The role of local governments in promoting policies to combat climate change is critical. In order to play this role, local administrations must have different capacities that allow them to analyze, manage and transform their environment through public policies. This article aims to contribute to the academic debate on the role of local governments in the articulation of climate change policies and sustainable development. The proposal combines a conceptual and analytical contribution, which is illustrated by means of a case study analysis. At the conceptual and analytical level, the article proposes a review of the contributions from the perspective of public policies and organizational management models in order to introduce an analytical framework based on four capacities: strategic, analytical, managerial and collaborative. This framework is developed based on the design of a strategy to measure the existence of these capabilities in a given local government by means of specific indicators. This analytical framework is applied through a case study of Barcelona City Council and its policies to combat climate change and promote sustainable development. The results of the analysis highlight the importance of the combined action of the four management capacities mentioned as a precondition for the articulation of this type of policies at the local government level.

After highlighting the breadth and complexity of the concept of sustainability and highlighting the role of local authorities in sustainable development, this chapter aims to interpret how sustainability management can consider the concept of financial sustainability in the context of local governments. It does this through the following specific objectives: 1) defining financial sustainability, considering it not only autonomously, but in an integrated manner with respect to the typical sustainability dimensions (environmental, social, and economic) that are usually involved in the local authorities activity; 2) proposing the main stages of the sustainability cycle in the local authorities to highlight the key moments and the role of financial sustainability; 3) analyzing some aspects of financial indicators as tools for measuring the financial side of the sustainability profile of a local government. In order to reach the aim of the chapter, the research methodology followed is the literature review.

Sustainable development has become an important aspect of the construction industries. There are many ways sustainability elements can be incorporated in the design, construction, operation and deconstruction of a building. Importantly sustainability represents the link between society and built environment professionals. In relation to that, this study involves a look at the stakeholders outlook and interaction with sustainability. In this study, the focus will be aimed on the role of the Local Governments and how the perception of the stakeholders. Therefore, this study intend to look into the sustainable development and better understanding the strength and weaknesses and other relevant factors that promote or hinder the Sustainable Development. This study is to contribute to the enrichment of knowledge on the role of Local Governments in Sustainable Development. Therefore, this research seeks to find out whether sustainable development is being practiced and seeks to find out what is happening with respect to issues of what, how and why things are being done with the development of Sustainable Development globally and in Malaysia in general.

Competitiveness race in the global economy, on the one side, and the acknowledgement of the sustainable development dimension, on the other side, brings Europe against extraordinary challenges but also to great opportunities. Mapping the future sustainable competitiveness creates a need for research initiatives to develop the new concept of competitiveness, with much of the research focusing on how sustainable development and competitiveness interact. The changing policy context, growing role of sustainable development, the transition to a green economy and the new European Union strategy Europe 2020 (2010) for smart, sustainable and inclusive growth leads to the “rethinking” of the main drivers of the sustainable competitiveness in the long prosperity and the future competitiveness leadership. The approach to natural resources, especially forests, as to the one of the future sustainable competitiveness resources, with the specific focus on its ownership is addressed in this article. Following the 1992 Earth Summit in Rio de Janeiro, the 2002 World Summit on Sustainable Development (WSSD) in Johannesburg, and the 2012 Rio+20 Earth Summit in Rio de Janeiro, sustainable development has become a widely accepted concept. World decision makers are seeking a more sustainable development path through the ongoing UN Post-2105 Agenda discussions, which includes key themes like the Green Economy (GE) and the Sustainable Development Goals (SDG). They are hoping to find integrated solutions to many critical problems, including traditional development issues (such as energy scarcity, economic stagnation, poverty, hunger, and illness), as well as newer challenges (like climate change and globalisation). Energy is critical for sustainable development. Sustainable energy development (SED) is an operational framework involving the harnessing of energy resources for human use, in a manner that supports lasting development [Munasinghe (1995)]. We begin with a review of sustainable development itself, before describing the key role of energy. The World Commission on Environment and Development originally defined it as “development which meets the needs of the present, without compromising the ability of future generations to meet their own needs”, and there have been many subsequent redefinitions.

Local government in post-apartheid South Africa has undergone fundamental transformation. This is evident from its extensive governing powers and functions and its expanded developmental mandate. At the forefront of sustainable development, municipalities have legislative and executive powers to administer the matters listed in Schedules 4B and 5B of the Constitution of the Republic of South Africa, 1996. Moreover, matters listed in Schedules 4A and 5A of the Constitution can be assigned to municipalities by national and provincial governments. Like other spheres of government, municipalities are obliged to contribute towards realising s 24 of the Constitution – guaranteeing environmental rights. However, the exact contours of their powers in promoting the objectives of s 24 of the Constitution are ill-defined and subject to ongoing definition by way of legislation, policies and case-law. This article argues that environmental litigation presents courts an opportunity to further redefine the powers of municipalities in fostering constitutional environmental objectives in South Africa. Drawing from Le Sueur and Another v eThekwini Municipality and Others [2013] ZAKZPHC 6 (30 January 2013), this article demonstrates how courts can play an important role in clarifying the environmental powers and functions of municipalities in South Africa. This article is based on a review of legal and extra-legal sources.
