Church and government within a constitutional state. The prophetic calling of the church towards the South-African government With the transition to a new political dispensation in South Africa, a constitutional state has been established. A typical characteristic of this new dispensation is that the government remains neutral while the executive powers are subject to the Bill of Human Rights. The question of how the church can realize its prophetic task towards the government within the context of a constitutional state is highlighted in this article. The central theoretical argument is that a constitutional state that acknowledges fundamental rights provides an excellent opportunity for the church to fulfil its prophetic calling within the South African context. The church can contribute to a just society by prophetic testimony within the perspective of the kingdom of God.

This article traces the historical impact of the church in transforming, developing and changing society. It looks at how the church in selected periods in history, mainly in the reformation era, worked towards the transformation of society and communities. Extracting from these the author attempts to show how this can be applied to the church in the South African context. Further, the author explores the changing dynamics and characteristics of being church today and establishes that it is not so much about what the church believes, but in what it does that matters most in this day and age. The author, with the latter thought in mind, expresses that community transformation has to be an integral part of the ministry of the church today.

AbstractFeminist studies in religion contribute to the fashioning of a radical democratic political culture and the creation of an egalitarian politics of meaning. In the South African context feminist studies are important elements in the emergence of a democratic and just society since they provide a theoretical framework and intellectual space for transforming kyriarchal knowledges and deeply inculcated values of oppression. Several issues are addressed, namely the nature of feminist religious studies, feminist religious studies as a knowledge producing discourse, and the institutional location of feminist studies in religion.

Foreign-owned SMMEs contribute positively to national economic growth. Foreign-owned SMMEs are sources of direct foreign investment and create employment opportunities for local citizens. Although the South African government has instituted several interventions to promote SMMEs growth, very little research has investigated the impact of such interventions on the growth of foreign-owned SMMEs. This study is an attempt to address this gap by investigating government-related support interventions that have an influence on the growth of African foreign-owned SMMEs. Using quantitative research methods and a sample of 60 African foreign SMMEs owners conveniently sampled from the Pietermaritzburg city, findings reveal that training support from the government is the only single intervention that significantly influences the growth of African foreign-owned SMMEs. Thus, this chapter proposes a regression model that depicts how receiving training support from the government influences the growth of African foreign-owned SMMEs in the South African context.

Since the report of the first COVID-19 infected person in South Africa, COVID-19 moved from being a distant threat to a new reality overnight. Metaphorically, COVID-19 could be described as rain, and in order to be protected one would need to stand under an umbrella. The fundamental question that stems from this is who is holding this protective umbrella? Is the government holding the umbrella or are we holding the umbrella? In this article/commentary/perspective, we briefly discuss the responsibility of the South African government and the individual during this global pandemic, the reasoning behind the implementation of lockdown and the consequences thereof. We conclude that both government and citizens need to cooperatively take responsibility and work together to fight COVID-19. The protective umbrella needs to be held by both government and by ourselves.

Boundaries for church and state regarding the regulation of the ministry of the Word: seen from two church polity traditions This article focuses on the boundaries for church and state with regard to the regulation of the ministry of the Word – seen from two independent church polity traditions. Until now the South African courts have not given an indication of how these boun- daries should be understood or how these apply within the South African context. The purpose of this article is not to make a judicial comparison. The purpose is to show that two indepen- dent church polity traditions, namely the German and the reformed, developed general principles for the boundaries of church and state with regard to the regulation of a minister’s position in law. In both traditions church polity is regarded sui generis, and recognises the church’s right to regulate a minister of religion’s position independently from the state. In conclusion it is found that the boundaries between church and state for the ministry of the Word are primarily determined by the principle that church and state should not in any way influence or interfere with one another's separate mandates or duties. The ministry of the Word is the responsibility of the church and not the state. Therefore the state does not have the competency to regulate the ministry of the Word.

