It is of great significance to establish a scientific and reasonable water resources carrying capacity evaluation system and evaluation method on the basis of studying the interdependence and mutual relations of water resources, society, economy and the ecological environment. This can guide water resources utilization and economic and social development planning, and promote the sustainable development of water resources and the socio-economic system. Projection pursuit technology can achieve automatic index selection and index weight confirmation. When used to assess water resources carrying capacity, the subjectivity and uncertainty of index weights can be avoided. Meanwhile, it can also be used to optimize the index system, and can improve the accuracy of evaluation results and discrimination. In this paper, the projection pursuit grade model of water resources carrying capacity is established. The evaluation criteria are determined by combining the theory with practice. Grades I to IV indicate that the water resources capacity declines gradually. This is the first study of water resources carrying capacity in four municipalities in China. The results show that the water resources carrying capacity of the four municipalities in 2012 belong to the third level, Chongqing is close to the second level and Tianjin is close to the fourth level.

Because lack of water resources in Manas river basin, the water resources carrying capacity evaluation is important to the water sustainable development. In this paper, we select the main factors of the water resources carrying capacity and separate into water resources subsystem, social subsystem, economic subsystem and ecological subsystem. Then established three evaluation models to evaluate the different years of water resources carrying capacity and made the application comparison. The fuzzy comprehensive evaluation model and matter-element models are adaptable to the water carrying capacity evaluation, but the determination of weights is too subjective; The projection pursuit theory is based on the sample characteristics of their own, and without given weight of each indicator, the results is more objective. The results show that the water resources carrying capacity in Manas River basin was at V1-stage in 2000; it is at V2- stage in 2010 and V3- stage in 2020, and then the water resources carrying capacity in Manas River basin is the ideal carrying capacity status. At the same time, because of saving water technological and industry restructure adjustment, water resources carrying capacity in Manas River Basin is on a benign trend. At last, some measures of improving the water resource carrying capacity were put forward.

Water resources, as a strategic resource, affect greatly ecological safety and sustainable development in a region. Based on meaning of Water resources carrying capacity, author selected three categories including of nine indexes and constituted index system. Huhhot, the capital of Inner Mongolia Autonomous Region,water resources carrying capacity was analyzed in Principle Component Analysis. The results show that exploitative and using capacity of water resources from high to low in Huhhot is city area, Wuchuan county, Tuketuo county, Qingshuihe county, Helingeer county, and Tumotezuo banner. Although the city region in the six areas is highest on the exploitative and using capacity of water resources, its potential capacity in city region is lower than its counties around. Tumotezuo banner of the six areas is highest in potential carrying capacity.The contradiction of the city area between supplement and demand is bigger than that of its counties around.The key to improve carrying capacity of water resources is to reform the using model of water resources in city area.
