Thinking on Completing the Social Security Systems toward the Rural Migrant Workers in Cities

Rural migrant workers in cities exist as a special group and its social security issue attracts much attention from the country and the government. Despite of it, there emerges a serious of problems in the process of social security completion toward rural migrant workers. For example, significant discrepancy between rural migrant workers’ economic contribution and social security policy; low positivity and little awareness of participation in the social security system; lagging behind of Endowment insurance ; disparity between rural areas and urban areas; The shortage of rural migrant workers’ medical security; Difficulties in implementing rural migrant workers’ social security, and so on . This essay, through analyzing causes of these problems, bring up suggestions on: reforming the census register policy and land policy and eliminating the disparity between the rural and the urban; Systematizing rural migrant workers’ social security net; Building the social relief system for rural migrant workers concentrating on ensuring a minimum standard of living and their medical insurance system; completing social security system, and the like.

This article gives a survey of the position of migrant workers in the Belgian labor market and social security system. Total employment of migrants has increased from 114,000 in 1954 to 224,900 in 1970.In contrast to overall employment in the Belgian economy, it went on climbing till 1978, up to a 245,900 level. Beyond this year, forecasts point at a slight decrease. Since WWII, the gravity point of the sectoral division of migrant workers has shifted from minig and industry, to industry and tertiary activities. The share of industry in the employment of migrants bas remained relatively stable, in contrast to the tertiary sector, that witnessed a considerable expansion. However, the latter has not contributed substantially to the quality level of the average guest worker's job.On the whole, there is a strong correspondence between the unstable position of migrants in the labor market and their demographic characteristics on one side, their participation in the social security system on the other side. Their young family structure is reflected in a high share in family allowances and a limited appeal to pension funds. Statistical analysis at the aggregate level does not point at discriminatory practices vis-à-vis migrants and their families in social security ; but at thedisaggregate level and through the inspection of laws, regulations and international conventions, it appears that non-EEC nationals, with an unstable professional career, do not have the same rights as Belgians or EEC-citizens having a confortable position in the labor market and the social security system. In order to guarantee the rights of the farmer, the author suggests to establish a citizenship entitling to full social security rights after five years of regular residence in Belgium.

Compared to the China's urbanization and increased speed of rural workers’ group size, the author analyzes the reasons of social security system right absence for migrant workers from the perspective of both macro-and micro-urban, where dual urban-rural social structure decided by dual economic base is the basic reason that causes the social security system right absence. Besides, the existing social insurance system against those migrant workers and the weak awareness of migrant workers all have no adverse effect on the social security system right absence .

Every society collectively develops a certain system or institution which can be used to solve various problems in their life. The rural Javanese society has developed an activity to assist one another, either in the form of service, goods or money. This kind of activity is a social security system that is very important to them. This activity holds two meanings. First, it is a tool to reduce the burden of others, and the second is it creates and enhances the social solidarity of the group. In this context, helping one another has changed the feeling of insecurity to security among group of people. During a social, economic, and cultural transformation process in the Javanese rural areas, it turns out that this model of assisting one another is not always successful. On the contrary, it has created the feeling of insecurity among groups in society, especially the poor.

The 1997 Asian Financial Crisis brought disaster to south-eastern Asian countries. It also shocked China’s social security system. In order to build a consummate social security system, China has undergone continual reform and has achieved sound results. This article analyzes the social security for migrant workers in China, points out that there are concept reasons for the lack of labor rights and social security for the current migrant workers.

The 2020 coronavirus pandemic has lead North Macedonia into a serious social and economic crisis. The paper discusses the impact of the coronavirus pandemic on the formulation of the national social security policy and legal framework, in line with international standards based on human rights treaties. Crucial social security measures in the country particularly give the pressure on health protection, unemployment, family and child support.  The evaluation will focus on the adopted and new policy measures for social security. An important question is does the North Macedonian social security system is well established to protect workers from social risks during a pandemic. Due to the COVID-19 pandemic, some workers who lost jobs might rely on unemployment compensation. So, the focus of this paper is on the challenges of the social security system from large-scale disruptions such as COVID-19.  The paper ends with a summary of the main policy measures and an outlook where further research is needed. It concludes that during and after the pandemic the social security policy will be more important than ever.
