Guizhou province is the only mountain agricultural province without plain supporting in China. The province stable food production areas are mainly distributed in the mountains with a small number of relatively flat, concentrated areas. Geographic information system (GIS) is used for input, storage, query, analysis and display of geographic data computer system. It is a new technology in the 1960s, which has very powerful spatial analysis ability and has been widely used in the field of urban planning and economic development.

In the whole process of developing the management information system, people give priority to application of new technology and instrument such as the newly developed instrument Visual Studio from Microsoft. Connected with SQL Server 2000 data base, VB.NET, ASP.NET and ADO.NET technology are able to make the structure of softwares more reasonable, convenient and pragmatic, largely increasing the overall property of the software system. According to the steps of engineering design, this passage is to illustrate the entire system in an all-around way in terms of demand analysis, integrated design, data base design, safety design as well as report design. This passage is to illustrate a design process of a management information system based on C/S and B/S multilayer structure.

Employment management information system based on new technology provides good support for college employment management. On the basis of analysis of C / S or B / S architectures, the design of employment management information system with WebService is proposed. Analyze needs from the two aspects of system performance and functions. Build three-tier structure including data layer, business logic layer and presentation layer. Optimize system safety performance and data transfer performance by means of double-encrypted methods and compressing data with serialization. Optimized design of employment management information system can effectively improve the efficiency of university employment management work and provide a reference for the design of other management information systems.

The author have questioned the importance of the development of Education Management Information System (EMIS) in the universities and the academies in the context of technological revolution 4.0. Through deep analysis of the real situation developed EMIS at universities and academies in the current period, analyze the advantages and disadvantages of development management EMIS then propose 5 management solutions accordance with practical conditions of each the university and the academy in the context of the technology revolution 4.0: Solution 1: Raise awareness of the importance of EMIS to the entire management staff, staff member of the universities and the academies; Solution 2: Plan developed EMIS consistent with the management of the university and the academy and adapt to the trend of modernization of ICTs; Solution 3: Capacity building dedicated team of university and academy EMIS; Solution 4: Modernize the technical means and scientific applications of new technology into the organization of the university and the academy EMIS; Solution 5: Diversification of information products, improve operational quality of the university and the academy EMIS and gradually integrate with the national and international EMIS.

Nowadays, the social economy is developing rapidly, the pace of urbanization is further accelerating, and more and more engineering projects are planned, resulting in greater social demand for land than before, and more and more work in land resource utilization and management. Seriously, people put forward higher requirements for land resource management system. How to use land resources more efficiently and manage land resource information more scientifically has become a key task of relevant land resource management departments. Based on this situation, this article studies the land use transformation and land resource management information system based on network GIS. This article first gives a quick introduction to the management status of land resources, and studies the GIS technology, and then analyzes the needs of the system, the overall framework and development methods of the system, and uses GIS and other related technologies to design and implement a land use Transformation and land resource management information system. At the end of this paper, the designed system has been tested for query speed and query accuracy. The test results show that the query speed of the system is generally faster, with an accuracy rate of 100%.

Based on the analysis of information construction and management the tobacco materials in Guizhou province in this paper, we analyzed the demand of information construction of tobacco material management and proposed the design objectives, development and operating environment of the management information system of tobacco material. Secondly, we proposed the design concepts of the management information system of tobacco materials, that is we use 3-tier application model to design and develop this system, and based on the demand of management information system of tobacco material for the tobacco companies in Guizhou province, we established the overall architecture of the system which mainly including six modules of planning management, entering-warehouse management, inventory management, out-of-warehouse management, imputing basic data and system management. Finally, we realized the system scheme by using the development tools of visualization software which is Visual Basi6.0 and the tool of designing database which is Acess2003.
