers’ “double-qualified” ability. it adopts Delphi - entropy weight method to weight the evaluation index, and then combines TOPSIS method to evaluate the evaluation object. In the evaluation of TOPSIS method, the traditional TOPSIS weight method was improved, and the entropy weight-delphi method was used to determine the index weight, which was a combination of subjective and objective, making the evaluation system more objective, scientific and reasonable.It not only avoids the subjectivity of decision makers and limitations, but also eliminates the phenomenon of indexes in common impact assessment results and finally applies it to a university teacher “Double division and triple energy” evaluation system, to provide theoretical basis and feasibility analysis for the “double type” teachers team construction. Human-water relationship evaluation method based on cloud model is put forward to cope with the vagueness in evaluation language. With the intensive study of the specialty in human-water relationship in Northwest China arid area, three dimensions related to human-water relationship, natural water cycle’s health degree (NWHD), Social water cycle’s rationality degree (SWRD) and human-to-water fitness degree (HWFD) are selected to describe the harmony degree between water system and human system. The limit of evaluation index subordinate to each dimension corresponding to every harmony level is determined, and thus we can generate a comprehensive cloud model with evaluation index harmony level. When numeric values substitute for basic evaluation indexes, combined with the weights calculated from entropy weight method and AHP method, we get the certainty distributions of dimension indexes and integration objects among each harmony level. Case shows that human-water relationship evaluation method based on cloud model can effectively solve the vagueness and uncertainty in evaluation language. The evaluation results reflect the harmony degree in Northwest China arid area precisely.

In this paper, evaluation index system of green building energy-saving technology was established on the basis of comprehensive analysis of the factors affecting green building energy-saving technology. This evaluation index system was divided into two levels. Thermal performance of maintenance structure, energy efficiency of building equipment, design management, operation management and indoor comfort and health were one-level evaluation index, and there are eighteen two-level evaluation indexes. Entropy weight method was introduced to determine the weight of evaluation index. Fuzzy synthetic evaluation method was applied to synthetic evaluation. On this basis, a model based on entropy weight method and fuzzy synthetic evaluation method was proposed to evaluate the green building energy-saving technology. An example was given to verify the validity and feasibility of the model. Results show that the model can used to evaluate the green building energy-saving technology, and offers reference on evaluation of green building energy-saving.

The debris flow is one of the geological hazards; its occurrence is complex, fuzzy, and random. And it is affected by many indices; a new multi-index assessment method is proposed to analyze the risk level of debris flow based on the entropy weight-normal cloud model in Banshanmen gully. The index weight is calculated by using the entropy weight method. Then, the certainty degree of each index belonging to the corresponding cloud is obtained by using the cloud model. The final risk level of debris flow is determined according to the synthetic certainty degree. The conclusions are drawn that the method is feasible and accurate rate of risk estimation for debris flow is very high, so a new method and thoughts for the risk assessment of debris flow can be provided in the future.

A bogie system is the key equipment of railway vehicles. Rigorous practical evaluation of bogies is still a challenge. Presently, there is overreliance on part-specific experiments in practice. In the present work, a risk evaluation index system of a bogie system has been established based on the inspection data and experts’ evaluation. Then, considering quantitative and qualitative aspects, the risk state of a bogie system has been evaluated using an extension theory and an entropy weight method. Finally, the method has been used to assess the bogie system of four different samples. Results show that this method can assess the risk state of a bogie system exactly.

There are 11 provinces along the coastal regions in the Chinese Mainland and the scientific division of marine management boundaries among different provinces within the extents of the territorial sea is of important significance in promoting the sustainable development of the marine economy in China. A fuzzy evaluation index system that includes 14 indices of three subsets was established based on a case study of maritime boundary delimitation between Jiangsu and Shandong Provinces to evaluate the advantages and disadvantages of maritime boundary delimitation and determine the optimal scheme and offset shortages in the current evaluation index system and evaluation methods. Combined weights of indices were calculated through the analytic hierarchy process (AHP) and entropy weight method. The comprehensive evaluation indices were used to evaluate three maritime boundary delimitation schemes, namely, historical boundary delimitation scheme, angle bisector delimitation scheme, and equidistance delimitation scheme. Results show that the equidistance delimitation scheme is relatively superior to the two other schemes. The evaluation index is 0.504761 and the evaluation grade is “good”. The angle bisector delimitation scheme is the second optimal. The evaluation index is 0.361641 and the grade is “moderate”. The historical boundary delimitation scheme is the poorest. The evaluation index is 0.135345 and the grade is “poor”. In the late optimization of maritime boundary delimitation schemes, more consideration should be given to people’s livelihood and protection of national maritime rights and interests. The fuzzy comprehensive evaluation method based on AHP-entropy weight can not only provide a quantitative top-down sequence of schemes in terms of quality and solve estimation problems in maritime boundary delimitation scheme, but also assist decision-makers to select the best scheme. Therefore, it possesses great application values.

Traffic state evaluation is a basic and critical work in the research on road traffic congestion. It can provide basic data support for the improvement measures and information release in traffic management and service. The aim of this research is to obtain a comprehensive value to describe traffic state accurately based on the evaluation index system. In this paper, it is carried out using fuzzy c-means (FCM) algorithm and fuzzy entropy weight method. In the framework, traffic flow was classified into six different states to determine the fuzzy range of indices using the improved FCM clustering analysis. Besides, fuzzy entropy weight method is proposed to compute the evaluation result of traffic state for section, road and road network, respectively. The experiments based on the traffic information in a subset of Beijing’s road network prove that the findings of traffic evaluation are in accordance with the actual situation and people’s sense of traffic state.
