With the consumption of resources and environment deteriorating, Low-Carbon Economy which is low in energy consumption and pollution is increasingly received much attention. Improvement of the Carbon Tax Levy System is conducive to reduce the strain of carbon emissions and promote Chinese Economy to develop stably. In this paper, it was based on the importance of the Carbon Tax Levy System, and it compared the contents of different countries’ Carbon Tax Levy Systems, then it proposed the construction of the Carbon Tax Levy System with Chinese Characteristics under the Low-Carbon Economy.

With the globalization of the economy, energy constraints for economic development have become increasingly apparent. Low-carbon economy has become a necessity. China is a big country of energy consumption, the development of low carbon economy has a long way to go. Low carbon economy will be the opportunity of sustainable development,but also the core of enterprises and the national competitiveness in future. China needs to develop appropriate measures,such as learning the experience of a low carbon economy from the United Kingdom and other developed countries, introducing foreign advanced technology, strengthening independent R&D, improving efficiency of energy conversion,further implementing energy conservation based on international standards to achieve a low carbon economy.In this paper, we established a cointegration and error correction model of 1978-2009 China's economic growth and a regression model between energy consumption and industrial structure.Based on the two models,we analyzed the relationship between Chinese economy and the energy consumption.

With the development of low-carbon economy, it is necessary to explore the relationship between energy consumption, carbon emissions and the economic growth correctly. In this paper, the VAR model was proposed with analyzing the relationship between the three factories through pulse response graph. Through the empirical investigation, the result shows: increasing energy consumption can promote economic growth, while the increasing consumption will also raise emissions of carbon. However, the emissions of carbon have negative effect on economic growth. Therefore, we must correctly handle the relationship between the three factories. Thus, it offers the best way to develop the economic in this paper is to develop the low carbon economy.

In low carbon economy, carbon emissions permit has become a kind of resource; in the market economy system, new economic relations between enterprises have appeared, these characteristics make enterprise operation cost structure and profiting pattern changed. The paper reviews the previous literature on carbon footprint, production optimization theory individual enterprise and supply chain operation management with carbon emissions constraints. Then the paper put forward four worth further research directions: Carbon emission cost distribution and scientific measurement in supply chain; supply chain operation based on consumer behavior in Low Carbon Economy Era; optimizing the allocation of carbon emissions permit in supply chain; Dynamic Multi-period operation optimization of carbon efficient supply chain.

Low-carbon economy was an inevitable choice in response to climate warming. With the deep analysis of the environmental Kuznets curve (EKC), this paper used two models to analyze the relationship between the growth of a country’s economic and the quantity of pollutants produced in the process. The empirical study compare the two groups of samples, which described energy consumption per unit of industrial added value, each group contains five symbolic provinces or municipalities in coastal and western areas. The outcome proved the positive significance of technology innovation.

Low-carbon tourism is proposed as a new pattern to develop the global low-carbon economy, which goes with the tide in the global climate of change. Because tourism industry has a so close association with another industries that almost every link of tourism activities could be related to energy consumption and CO2 emission. So, energy conservation and emission reduction constitute an important part of developing low-carbon tourism. This article selects GanSu Province, the weak ecological environment, as the research object. In accordance with the documents research and mathematical statistics , and the "bottom-up" study method., we made an research on energy consumption and the CO2 emission of GanSu province from the tourism travel , tourism accommodation, and tourism activities, respectively. From the result, GanSu's tourism with low-carbon and energy-saving characteristics, accounting for 0.45% energy consumptions and 0.86% CO2 emission in that of the GanSu's tourism. It shows that tourism fits in with the requirements of low-carbon tourism development. However, one of the most important factor in the tourism energy consumption and the CO2 emission is the tourism transportation, accounting for 68.83% energy consumptions and 65.96% CO2 emission in that of tourism respectively, which should be focus on as the key link in low-carbon tourism development.

The face of the world economic development has transitioned to a low-carbon economy, in order to meet the dual challenges of climate change and scientific development, the development of low-carbon economy has become the reality of the development of key choice. In this background, based on energy consumption situation in Hebei Province,we use GM (1,1) gray prediction model to predict Hebei Provinces energy consumption and energy consumption structure in 2003-2010. Based on the analysis of the results, support from the policies, laws, and adjust the industrial structure, promote the three levels of the low-carbon concept has made a number of recommendations for the Hebei Province future energy planning and low-carbon development.

Based on expounding the connotation of low carbon economy and the elements, select the evaluation of each index of low carbon economic development level, the construction of the evaluation index system of low carbon economy, quantitative evaluation of the level of development of low carbon economy, and on this basis, put forward our country in the development of low carbon economy in the course of the transformation of the economic mode of development, increase investment in science and technology, the adjustment of energy consumption structure, optimize the industrial structure, the development of carbon sequestration potential of proposed measures.