The question in the heading is dealt with in the article by splitting it up in three sub-questions: 1. Does the South African society has need for what the DRC can offer? 2. Does the DRC still have the room and opportunity to play a constructive role in our society? and 3. Are the DRC and its members willing and prepared to play such a constructive role in our society? The article arrives at the conclusion that there is indeed need in the South African society for the type of service that the DRC and its high percentage of well-educated, creative and affluent members can provide. Although the opportunity for providing such service has been restricted as a result of the loss of influence on the government and the separation of church and state in the new political dispensation, considerable scope still remains. There is unfortunately an unwillingness among many members to utilise the remaining opportunities for playing a constructive public role, on account of their negative assessment of developments in the new political dispensation and a resulting inward directed spirituality. The DRC would only be able to realise its full potential for playing such a role if a change of heart takes place and the inward directed spirituality is replaced with an outward directed spirituality based on the belief in the centrality of the Kingdom of God in the ministry of the church.

Small Medium and Micro Enterprises in South Africa were operating in the era of the apartheid regime but were not given enough support and were not a priority in the government of those days. Before democratic transition, the South African government was mainly giving attention to large businesses as well as state-owned enterprises. It was only in the late 1970s and the early 1980s that the South African government realised the importance of the small enterprise sector and its contribution to the countrys economy. The democratic regime of the early 1990s gave SMMEs an opportunity to participate in the South African economy. A White Paper of 1995 introduced the strategy to promote and develop SMMEs in South Africa and to design an SMME policy framework that will focus its attention on supporting and developing SMMEs. The aim was to enable SMMEs to grow as a way of creating a balance in the economy (away from state-owned and large enterprises) As a result, different support mechanisms have been implemented to support and develop SMMEs in the country since the democratic government took over in 1994. This paper evaluates the business support programmes that have been implemented in South Africa since 1994, specifically in the Free State Province for the development and support of SMMEs. In this respect, the paper compares and evaluates the ability of the business support programmes that have been put in place to develop and support SMMEs in order to grow and become sustainable. This is done by means of a brief overview of the international business support services and an assessment of the South African SMME policy environment. The study also conducted five structured interviews with the management representative of the five different business support programmes in the Free State Province. Some of the key findings indicate that not many SMMEs are aware of business support programmes in the Free State and are even less informed as to where to access finances. At the same time, it was found that staff responsible for business support programmes appears to be incompetent, and therefore, deliver poor quality services. From this study it can be concluded that of all the programmes the government-driven initiatives to develop and support SMMEs struggle the most to become operational. The business support programmes focused on markets to some degree, but seldom made it an inherent requirement. This paper recommends that there should be monitoring and evaluation systems available to document the quality of the service delivery to SMMEs in the Province, and to train the staff of the business support programmes to deliver high-quality services to entrepreneurs. The study compared five business support programmes in the Free State with regards to developing and supporting SMMEs in the province. As a result, the value of the findings might well be considered in terms of future provincial planning documents and policy.

Arising from the supposed negative impact of illegal immigration, including security threats as well as recent xenophobic violence, the South African Government would like to counter illegal immigration. To do this, it needs to understand the root causes of illegal immigration into the country. This article, therefore, seeks to explain and interpret why illegal immigrants make South Africa their ideal choice of destination. To provide a context, the article begins with a discussion on the research setting, that is, the South African international boundaries. Thereafter, the article discusses the concept of illegal immigration from the South African context before reviewing literature on the number of illegal immigrants in South Africa and the supposed impact. The article then explores literature on international movements and discusses established migration frameworks that explain and interpret these movements. Lastly, to confirm some facts arising from the review, we interviewed officials that manage illegal immigration as well as detained immigrants. We establish that four migration streams that have created a blended society in Southern Africa sparked illegal immigration into South Africa. The article conclude that the problem of illegal immigration into South Africa is perpetuated by deep-rooted migration networks. Therefore, if the South African Government wants to avert illegal immigration, its policy-makers should examine these roots and take them into account to arrive at a solution that is in sync with the root causes of the problem.
