Status and Standards in ISO/TC206 'Fine Ceramics'

ISO/TC206 'Fine ceramics' is one of a technical committee (TC) in the International Organization for Standardization (ISO), established in 1992. The first plenary meeting for this TC was held in 1994, and the latest meeting was held in August 2015, in Jeju, Republic of Korea. The scope of this TC covers very wide field concerning the ceramic materials for industrial applications, in forms of powders, monoliths, coatings and composites, and in functions of mechanical, thermal, chemical, electrical, magnetic, optical and their combinations. This TC consists of 18 participating member (P-member) countries and 13 observing member (O-member) countries. We already have 81 published standards from this TC. About 30 new work items are under discussion, about 15 items are waiting for starting the discussion, and about 10 items are in the process for revision of the published standards. In this TC, we have 12 working groups. More than twenty years have passed since starting this TC, generally speaking, the categories of the discussed items tends to shift, from some testing methods for fundamental properties (strength, density, thermal properties etc.), to some properties for specified applications, such as ceramic bearing materials, photocatalytic materials and electrical applications.

International standardization in the field of boilers and pressure vessels is being carried out within the International Organization for Standardization (ISO) by Technical Committee No. 11. The American Society of Mechanical Engineers (ASME) is responsible for coordinating this activity on behalf of the American National Standards Institute (ANSI). Forty-two countries are involved in the work of TC 11 which is organized into 4 subcommittees and 16 working groups covering major areas such as materials, design, welded construction, and serially made pressure vessels.

In response to a proposal of “Early-Stage Standardization” by the ISO/IEC Presidents’ Advisory Board on Technological Trends, the Technical Committee ISO/TC 206 on Fine Ceramics was established in 1992. The scope of ISO/TC 206 is a standardization in the field of fine ceramic materials and products in all forms: powders, monoliths, coatings and composites, intended for specific functional applications including mechanical, thermal, chemical, electrical, magnetic, optical and combinations thereof. The term “fine ceramics” is defined as “a highly engineered, high performance, predominantly nonmetallic, inorganic material having specific functional attributes”. A summary overview is given of membership, organization structure, work program and future work of ISO/TC 206.

Technical Committee 46 «Information and Documentation» of the International Standard Organization (ISO/TC 46) is published. Even a short description of ISO/TC 46 activities visually demonstrates what incredible and truly revolutionary changes happened during the last 60 years in the library, documentation and information work. The modern ISO/TC 46 structure is given, the work trends of its four subcommittees and numerous working groups, the interaction with other ISO technical committees and international organizations is characterized. Importance of standardization problems in the field of library and information science and of librarianship, in particularly, is confirmed by the authors’ practical work lasting for many year. The proposed information permits to better imagine the preparation process of the international standards and necessity of Russian specialists’ participation.

Low temperature degradation free Zirconia toughened alumina (ZTA) has been developed. It is reported that ZTA has higher mechanical strength compared to alumina due to the stress induced transformation and spontaneously transformation of zirconia phase on some ZTA have been occurred. For achieving the higher reliability of artificial joint prosthesis alternative to alumina and other ceramic materials, it is necessary to improve and validate the both mechanical characteristics and phase stability at the same time. We evaluated that microstructure, mechanical characteristics and phase stability of newly developed ZTA (BIOCERAM®AZUL). It was confirmed that four-point bending strength and weibull modulus were extreamly high, and ZTA has higher reliability. There were no significant changes and deterioration in four-point bending strength, crystal structure and wear property with and without accelerated aging test. Newly developed ZTA not only with high mechanical characteristics but also with phase stability could be quite useful as bearing materials in artificial joints for longer clinical use.

The article considers the problems of forecasting the performance of cutting tools equipped with replaceable ceramic cutting bits. It is proposed to forecast the operability of ceramic tools on the ground of dependence between its performance characteristics and the microstructural parameters of the tool material. It is proposed to determine the parameters of ceramic bits microstructure by a nondestructive testing methods based on measuring the specific electrical resistance of ceramic materials. As a result of the study we have undertaken, a relationship was detected between the performance and specific electrical resistance of ceramic cutting tools.

Russia has a developed system of various institutions aimed to provide economic interests abroad. Intergovernmental Commissions on Trade, Economic, Scientific and Technical Cooperation covering bilateral level of cooperation. They provide a regular platform for dialogue with 104 countries. The actual issues concerning investment and trade cooperation are discussed in this bilateral level. International economic organizations providing the opportunity to work on multilateral level. There are organizations where our country is a member state (for example United Nations, World Trade Organization, etc.) and organizations where Russia acts as observer or as a participant of individual negotiation tracks and working groups (for example, the Organization for Economic Cooperation and Development — OECD). Activities within the framework of the World Trade Organization have a priority character for Russian economic diplomacy. The WTO is the largest international organization that sets itself the task of creating proper conditions for international trade. It is also a unique mechanism for the settlement of various trade and economic disputes. WTO is aimed to flow trade smoothly and provide countries with a constructive and fair outlet for dealing with disputes over trade issue. This article considers two institutions named above from the point of view of Russian economic diplomacy and its foreign economic activity.

ABSTRACTProgress in silicon nitride ceramics in Japan is reviewed. It is historically divided into three stages. Through these stages, basic experimental research and innovations have progressed along with industrial applications, and the government project on fine ceramics in 1981-1992 has contributed much to the acceleration in the development of silicon nitride ceramics. Focus in this paper is mainly on materials development including raw powder synthesis and exploration for applications. The future prospect of utilizing silicon nitride as an engineering material, however, is seen to depend on cost reduction and reliability improvement.
